Task force formed to fix Kalinga tribal ‘war’

LAGAWE, Ifugao -- Kalinga Vice Gov. James Edduba has confirmed that peace is reigning between Kalinga’s Lubo and Tulgao tribes after the two murder suspects that sparked a conflict were put behind bars.
On the sidelines of the Cordillera Day celebration here last week, Edduba said Kalinga Gov. Jocel Baac had formed a multisectoral task force to help restore the “bodong” (peace pact) between the two Kalinga tribes.
The task force, he said, consists of members of the religious organizations, the Philippine Army, Kalinga Bodong (Peace) Council (KBC), and other sectors.
He said the task force would negotiate further retention of the peace pact, applying the Kalinga indigenous practice of settling disputes.
The formation of the task force came after the last suspect surrendered to authorities last July 12.
In an earlier interview, Edduba quoted the Kalinga governor as saying, “It is only when the suspect surrenders that formal negotiations under the indigenous system of settling disputes would commence.”
Edduba also cited the Bodong Summit among Kalinga tribes last February, where the tribesmen had agreed that negotiations to settle disputes would start only after a suspect in the crime surrenders to the authorities.
On June 30, two members of the Tulgao tribe allegedly shot to death a farmer and seriously wounded his brother in front of a store in Purok 4, Bulanao City, Tabuk City, Kalinga. Both victims belonged to the Lubo tribe of Tanudan, Kalinga.
The Tulgao tribe is from the province's Tinglayan town.
Edduba said the peace pact between the two tribes was not severed, although there was a violation of the “pagta” (agreement) of the “bodong”.
The vice governor stressed that relations between tribes are not severed, as long as there are negotiations.
Andres Ngao-I, co-chairman of the Kalinga Peace and Order Council (KPOC) and Kalinga Bodong Council (KBC), said a series of talks between the elders of the two tribes are set in the coming days to strengthen their "bodong" agreement.
He was glad to note that nobody seemed to be trying to avenge the victims.
Ngao-I said the "pagta" (agreement) entered into by the two tribes many years ago dictates that the elders would talk among themselves on what to do with a violator and apply the indigenous way of settling disputes. But, as dictated by the country's law, the violator could also be imprisoned, he said.
Kalinga province strongly adheres to the indigenous way of settling community disputes, applying traditional cultural practices, where “bodong holders” (peace pact holders), respect the elders and come together to assure the maintenance of peace and order in the place. -- PNA


Ex-US Air Force officer killed

BAGUIO CITY -- A retired US Air Forde officer was hacked to death here Tuesday by unidentified suspects around 6:30 a.m. No. 41 Pinsao Proper.
Police identified the victim as Emelito Nalapo, legal age. Miriam Bautista, house hold helper of the victim, said the killers gained access through the window at the second floor of the house and entered the room of  Nalapo around 1 a.m.
Victim’s cause of death was intracranial hemorrhage secondary to multiple hacked wounds on his head, said Supt. Rodrigo Leal.
The victim’s body was brought to La Paz Funeral Homes.

Boy, 4, dead; brod, dad hurt in Nueva Vizcaya road crash

BAYOMBONG, Nueva Vizcaya — A four-year-old boy died while his brother and father were seriously injured when their tricycle collided with two vehicles in here July 14.
Jeremy Costales died at the scene while his father Jeron, 41, and brother Jerson, 2, were taken to a hospital for treatment. 
Reports said that a sport utility vehicle driven by Allan Jake Vargas, 23, tried to overtake in Barangay Busilac, causing him to hit the tricycle driven by Jeron with his two sons on board.
The impact threw the tricycle into the opposite lane, causing it to be hit by another SUV driven by Sylvester Tugguin, 58, of the Nueva Vizcaya police.
Vargas and Tugguin were taken to the police station for questioning.
On the same day, security guard Ariel Alvarez, 20, died in a collision involving two motorcycles in  Ilagan City, Isabela.
Alvarez was driving a motorcycle in Barangay San Juan at around 1 p.m. when he was hit by another motorcycle driven by village councilman Edwin Taggueg, who reportedly tried to overtake.
Taggueg surrendered to responding police officers. 

3 soldiers slain in clash with NPA in Mountain Province

BESAO, Mountain province -- Three soldiers were killed while two others were wounded in an encounter with New People’s Army rebels here on July 15 as the government-initiated Cordillera Day celebration was held in Lagawe, Ifugao with top regional officials to push autonomy for the region. 
The identities of the slain soldiers were withheld pending notification of their respective families even as the NPA said four were government soldiers killed in two encounters in Besao.
Lt. Col. Isagani Nato, Northern Luzon Command information officer, said the clash, which occurred in Sitio Dandanac, Barangay Tamboan, around 2:50 p.m. lasted more than three hours.
Nato said the encounter also left an undetermined number of casualties on the side of the rebels even as the rebels said nobody was hurt or killed on their side.
Nato said the rebels took an M203 grenade launcher, two rifles and a K3 squad automatic weapon from government troopers as they retreated.
A day earlier, two soldiers were wounded in an encounter with NPA rebels in Sitio Dandanao also in Barangay Tamboan.
This, as Ka Martina Montana, spokesperson of the Chadli Molintas Command said it was the NPA’s Leonardo Pacsi Command based in Mountain Province which was involved in the offensive against army troops of the 81st IB in Tamboan which started around 8 a.m.
Ka Montana said in the afternoon of same day, a unit of the NPA’s Agustin Begnalen Command sniped troops of the 24th IB in Sitio Gambang, Barangay Bazar, Sallapadan, Abra.
A government soldier was reportedly hurt as a result.
The next day on Monday, Ka Montana said the LPC-NPA engaged elements of the 81st IB and Regional Mobile Force of PNP-CAR in Tamboan.
According to Ka Montana, four on the government side were killed while two were wounded.
He said NPA guerillas took a K3 light machine gun from government forces.
In a statement, Ka Montana on Tuesday said no one was hurt in the NPA side in all incidents.
The LPC earlier ambushed a platoon of the Regional Mobile Force at Provincial Mobile Force of PNP-CAR on June 5 at Mt. Masini, Barangay Aguid, Sagada, Mountain Province wherein a cop was killed while 11 others were wounded.
Besao is around 9 km away from Sagada.
Ka Montana said since June, the NPA have initiated encounters against government forces in Northern Luzon.
He said this was in response to the Duterte government’s move to hold localized peace talks with communist forces which he added, would destroy the strength of the Communist Party of the Philippines-NPA.

Mountain Province officials push Cordillera autonomy

BONTOC, Mountain Province -- House Bill 5343, “An Act establishing the Autonomous Region in the Cordillera, ”gained support from local officials especially from 144 barangays of the province after a public consultation was held here last July 12 at the provincial multi-purpose hall.
The consultation is a continuing endeavor between the House of Representatives through the Committee on Local Government and the National Economic Development Authority (NEDA) as part of information, education campaign to increase awareness on the proposed bill filed by all congressional Representatives of the Cordillera Administrative Region.
Likewise, the conference also aims to gather and solidify support from local to national sectors of society to realize smooth and swift passage of the House measure.
Kalinga Rep. Allen Jesse Mangaoang, who is also Legislative Caretaker of Mountain Province and one the authors of the bill said Cordillera autonomy is the most effective option to provide the region with solid foundation to pursue sustainable development.
The Cordillera, he said, hopes to control its own government and manage its natural resources that will bring the region to national attention.
He also cited benefits of accepting and promoting cultural diversity through the formulation of multi-cultural policies through autonomy.
Lawyer Delmar Carino, member of the technical working group of HB 5343was speaker during the event.
He presented various benefits of autonomy for the Cordillera by highlighting salient features of HB 5343.
These include: enhanced Cordillera identity since regional autonomy will preserve indigenous knowledge systems and allow culture to flourish and responsive policies for the region as autonomy will give Cordillerans the opportunity to decide policies and programs within the common and distinctive historical and cultural heritage.
Another benefit cited was progress for all since Cordillerans will sustainably manage and utilize their resources for the acceleration of the region’s socio-economic development.
Present to express support to the House Bill 5343 were Gov.  Bonifacio Lacwasan Jr.,  lawyer Maximo Dalog Jr.,  Bontoc Mayor Franklin Odsey, Mountain Province State Polytechnique College president Rexton Chakas,  BontocVice Mayor Eusebio Kabluyen, Besao Vice Mayor June Lapsoten, Sabangan Vice Mayor Dario Esden, SangguniangKabataan representatives, and barangay officials.
In an interview, lawyer Cyphrine Maxcel Dalog, chief of staff of the Office of the Congressman expressed confidence the House bill will gain positive response and support from the Cordillerans this time as the IEC will eventually reach the grassroots with the help of barangay officials and other sectors of society.
“We are also thankful that in the Senate, Senator Miguel Zubiri expressed support by filing Senate Bill 1678 which is a counterpart of HB 5343,” she added. 
Mt. Province barangay officials said they were united in the region’s quest for autonomy as each of the 144 barangays already submitted manifesto of support for the establishment of an autonomous region in the Cordillera.
It was also learned during the consultation that the provinces of Kalinga, Apayao, Abra and Ifugao will be having their scheduled consultation after the province of Benguet and Baguio City conducted their respective consultations on HB 5343.

Benguet folk hit dumping of hospital waste near river

TUBA, Benguet -- Officials and residents of Barangay Taloy Sur in this town have raised serious concern over the dumping of hospital wastes on a private lot near a river by the contractor of a medical facility in Baguio City. 
 The river flows through residential areas, particularly sitios Diyang, Pi-ig, Shumshang, Bakbakan, Nabjeng, Parasipis, Tapuakan, and down to as far as Pugo town in La Union.
Tuba Mayor Ignacio Rivera said Thursday his office had received a report from Taloy Sur Barangay Captain Sibayan Juan complaining about the dumping of hospital wastes in their community.
Rivera said he would soon issue an order for the contractor of the Baguio General Hospital and Medical Center (BGHMC) to remove their wastes from the waterway.
Rivera said he would ask the contractor to make sure the hospital wastes it had dumped into the river would not pose health hazards to the people and animals living in the area.
Juan reportedly discovered the wastes last July 11. The wastes were reportedly dumped by the contractor last July 9 into a private lot in Bayacsan area beside the river.
The property owner reportedly allowed the use of the lot, but only for the dumping of soil and other filling materials from construction sites.
The hospital contractor reportedly dumped the “special wastes”, which, residents fear, pose health dangers to the residents, especially with the continuous rains.
“The soil could erode and carry with it the uncollected wastes, bringing it to the river,” Rivera said.
Juan reportedly asked for the immediate construction of a dike that would prevent landslide in the area and the spread of whatever hazards the hospital wastes could have on the residents.
The barangay chief also told the mayor that the dumped wastes had been cleansed, which were manually picked up by the employees of the garbage hauler of BGHMC.
The dumping issue was already brought to the attention of the Environment Management Bureau (EMB) Cordillera. The agency is now preparing a report as well as the possible filing of environmental degradation case against all those concerned. (Dionisio Dennis Jr./ PNA)


High UTI incidence TV report false: Baguio City health officer

BAGUIO CITY – City Health Officer Dr. Rowena Galpo refuted reports last week that there was high incidence of urinary tract infection among pupils at Pinget Elementary School at Pinget barangay here.
Galpo said the report which came out on national television saying 96 percent of the 700 pupils tested positive for UTI was inaccurate as this was based solely on results of dipstick tests and not on actual laboratory urinalysis or other confirmatory examinations that would have proven if it was indeed UTI that afflicted the children.
Although they have yet to conduct validation of the results,  Galpo said trends of the past showed that only 10 to 20 percent of the dipstick results gathered from a testing population ended up positive for urinary tract anomaly and that less than 10 percent tested positive for UTI.
“That is why based on the trend and experience, we can say that the report was incorrect and exaggerated,” Galpo said.
A dipstick test, according to Galpo, is just a basic diagnostic tool to determine pathological changes in urine that may point to UTI, kidney disease, urinary track trauma or even diabetes but it does not give definite or conclusive diagnosis unlike actual urinalysis or other laboratory tests.
The City Health Services Office has been conducting such tests as part of their renal disease control program in the barangays.
Galpo said that the data did not come from the health district that covers the area as Dr. Elvira Belingon, head of the barangay health district in the area, was out of town attending an official function in La Union when the news came out.
She took to task persons in the barangay who divulged data which she said are covered by the doctor-patient confidentiality and are still supposed to be subjected to further tests and verification.
  “It was downright irresponsible and which now resulted to wrong information that created alarm and put our city in negative light,” Galpo said.  
She also appealed to the media to be more responsible in reporting by exerting effort to verify their facts before reporting to the public.
Although the report resulted to a community effort toward prevention of UTI, Galpo said this could have been better directed if only a definite diagnosis was first obtained to which proper interventions could have been done to ensure that they are addressing the true root cause of the problem. 


Mayor pushes Baguio, Itogon trash talks to fix Benguet Corp. lot issue

BAGUIO CITY – Mayor Mauricio G. Domogan is pushing immediate scheduling of a dialogue between Baguio officials and Itogon, Benguet relative to the planned establishment of the city’s proposed integrated solid waste disposal facility within a 29.22-hectare property of the Benguet Corp. situated in its former Antamok open pit site to address issues arising from the plan.
The mayor said the best way to deal with the problem is for city officials to dialogue with their counterparts so issues will be addressed by the concerned agencies and the local government pursuant to efforts of being transparent and accountable on the environmentally-critical project.
Earlier, Itogon municipal officials expressed their objection to the plan of Baguio to establish its proposed integrated solid waste disposal facility within a portion of the 29.22-hectare BC property which was the subject of a deed of usufruct between the mining company and the city government.
Under the agreement, the local government will use the area for its planned solid waste disposal project for a period of 25 years for free.
“We believe that when a property is patented and titled in the name of a natural or juridical person, it is indefeasible considering that it was already removed from the alienable and disposable public land,” Domogan said.
He said there is no need to debate about the matter because what is important is  local officials are willing to dialogue with their counterparts in Itogon to discuss the intricacies of the plannedintegrated solid waste disposal facility which is deemed permanent solution to the city’s garbage disposal problem that will put an end to the expensive hauling of its residual waste to sanitary landfill in the lowlands which is currently located in Urdaneta City, Pangasinan.
According to him, BC also donated to Itogon a smaller portion of its property which is near the area being the subject of a deed of usufruct with the city government which will be used by the municipal government for the establishment of its temporary residual containment area (TRCA) that is why if the area will be suitable for the municipality to put up its waste disposal project, then the nearby area might also be suitable for the project of Baguio.
The BC management offered to the local government the use of a portion of its former Antamok open pit site for the establishment of its proposed integrated solid waste disposal facility through a deed of usufruct for a 25-year period for free to help address its garbage disposal problem.
 Among components of the proposed integrated solid waste disposal facility include the put up of a centralized materials recovery facility, an engineered sanitary landfill, an anaerobic digester, the operation of the city’s Environmental Recycling System (ERS) machines, a medical and health waste treatment plant and a special waste treatment plant.
Domogan said hauling the city’s residual waste is still the doable intervention to prevent the occurrence of a serious garbage problem in the city while the local government is finding a permanent solution to address the expensive stop gap solution to save on the huge expenses being incurred to haul out the city’s waste to Urdaneta.


Two men divest bizman of P10-K after speedy chase

RIZAL, Kalinga – Two still unidentified men divested a businessman of his hard-earned P10,000 here after a  high speed chase around 2 p.m. on July 14. 
Victim Roland Gallebo Cauilan, 33, married, of Macabibi, Solana, Cagayan reported to Rizal cops he was held up at Liwan West here by the two men.
Investigation disclosed the victim on board his Motor Star motorcycle was traversing the Kalinga-Cagayan national road headed toward his home in Solana from Paracelis, Mt Province after selling African hito fish. When he reached Barangay Nambaran, Tabuk at the road intersection going to Isabela and Cagayan, the two men signaled him to stop but he ignored them fearing a hold-up.
 The two suspects chased him on board a yellow motorcycle with no plate number until they stopped him at Spring, Liwan West, Rizal at the descending sharp curve to the spring rest area going towards Tuguegarao City, Cagayan.
One of the suspects pointed a pistol at him and declared the heist.
The suspects carted away his P10,000 and fled towards Nambaran.

2 druggies slain in shootout with cops

BAGABAG, Nueva Vizcaya -- Two drug suspects were killed in an alleged shootout with police officers in this province Tuesday.
Joel Sabiano, a resident  of Barangay  Domang, Dupax del Sur, and Jun Batara of Malasin, Dupax del Norte drew their guns when they sensed they had transacted with undercover agents at around 2:45  p.m. in Pogonsino, Bagabag town police said.
Four sachets of shabu, P13,000 in marked money, two caliber .45 pistols and various types of ammunition were reportedly recovered from the fatalities.
Chief Supt. Ariel Quilang, Cagayan Valley police operations chief, said they are tracking the owner of the motorcycle used by the suspects, which is believed stolen. Police said the slain suspects were also members of a gunrunning gang.

Anti-jueteng drive upped in Cordillera; 12 nabbed

CAMP DANGWA, La Trinidad, Benguet – Twelve illegal gambling operators and gamblers were arrested in the provinces of Kalinga and Mountain Province playing illegal number games last week.
 In Kalinga, jueteng bet collectors were arrested identified as: Dick Alvis Lumibao, 47, of Lipa City, Batangas; Marlon Titolar Lozada, 52, of Poblacion Lubo, Batangas; Conrado Masadja Bautista, 59, of Manaoag, Pangasinan; Warren Virtucio Escalona, 33,of San Jose, Batangas; Alvin Balmaceda Oliver, 26, of Bicol, Camarines Sur; and Allan Ocampo Titolar, 52, of Diversion, Batangas, all of Purok 2, Bulanao Norte, Tabuk City, Kalinga were arrested in the act collecting jueteng bets at the compound of barangay captain Bernard Glenn Dao-as in Appas, Tabuk City on July 17.
Confiscated items were bet money amounting to P15,262, four calculators, seven cell phones, bundles of raffle (papelitors) paper and other jueteng paraphernalia. 
On July 18, another gambler was arrested after a concerned citizen informed the police that illegal gambling was being done in a residential house at Poblacion, Bontoc Mt. Province.
A suspect identified as Jomar Buned Wanawan, 30, laborer, of Anabel, Sadanga, Mt. Province was nabbed while his cohort evaded arrest.
Seized items were bet money amounting to P7,260 and one set of playing cards.
In another operation, five gamblers were caught playing mahjong inside the door less Tinagtago Restaurant in Sagada Mt. Province on July 20.
Arrested suspected gamblers were Michael Apil Magalgalit, 39; Miguel Pednga Salvador, 48 and Jimmy Glenn Ban-eg Andawi, 41, all of Barangay Ambasing; Epifanio Agpad Dao-as, 58, of Barangay Patay  and Adonis Agamosal Bicalan, 48, of Banguitan Besao town.
Confiscated items were gambling bets amounting to P500.00, mahjong dice among other gambling items.
All arrested individuals and seized items are now under the custody of concerned police units while violation of Presidential Decree 1602 (illegal gambling) were filed against them in court.
Regional police director Chief Supt. Supt Rolando Nana said Cordillera police will continue with their intensified operations against illegal gambling.” We will not stop until we rid the provinces of illegal gambling operations, including financiers and other involved personalities," he said. 

5 missing fishermen in Bolinao rescued

BOLINAO, Pangasinan — Five fishermen of this town reported missing since July 18 were rescued on Monday.
PO3 Antonio Naungayan identified the rescued victims as Yvin Lopez, 27 years old, Minandro Caasi, 37 years old, Jerick Caasi, 22 years old, Ranillo Campaña, 32 and Bunso Vergara, 44, all married, fishermen and residents of Barangay Concordia Bolinao Pangasinan.
Bolinao Police said that the missing fishermen left their houses at around 6 pm of July 18, 2018 and boarded a motorized banca named ‘FB Danielle Maecee” registered under the name of Kristian C Camaso, of Barangay Concordia, Boilinao Pangasinan but failed to returned home.
Naungayan said the victims’ motor banca capsized at the waters 19’ Nautical miles of Ilocos Sur.
According to Lovemore Dianne Carranta , head of Bolinao MDRRMO the victims were rescued by local fishermen of Ilocos Sur.
“Dinala na sa ospital at ginagamot matapos na sila ay manghina dahil sa pagkababad sa tubig,” Naungayan told Manila Bulletin.
Their families were scheduled to go to Ilocos Sur to visit the victims.

Safety measures at Kennon Road urged

BAGUIO CITY --  The city council has adapted a resolution urging the Dept. of Public Works and Highways – Cordillera Administrative Region to immediately install additional road safety or precautionary signs and other safety measures along Kennon Road.
Authored by Vice-Mayor Edison Bilog, the measure states that the move will ensure the safety or motorists traversing the historic highway.
The resolution said successive vehicular accidents that have occurred along Kennon for the past months have caused alarm to residents of the Summer Capital.
It cited reports from news agencies and law enforcement that some of the accidents were due to driver’s errors, unfamiliarity with the area’s terrain, and lack or shortage of road safety signs and other precautionary measures.
“Additional road safety or precautionary signages such as advisories to avoid using Kennon Road on rainy days and other safety measures such as rock netting to prevent  rock slides should be installed at the area to ensure the safety of motorists  traversing the highway,” the resolution said. – Gaby Keith

ABC prexy elected Bontoc SB member 

BONTOC, Mountain Province – Punong barangay Alexander N. Fana-ang of Barangay Bontoc Ili, Bontoc shall continue to sit as ex-officio member of the Sangguniang Bayan of this capital town after he was recently re-elected as president of the Municipal Association of Barangay Captains.
Fana-ang who garnered nine votes won over his opponent, Tocucan Punong Barangay Wilbert A. Padngaran who obtained seven votes.
Completing the set of new municipal ABC officers are vice president Jimmy K. Cherwaken, of Caluttit; Dalican’s Reynald A. Waking as secretary; Poblacion’s Glenn C. Saavedra, Sr.,treasurer and Gonogon’s Rudy B.Gittabao as auditor.
Board of directors are Mainit’s Johnson B. Tangchor, Talubin’s Veteriano L. Dulay, Alab Oriente’s Marlon A. Kis-ing and Samoki’s Joseph M. Toyokan.
The new set of officers of the municipal ABC took their oath before Mayor Franklin C. Odsey and Sangguniang Bayan member at the same time Provincial Councilors League president Alexandre C. Claver. Coinciding with the MPOC meeting, the induction of the  ABC officers was witnessed by the Vice Mayor Eusebio S. Kabluyen, Sangguniang Bayan members Viola P. Okko, Rose C. P25,000 prizes set for Baguio scrabble winners

BAGUIO CITY -- More than P25,000 in cash prizes will be given to winners of the Baguio Scrabble Tournament on Sept. 8 and 9 at a venue to be announced by organizers.
The two division tournament organized by the Baguio-Benguet Word Builders Club and under the Unified Scrabble Association of the Philippines, Inc. will see some of the top scrabblers in the country including beginners as well as students, said William Caluza of the organizing BBWBC, ratings chair of the USAPI.
The open category will have 16 games of eight games each will give P10,000 to the champion and a trophy, even as the first runner up gets P6,000 and a trophy in the Swiss System, king of the hill tournament organized with the City of Baguio as sponsor for the Baguio Day celebration.
Caluza will apply the same system he used in the National Scrabble Championship last month where the first 12 rounds were Swiss system, and the last four, a KOTH format that saw leader Nora Labog lose all her last three games to Renante dela Cerna, allowing the latter to snatch the win.
The third placers gets P4,000 plus a trophy and the fourth and fifth placers receive P2,000 and P1,000, respectively.
The Division B will be a combination of beginners and students which is 14 games of seven games each per day.  The winner gets P2,000 and a trophy while P1,000 and P500 plus medals will be given to the second and third placers.
Special prizes will be given to the high game, high bingo, high combined points and most innovative game.
The Collins fourth edition will be the official reference of the tournament which will be a 25 minute per player competition.
Entry fee for the open division is P800, while P200 will be charged against the division B players. – Pigeon Lobien

BAGUIO CITY – The city government commended the top performing police stations of the Baguio City Police Office for the first quarter of the year along with  police officers who excelled in their job.
In Resolution No. 183 authored by Vice Mayor Edison Bilog and signed by Mayor Mauricio Domgoan, cited were Stations 7 under Chief Insp. Mario Evasco, 5 under Chief Insp. John Cayat Jr. and 2 under Chief Insp. Gil Imado for  operational accomplishments in service of warrants on crimes committees by wanted persons and lawless elements.
The body also cited traffic enforcement unit of the BCPO for successful conduct of 3-day simultaneous implementation of the city’s ordinances related to anti-colorum, truck and anti-road obstruction campaign last April.
Citations were also given to PO3 Fredy Balaki for neutralization of wanted persons, SPO1 Eduardo Balabag for winning the Mr. YMCA Body Building Competition and Police Auxiliary Michael Corpuz for his honesty by returning a wallet containing cash and ATM cards last March.
The BCPO Civil Disturbance Management under Supt. Jethro Moof and Senior Insp. Maila Alog was also cited for being overall champion during regional civil disturbance management competition last April.
“The accomplishments of the Baguio’s Finest deserves commendation as these are contributory in making the City named as among the 10 Safest Cities in Southeast Asia,” the resolution noted. – Aileen P. Refuerzo 

 LTO releases 600 vehicle license plates in CAR

BAGUIO CITY --- Land Transportation Office Assistant Secretary Edgar Galvante released 600 vehicle license plates for the Cordillera for the period July to December 2016 at the Dept. of Transportation  regional office last week.
“Our regional office here will distribute the license plates by batch in order to avoid long queue. I know these car plates are long overdue but we are doing our best to cope the huge backlog,” Galvante said.
“The LTO here will notify the vehicle owners on the dates they may claim their plates. We ask our clients to wait for their notification so they do not waste their time going to their LTO branch only to be disappointed”, he added.
Galvante said for those who registered their vehicles or applied for the new-plate change before July 1, 2016, LTO is “awaiting the Commission on Audit’s resolution on the disallowance.”
                The delivery of license plates to vehicle owners was put on hold after legal issues were allegedly found with the procurement process under the previous administration. -- PIA CAR

July 31 deadline for NCCA fund proposals  

CITY OF TABUK, Kalinga --Forty participants underwent capability building on how to prepare project proposals for the 2019 Competitive Grants of the National Commission on Culture and the Arts (NCCA).
Four personnel of NCCA discussed NCCA grants program, project proposal writing workshop,2019 call for project proposals, and accreditation of proponents.
Federico Dalayday, committee head for Northern Cultural Communities and also the cluster head for Gaddang and Isinay idigenous peoples,  presented the rationale of the activity.
Jayson Conda said deadline for submission of proposals is on July 31, 2018. “All proposals will be evaluated before their approval,” he said adding proponents are also issued the NCCA accreditation certificate which is necessary prior to the approval of project requests.
Proponents are required to seek endorsement of the proposal from artists, government agencies, and other appropriate institutions. Approved funding for individual grantees shall be released on a direct payment of reimbursement mode.
Last year, there were  eight proposals from Kalinga and they hope there would be more this year.
Meanwhile, Provincial Tourism Officer Lorraine Ngao-I said they helped facilitate the conduct of said activity so that proponents need not go to Manila to learn. “This partnership endeavor with NCCA is also an opportunity for municipal tourism officers to take part in proposing projects that aim to promote tourism in their respective places,” she said. -- PIA Kalinga 

P5K grant to deceased barangay execs sought

BAGUIO CITY – The city council approved on first reading a proposed ordinance granting mortuary benefit to the bereaved family of deceased incumbent elected or appointed barangay officials in the city.
The ordinance authored by Councilor Joel Alangsab stated that regardless of whether the cause of death is work-related or not, the beneficiary shall be entitled to receive the amount of P5,000 as financial assistance to the bereaved family.
 The ordinance stipulated that in the event of death of any barangay official, the beneficiaries shall immediately notify the Office of the City Mayor through its Special Services Division regarding such circumstances and the said office shall thereafter assist the beneficiaries in the processing of the claim.
The ordinance provided P200,000 shall be appropriated annually from the fund of the local government for the effective and efficient implementation of the mortuary assistance to the bereaved family members of deceased elected or appointed barangay officials. -- Dexter A. See

Benguet launches ‘100 donors in 10 minutes’ blood extraction

LA TRINIDAD, Benguet- - The Provincial Local Blood Council will launch the “100 Donors in 10 Minutes” simultaneous blood donation on July 31 highlighting Blood Donors Month.
The 100 donors coming from the various towns and other institutions will be gathered at the municipal gymnasium for blood extraction for a period of 10 minutes.
With the theme, “Be there for someone else, give blood…share life,” the event is geared towards the attainment of 100 percent voluntary blood donation, said Red Cross Benguet Chapter Administrator Oscar Paris.
It also underscores the “no replacement and no-paid donors” campaign. This is so so that blood will always be available in the facility when a client is in need without replenishing what has been withdrawn and that donation would be purely voluntary.
The Philippine Military Academy will provide the beds while a local hotel will provide the bed sheets to be used during the blood extraction.
Paris said they are continuously receiving commitments from all over the 13 municipalities, provincial government, academe, non-government organizations and institutional sectors as donors during the event. But they are still in need of phlebotomists or medical personnel trained to extract blood samples. He urged those interested to visit or contact the Red Cross Chapter Office located at Benguet General Hospital Compound with telephone number (074) 422-2796 before July 25.
Each of the 13 towns has its own target of blood donation. More donors are encouraged to be part of the event even if it exceeds the 100 target of the day, he added.
Prior to the event, the council members and stakeholders will hold a motorcade at 8:30a.m.. It will take off from the Benguet General Hospital to Camp Dangwa towards Shilan then back to Buyagan to Pico and converge at the Municipal Gymnasium for the simultaneous blood extraction. -- PIA Benguet

Ifugao police urged: Work collaboratively

LAGAWE, Ifugao -- Policemen in the province were urged to work collaboratively with others for efficient implementation of laws on peace and order.
“I hope that you will be one with your leadership, deputies, chiefs of police and station commanders for a harmonious working relationship for the successful implementation of all laws for the betterment of the province,” said Chief Supt. Rolando Nana, regional police director during his recent visit.
He said even there are problems, these should be solved hand in hand. “We will do our own little ways to solve this problem. Let’s serve for the betterment of Ifugao,” he said.
While commending the Ifugao police for their efforts resulting to low crime incidents in the province, he advised the police force in the province not to be complacent also in their anti-illegal drugs campaign,
Nana also cited proper behavior and grooming in relation to the internal cleansing of the Philippine National Police. “Internal discipline is very important in our job, let’s caution each other not to commit illegal activities. DOLE clarifies child labor vs child work

BANGUED, Abra -- "There is a big difference between child labor and child work.  Child Labor is characterized with an element of abuse and violation of child rights while child work is necessary to teach a child to do some minor household chores and without being posed to health hazards and all basic needs are provided by the parents or guardians.”
Dr. Alexander Gumabol, provincial head of the Dept. of Labor and Employment explained this to the Provincial Federation officers of the Kalipunan ng Liping Pilipina (KALIPI) – Abra Chapter during their second quarter meeting recently.
Gumabol said elements of child labor include the following; child is below 18 years of age, and his work poses health hazards, he works for straight eight hours a day and most of all, he is deprived of the basic needs such as food, shelter, clothing and education.
On the other hand, Labor and Employment Officer Gil M. Datayan elaborated that child work is simply helping in the household chores as a way of discipline or training for the child, and under supervision of the parents or guardian. The household chores are cleaning the house, dishwashing, and other household tasks or family business where the child is not exposed to health hazards. Most importantly, the child is provided with all the basic necessities in life such as food, shelter, clothing and education. Furthermore, the child must be given opportunities to play.
Datayan said in child work, the child is not enslaved but only trained and no provision of the law on child labor is violated.  
Gumabol challenged the KALIPI in the observance of the law on the protection of children especially the girl children. He said the KALIPI should be bold enough in their intervention to push for the protection of children. -- PIA Abra

 Philhealth starts ‘point of service’  

CITY OF TABUK, Kalinga --Point of Service (POS) now replaces the Point of Care program of Philhealth  to address gaps in coverage of both financially capable and incapable Filipinos, and registered inactive members and to ensure 100 percent  availment rate in covering the poor under the National Health Insurance Program.
Kalinga Philhealth Field Office head Rommel Aranca  said under Philhealth Circular No. 2018-0008, “ Filipio citizens who will be covered under the provisions, through a Point of Service Program, must be classified as financialy incapable to pay his/her Philhealth membership according to the DOH classification of indigence.”
He said members availing of this program shall be included in the Philhealth membership database for possible inclusion in the list of beneficiaries whose premiums are to be shouldered by the national government as provided in the General Appropriations Act of 2017 and 2018.
Filipino citizens who are financially capable shall be assessed and shal be enrolled based on their financial capability at the Point of Service to be covered as regular contributing Philhealth member. They shall be included in the Philhealth membership database and shall be billed annually,he added.
He urged government hospitals, other health care facilities to come up with the classification and certification of families to be covered and also the cooperation of medical social welfare officers and social welfare and development officers to conduct assessment and identify those qualified under POS. -- PIA Kalinga


Baguio hails PWD athletes

BAGUIO CITY – Mayor Mauricio Domogan has signed a city council resolution congratulating and commending 20 local persons with disabilities (PWDs) athletes for garnering medals  in the 2018 Philippine Sports Association for the Differently-Abled (Philspada) Paralympic Games held from May 12 to 19 in Marikina city.
The measure also commends the team’s coaches  for  their support and guidance to the city’s differently-abled athletes.
Winning 10 gold, 14 silver and eight bronze medals  in various events were Victoria Elio, Allan Campos, Giovanni Ola, Jackson Limmayog, April Dawn Mendoza, Marc Gwyn Florez, Jeremiah Tundagui, Jolina Tundagui, John Joseph Magpantay, Armando Gaw, Carlos Gamboc, Agustin Kitan, Romeo Tayawa, Jaime Manginga, and Agustina Bantiloc.
Serving as the team’s athletic coach is Rex Felix, a teacher at the Baguio City High School, and Agustina Bantiloc as the playing coach.
“The city’s officialdom recognizes the dedication of PWD athletes for their victory which deserves commendation for bringing glory and pride to their families, the city and country as well,” the resolution states.
       It stressed that as part of the city government’s inclusive program, the PWD athletes shall be ensured support for future national, regional and international Paralympic games.
       The games aims to identify new core of athletes who will be tapped by the Philspada-National Paralympic Committee of the Philippines (NPC) for possible inclusion in national teams for future participation in future Paralympic competitions.- Gaby Keith

Caravan mission serves 600 villagers in Ifugao

TINOC, Ifugao --  A total of 600 folks from the barangays of Luhong and Danggo in this municipality were served during the one-day caravan mission by various government and non-government agencies.
Activities included free medical consultations, dental tooth extraction, circumcision/minor surgery operations, distribution of vegetable seeds, school supplies and used clothes, blood typing, free haircut, film showing and information education campaign by invited government agencies.
Lt. Col. Narciso Nabulneg Jr., 54th Infantry Battalion Commanding Officer, commended government agencies, local government units and non-government organizations who took part in said activity.
“With the services we bring, people especially in the remote areas will sense the sincerity of the government in addressing some local issues such as health problems” he said.
“The vital information on the current thrusts and programs of your respective offices you imparted to our people help them to be aware that our government truly cares”, he added.
Luhong punong barangay Nelson Pauhan expressed gratefulness for the conduct of the activity in their place. He said what they know was only medical mission but there were a lot of other services provided.
Nabulneg said this is a good manifestation that the whole nation approach can be at hand through the intensified stakeholders’ engagement which further attains the AFP’s advocacy for a peaceful, developed and progressive community.
“I also invite NGOs who are advocating same activity to converge with us and share our common goals to the community in order to have a one- stop shop in the future undertakings,” he added.
The activity was part of community support program advocated by AFP which aims to deliver basic services and bring the government closer to the people especially in far flung barangays or geographically isolated and depressed areas. -- PIA Ifugao


Ifugao mayor stops permits to peddlers

TINOC, Ifugao -- Mayor Marcelo Catalino temporarily suspended issuance of mayor’s permits to mobile peddlers in this remote town after receiving complaints from the buying public.
“Complaints have been received that there were fake, substandard, and expired merchandise being sold by the ambulant vendors. This is to protect people in the town from unscrupulous individuals,” Catalino said.
The mayor added that some ambulant vendors do not seek mayor’s permit before selling merchandises in the municipality.
The Revised Municipal Revenue Code requires all individuals to secure the permit before engaging in any trade. Tinoc is a vegetable producing town located near the boundary of Ifugao and Benguet. -- Marcelo B. Lihgawon

Kalinga gets P114M projects from DILG

CITY OF TABUK, Kalinga - - The Bureau of Treasury Regional Office No. 1 based in the City of San Fernando, La Union downloaded P114 million worth of projects to the province and three municipalities.
Notice of authority to debit account were issued through Land Bank of the Philippines to the accounts of the respective recipients.
Said cash requirements sourced from the Department of the Interior and Local Government (DILG) Local Government Support Fund-Conditional Matching Grant to Provinces and assistance to municipaliites were downloaded to fund the implementation of priority programs and projects.
The amount of P95,186,623.00 was downloaded to Kalinga province for the partial concreting of about four kilometers of the Dalnacan-Mangali provicial road; P9.4 million to Rizal for municipal and barangay road improvement; P4.9M for Tinglayan for the construction of their evacuation center; and P4.8M for Lubuagan for the construction of the Managol footbridge and improvement of water systems of Upper Uma and Mabongtot.

Espino awards P4.5-M kits to fisherfolk

LINGAYEN, Pangasinan — The provincial government of Pangasinan recently awarded gill nets and fish processing kits amounting to P4.5 million to 73 fisherfolk associations in 12 localities of the province.
Gov. Amado Espino III led the distribution of the fishing equipment to the beneficiaries from the towns of Agno, Anda, Bani, Infanta, Dasol, Sual, Binmaley, Lingayen, Labrador, San Fabian, Rosales and Alaminos City at a ceremony held at the Narciso Ramos Sports and Civic Center gymnasium.
Espino told the beneficiaries to take care of their livelihood and encouraged them to exert more effort in engaging in other income-generating activities in order to uplift their income and establish other opportunities to ensure better future for their family and for the fishing industry.
The governor also thanked the Bureau of Fisheries and Aquatic Resources (BFAR) led by Regional Director Nestor Domenden for the support it has been extending even during the previous administration when the project was launched two years ago. -- Liezle Basa Iñigo

Mankayan implementssegregation ordinance

MANKAYAN, Benguet -- Mayor Meterno Luspian has implemented a strict “No segregation, no collection” policy in this mining town recently.
The segregation ordinance was recently approved by Mankayan’s municipal council covering segregation, collection, recycling, disposal and treatment of waste.
The ordinance applies to all residential, industrial and commercial areas.
Violators of the ordinance will be fined depending on gravity of the offense P500, P1,000 and P2,500 and imprisonment of one month to six months at discretion of the court for the first, second, third and fourth offense respectively.

 Mayor not in favor of granting tax amnesties

BAGUIO CITY – Mayor Mauricio Domogan is not in favor of the practice of granting amnesties  to those who do not pay their taxes on time.
In media forum at city hall,  Domogan said tax amnesties only encourage people and institutions  to procrastinate  or are late in the payment of their taxes.
“Why should we award late taxpayers with amnesties?  We should instead grant more incentives to those who pay their taxes on time or who pay earlier than the scheduled time of payment,” he stressed.
Domogan earlier led other officials in commending and awarding the city’s top 20  business and real property taxpayers  with plaques of appreciation.
The Mayor also expressed his hope that they will continue to be shining examples to others  in paying the right amount of taxes on time.
He also praised the city treasurer’s office under Alex Cabarrubias  on its report that the city’s tax and fees collection in 2017 was 13.39 percent higher than the amount collected in 2016.- Gaby Keith

BFAR starts projects for Mt. Province groups

BONTOC, Mountain Province – The Dept. of Agriculture - Bureau of Fisheries and Aquatic Resources- Cordillera Administrative Region (DA- BFAR- CAR) awarded projects to beneficiaries at the BFAR provincial office here on May 25.
Barangay fish terminals were handed over to five organizations: Gueday Fruit Wine Makers in Besao, Ilaglakhan Livelihood Organization in Bontoc, Hiefer Partner Families Marketing in Sabangan, Gabay Multi-Purpose Cooperative in Sabangan and Tadian FARMC. 
Each organization was given 120 kilograms of fresh marketable tilapia, one unit chest freezer and weighing scale.
Lilibeth L. Signey, BFAR regional director said the BFT program aims to add income for community organizations and make available supply of fish in the barangay.
She said the program will be implemented through a “roll over scheme” in which the BFAR shall provide initial supply of fish to recipient organizations to be sold by the latter at affordable price.
The organization is entrusted with the task of returning the equivalent capital in cash to the DA-BFAR- CAR for the latter to be able to provide the second and third batch of fish to be sold by the same organization, but leaving them the profits earned.
Mayor Franklin C. Odsey with Ilaglakhan Livelihood Organization entered into memorandum of agreement with the DA-BFAR – CAR to ensure effective and efficient implementation of the program.

Ilocos Norte to preserve freshwater fishes, shells

LAOAG CITY -- The Ilocos Norte government, in collaboration with other local and national government agencies, has crafted a long-term plan to preserve the exotic freshwater fishes and shells in the province’s inland bodies of water.
Arthur Valente, the Provincial Fishery Coordinator under the Office of the Provincial Agriculture (OPAG), said that part of the long-term plan is the proposed establishment of brass parks and cages for breeding and seeding of various freshwater fishes, including shells in 21 towns and two cities of the province.
“As part of our resiliency program, we need to culture our indigenous fish species so that they will not go extinct,” said Valente , citing native ar-aru (climbong perch), gurami (gourami), dalag (mudfish), paltat (catfish) and mosquito fish among others, as already rare compared in the old days when they are always present on the Ilokano table.
Valente said that since 2016, pilot farms for the culture of carp, tilapia, and pangasius have been set up in the small water impounding projects located in Barangays Pimentel, Baoa, Dariwdiw, Nagbacalan and Magnuang, in support of the Department of Agriculture program dubbed as, “Balik Sigla sa Ilog at Lawa” (Basil), where the country’s major river basins and lakes should be seeded with fingerlings of indigenous and non-invasive fish species. -- PNA 


Hungduan benefits from PRDP’s livelihood project

HUNGDUAN, Ifugao – Farmers were recipients of a swine dispersal project by the Dept. of Agriculture’s Philippine Rural Development Project.
“Almost 85 percent of farmers’ livelihood was damaged by calamity in 2015 and everyone needed to restore and re-establish their properties from what was left and the project is timely,” said Evelyn Biniahan, Manager of Hungduan Micro-Finance Development Cooperative (HMFDC).
She said they were able to come up with the proposal on swine raising under the PRDP.
Some 63 piglets were delivered and turned over to 21 farmer-members of the cooperative on May 22 at the office of HMFDC in Hapao, Hungduan.
Each farmer was given three piglets each and 21 kilos feeds.
 The remaining 87 piglets and sacks of feeds will be delivered by the end of the month to cater to 29 more farmers.
According to the project’s business plan, 150 piglets and 274 sacks of feeds (starter and grower) were set to be delivered as part of the first tranche, and 144 sacks of finisher feeds for the second tranche. For one year operation of two (2) cycles, the piglets will be fattened for a maximum of six (6) months and will be sold at P120/kg live weight.
To sustain the project, the total investment cost provided shall be collected from each recipient including capital build-up scheme of one percent and another percent service fee from the sales of each pig. Likewise, the HMFDC shall strictly impose policies in the implementation of the project.
During turnover ceremony, NazarioTuguinay of the Provincial Agriculturist Office said it was the obligation of recipients to take care of the project and make it sustainable.
Meanwhile, the supplier of the piglets committed to conduct regular visits to tend to the needs of the piglets that were delivered.
With a counterpart from the cooperative (in-kind) amounting to more than P300,000, the livelihood project had a total cost of P1, 138,000 shared by the World Bank (80%), the Government of the Philippines (20%) and Ifugao government (20%). – Elvy Taquio

B ONTOC, Mountain Province –The Bureau of Fire Protection has opened its recruitment for fire fighters to join their agency.
Applicants must be Filipino citizens not less than 21 and not more than 30 years of age, at least 5’4” in height for male and 5’2” for female provided that height waiver for height and age requirements shall be automatically granted for those belonging to cultural communities.
They must weigh not more or less than five kilograms from the standard weight corresponding to height, age and sex; must possess a baccalaureate degree from a recognized institute of learning; must have an eligibility either a Civil Service Commission (CSC) – 2nd Level, Republic Act (RA) 1080 or Presidential Decree. 907.
Licensed engineers and architects are priorities. Bayambang onion farmers to get fertilizer, cash grant

BAYAMBANG, Pangasinan — Some 963 onion farmers in this town, whose farms have been devastated by armyworms, will receive two bags of fertilizer per hectare from the provincial government of Pangasinan and a certain amount of cash grant from the municipal government.
Municipal Agriculturist Artemio Buezon, in an interview on Tuesday, said a total of 1,828 bags of fertilizer have been given to his office for distribution next week to affected onion farmers.
Municipal Disaster Risk Reduction and Management Officer head Genevieve Benebe said a total of P5.5 million in initial cash grant will be distributed to the farmers this June after they submit the requirements asked by the municipal government.
On March 12 this year, the town was placed under a state of calamity due to the armyworm infestation that affected 868.56 hectares of onion plantations in 39 barangays, resulting in almost PHP5 million in losses.
Benebe disclosed that the MDRRMO will include in their plan next year the mitigation of crop infestations.
Meanwhile, Buezon said the farmers can control infestation if they monitor their crops on a daily basis. He remained positive that the next cropping season would be bountiful given that the town’s farming areas have sufficient water irrigation.
The farmers in the town will plant hybrid rice while some will produce a variety of vegetables this cropping season, he said.
More than 2,000 farmers, including onion farmers, in the town have received three to five packs of hybrid rice seeds from the Department of Agriculture, said Buezon.
“If they (farmers) will follow correctly the packaging technology of the hybrid rice, they can yield four to five tons of rice per hectare,” he added. --PNA

BONTOC, Mountain Province -- Certificates of scholarships were awarded to six individuals of this province who passed examination for fisheries scholarship program of Dept. of Agriculture - Bureau of Fisheries and Aquatic Resources- Cordillera Administrative Region.
The scholars are entitled to free tuition in any college or university offering fishery-related courses, monthly stipend of P4, 000, book allowance of P2,000 every semester, thesis support  worth P7,000, on the job training support worth P3,000.00 and P1,500 as graduation allowance. – Alpine Killa

N. Ecija Balay Silangan rehab center unveiled

CAMP OLIVAS, Pampanga – The country’s second community -based reformation / drug rehabilitation center was inaugurated recently in Cabanatuan City, Nueva Ecija.
The inauguration of the 100-bed center was led by officials from the Philippine Drug Enforcement Agency (PDEA), local government officials of Cabanatuan City, Department of the Interior and Local Government (DILG), and the Philippine National Police (PNP).
PDEA Director General Aaron N. Aquino said the Balay Silangan Reformatory Program of PDEA was created by virtue of Dangerous Drugs Board (DDB) Regulation No. 2 series of 2018.
“This program is a holistic and compassionate approach of helping drug offenders to integrate in the society by making them more productive and acceptable to society,” Aquino said.
“This reformation center serves as an alternative intervention for drug offenders who are not eligible to be admitted in the treatment and rehabilitation facilities supervised by the Department of Health,” he added.
Balay Silangan Reformation Program in Cabanatuan City is the pilot project of PDEA in Luzon, which was funded by the city government of Cabanatuan City through the initiative of Mayor Julius Cesar Vergara. – Franco Regala

Tineg farmers get cattle from PRDP

TINEG, Abra – Some 23farmers received one cattle each from "Cattle Fattening and Marketing Project” under the Dept. of Agriculture's Philippine Rural Development Project during recent turnover ceremony here.
Dr. Herminia Balaoit, municipal agriculturist said that the cattle were delivered as part of the first tranche and the remaining 10 heads will be delivered the soonest.
The subproject was proposed by the Alawa-Tapayen Farmers’ Organization assisted by the municipality of Tineg and provincial government. The business plan was implemented through the I-REAP Component's Small Livelihood Project for calamity-stricken areas. It focuses on cattle fattening and marketing as an entrepreneurial scheme to increase ineg farmers' income.
The project aimsed to provide farmers with33 heads of male upgraded Brahman stocks at least one year old. The stocks are distributed to eligible members of the organization at one to two heads per farmer-recipient depending on their capacity.
To sustain the project, the business plan stipulated the total acquisition value shall be remitted back to the association. Accordingly, the fund shall be used to purchase more stocks for other members to benefit from. One percent of the gross sales shall be charged by the association for every sale made as part of their capital build-up.
The subproject's total capital of P1 million was proposed to be funded by the PRDP, sourced from the World Bank (60%), Government of the Philippines through the DA (20%), and the LGU (20%).  For every subproject under this scheme, a counterpart of 20% of the total project cost is required to be provided by the benefiting organization in-kind in the form of animal housing, labor, among others.
During turnover, Tineg officials thanked the PRDP staff and urged beneficiaries to make sure the project will succeed as planned.

 Sickly senior citizens to get cash aid from Pampanga LGU

CITY OF SAN FERNANDO, Pampanga — Bedridden and sickly elderly citizens of four districts of this province are the qualified recipients of the ongoing distribution of food and financial assistance of the provincial government.
Governor Lilia G. Pineda of Pampanga led the cash distribution to each senior citizen amounting to P1,000, which came with two packs of milk and other food items.
There 32 recipients from Lubao; 24 from Sta. Rita; 46 from Sasmuan; and 25 from Guagua.
“The distribution is part of our regular program for senior citizens which was started last week,” the governor said.
Records of the Provincial Social Welfare Division Office showed there are a total of 792 senior citizens who will benefit from the said activity.
PSWD Officer Elizabeth G. Estiller-Baybayan said the distribution of assistance is stipulated in Ordinance No. 647 or An Ordinance Enacting the Senior Citizens Code of the province.
She added that beneficiaries qualified for the benefits include 28 more from Mabalacat City; 62 from Magalang; 18 each from Floridablanca and Porac; 77 from Arayat; 49 from Bacolor; 30 from San Fernando; 97 from Mexico; 13 each from Sta. Ana and Apalit; 73 from Candaba; 43 from Macabebe; 29 from Masantol; 20 from Minalin; 27 from San Luis; 32 from San Simon; and 36 from Sto. Tomas. -- Franco Regala

 La Trinidad SB member wants liquor law amended

LA TRINIDAD, Benguet -- A councilor of this capital town plans to introduce some amendments to the existing ordinance “Regulating the establishment, operation, and maintenance of bars, restaurants, and other similar places of entertainment serving alcoholic beverages”.
In an interview, La Trinidad Councilor Roderick Awingan, chairman of the municipal council committee on tourism, peace, and order, said several provisions of the local ordinance should be reviewed for smoother implementation.
\Awingan said provisions and issues that need clarification and review are classification of establishments, definition of terms related to serving and dispensing alcoholic beverages, and the structural requirements, especially on the maximum allowable noise by entertainment bars.
Under the existing ordinance, classification of bars and other establishment is based on the report of sanitary inspections.
Awingan said he intends to introduce a “merit system” for those establishments that strictly follow the measure and a “downgrade system” for those violating the ordinance.
On the serving and dispensing of alcoholic beverages, Awingan would like to be clarified exactly what the allowable time to serve and dispense alcoholic beverages based on the classification of a certain establishment and business operation.
On structural requirements, especially on maximum allowable noise by entertainment bars, he said, “There must be a device to measure the noise emitted by entertainment establishments for the smooth implementation of the ordinance.”
Under the existing ordinance, the maximum allowable noise within the establishment is 75 decibels, while outside the establishment two meters away from the main door is 50 decibels.
Awingan added that the local fire department would be included in the created task force that would evaluate and enforce the ordinance.

295 new cops to undergo internal security training

CAMP ADDURU, Tuguegarao City – Around 295 new police officers of Police Regional Office 2 have started their Basic Internal Security Operations (BISOC) Course recently that will be applied to internal security operations.
The 60-day course training will provide basic mindset and instinct, indoctrination, discipline and character, individual and unit skills and knowledge will be applied to Internal Security Operations (ISO).
It also lays down the concept of small unit operations’ Standard Operational Procedures and the Tactics, Techniques and Procedures (TTPs) for operations especially in the areas of counter-insurgency.
Senior Supt Petronelli M. Baldebrin, Deputy Regional Director for Administration represented PRO2 Chief Supt. Jose Mario Espino who led the opening of the said course held at the PRO2 Grounds.
He urged police officers to take the training seriously and give their best in order to enhance their individual skills. “You are only strong as you allow yourselves to be. Never get discouraged, never give-up because consistency and dedication are the keys to success,” he emphasized.

500 Ilocos Norte farmers get agricultural patents

BANGUI, Ilocos Norte -- The government recently distributed about 500 agricultural patents to Ilocos Norte farmers.
Brenda Tamayo of Bangui, Ilocos Norte said she is thankful that she is now holding a proof of ownership of land her family has been tilling for a long time.’
“I am so happy that finally, I have secured my land title. This is an answered prayer,” said Tamayo, among the 500 new land owners who received agricultural patents under Republic Act 6940.
Victor Dabalos, Provincial Environment and Natural Resources Officer of the Ilocos Norte, said the Handog Titulo Program aims to lessen boundary conflicts and confirms ownership of land occupants.
Tuesday’s distribution of agricultural patents was led by the Department of Environment and Natural Resources (DENR), in collaboration with the Provincial Government of Ilocos Norte, Land Registration Authority, Department of Agrarian Reform and the Regional Trial Courts.
The certificates of original land title were handed to farmer beneficiaries by  DENR Secretary Roy Cimatu during the ceremonial launching of Tayo ang Kalikasan movement at the Plaza del Norte Hotel and Convention Center in Barangay Balacad this city.
In addition, the DENR also released five special patents under Section 4 of Republic Act 10023, covering the Bangui National High School, Lanao National High School, Camp Valentin S. Juan in Laoag City, and the local stations of the Philippine National Police and Bureau of Fire in Dumalneg, Ilocos Norte.
The land titling program, locally known as “Titulo a Natalged: Sagut ni Ilokano”, was launched in 2011 with the aim to resolve issues of land ownership in the province.
Through the REGALA (Revenue Generation and Land Administration Reforms) project and free land titling program, local government units in Ilocos Norte now have a systematic land information and efficient transactions on real properties. -- PNA

NIA completes 229 irrigation facilities in Cordillera Region
LA TRINIDAD, Benguet – The National Irrigation Administration-Cordillera reported the completion 229 irrigation projects providing water to farmlands in the region.
NIA Cordillera acting regional director Benito Espique Jr., in his report said as of March 15, 2018 a total of 1,197 hectares were new irrigation areas while 521 hectares of existing irrigation systems were restored bringing to 1,115 hectares of new functional irrigations in the region with a total cost of P823,484 million.
He said Benguet and Kalinga provinces completed the most number of irrigation projects with 80 and 73, respectively, followed by Mt. Province with 35, Ifugao 19, Abra 16 and Apayao 6.
The completed irrigation projects include a component of the Comprehensive Agrarian Reform Program and rehabilitation projects under the National Disaster Risk Reduction Management Council.
Espique said that with increased NIA-CAR budget this year, a total of 2,823 hectares of farmland will irrigate and restore and rehabilitate 407 hectares of existing irrigation facilities.
He said Kalinga province has 44,190 hectares of potential irrigable area; Benguet, 25,746 hectares; Mt. Province, 30,060 hectares; Ifugao, 25,830 hectares; Abra, 25,670 hectares; and Apayao, 33,910 hectares.
The agency had strengthened its partnership with the farmers groups and various irrigators associations in the region through training and assistance for irrigations systems aimed at increasing production. -- PIA

Use of deceiving lights in Baguio market prohibited

BAGUIO CITY – The city council approved on first reading a proposed ordinance amending Ordinance No. 71, series of 2009 which penalizes the use of deceiving lights that mask the freshness of meats, fishes, vegetables, fruits and other similar products being sold in the city public market by introducing new provisions to ensure the health and safety of consumers purchasing products in the city.
The ordinance authored by Vice Mayor Edison R. Bilog stated that it shall be a policy of the local government to prohibit owners, vendors, or sellers in the public and satellite markets to use lighting that mask the freshness of products such as incandescent and colored light bulbs and only standard lighting such as fluorescent or Light Emitting Diode (LED) light bulbs shall be allowed to be used in the said public places.
The ordinance added that it shall also be a policy of the local government to prohibit the use of colored reflectors and cardboards above the light bulbs, banana leaves as matting for fishes, and other materials that may enhance the color of the products being sold and owners, vendors and sellers in the public and satellite markets shall ensure the cleanliness of their stalls and display counters and to use trays or crates with filtering vents for draining excess water from their products.
                Under the proposal, owners or operators of stalls, stores and other establishments selling meat and other fresh produce found violating the provisions of the measure shall be penalized with a fine of P2000 for the first offense, a fine of P3,500 for the second offense and a fine of P5,000 and cancellation of permit to operate for the third and final offense.

BAGUIO CITY – The city council will conduct a joint public consultation on Tuesday, July 31, from 8:30 am to 12 noon, at the Baguio City Hall multi-purpose hall on proposed ordinance no. 0120-18 that further amends ordinance no. 01, series of 1990, (Amending Ordinance no. 25, series of 1987, entitled, An Ordinance Codifying the Liquor Ordinances in the City of Baguio, and for other purposes).
 City council secretary Brenner Bengwayan said the half-day activity aims to gather inputs, recommendations and suggestions on the operating hours of all businesses with amusement including night clubs and day clubs, cocktail lounges with dancing,  beer gardens/ houses with dancing, bars with dancing,  and duly-accredited tourist-oriented hotels with restaurants, bars or discos.
Also included are cabarets or dance halls, folk houses or folk dens serving beer only,  bar or coffee shops serving beer or liquor,  disco pubs,  ordinary beer gardens with dancing,  cocktail lounges or bars without dancing,  cocktail lounges,  restaurants with liquor,  internet cafes; computer centers and dart centers.
The city council committees involved are those on laws, human rights and justice; appropriations and finance; market, trade, commerce and agriculture; public utilities, transportation and traffic legislation; ethics, governmental affairs and personnel; urban planning, lands and housing; tourism, special events, parks and playgrounds.
Also involved are the committees on public protection, safety, peace and order; employment, livelihood, cooperative and persons with disabilities; barangay affairs; youth welfare and sports development; health, sanitation, ecology and environmental protection; and the committee on social services, women and urban poor. -- Gaby Keith

Media security task force hits slay of radio anchor

BAGUIO CITY -- The Presidential Task Force on Media Security condemned the killing of Albay radio broadcaster Joey Llana, who was shot as he was driving his car along Barangay Peñafrancia, Daraga town on July 20.
 In a statement, the PTFoMS said that while reports "remain sketchy at this point," Task Force Executive Director and Undersecretary Joel Sy Egco has ordered an immediate investigation and is already coordinating with the Provincial Investigation and Detective Management Division of Police Regional Office 5 (Bicol).
 Egco, who was in Baguio City spearheading a seminar on media security, reiterated the call for members of the media to report threats to them.
 "At the first sign of trouble, death threats, isumbong na agad sa amin (report to us immediately),” he said.
 Llana, 38, was on his way to Legazpi City for his radio program at 92.3 FM Home Radio Legazpi when he was ambushed.
Egco said according to Llana's relatives, the mediaman had been receiving death threats in the past, but never reported them to authorities.
“Paggising ko po ang nakita kong message sa cellphone ko ang pagkapatay sa isang kasamang media sa Albay. Nakakalungkot po. Ito po ang dahilan kung bakit napaka importante na malaman ang mga protocol ng media security (When I woke up this morning, I read a message on my phone about the death of another mediaman in Albay. This saddens me. This is the reason why it is very important that we should know the protocols on media security)," he said.
"Apparently, hindi alam ng victim ang protocols natin (the victim did not know our protocols)," he added.
The PTFoMS, he said, has been going around the country to hold media security seminars to discuss not only the role of police and legal experts in protecting and handling cases of media practitioners, but on how to professionalize the ranks of the media.
The task force has already conducted seminar-trainings in Central Luzon, Calabarzon and the National Capital Region.
Stakeholders from the Ilocos, Cagayan Valley and Cordillera regions joined last week’s event.
The PTFoMS was formed through Administrative Order 1 issued by President Rodrigo Duterte in October 2016. -- PNA


Bontoc ups drive vs illegal gambling even in wakes

\BONTOC, Mountain Province –Officials in this capital town rallied for the support of newly-elected barangay officials in the fight against illegal gambling in his capital town.
Senior Insp. Faith Ayan Igualdo, acting tow police chief brought issue of illegal gambling during wakes or funerals during the recent municipal peace and order council meeting here at Barangay Gonogon.
While it has been a Filipino tradition to play card or dice games during wakes, Igualdo said it is still illegal.
Under Presidential Decree 1602 issued by then President Ferdinand Marcos in July 1978, it is illegal for any person take part in any illegal or unauthorized activities or games.
These include  cockfighting, jueteng, jai alai or horse racing to include bookie operations and game fixing, numbers, bingo and other forms of lotteries;cara y cruz, pompiang and the like;7-11 and any game using dice;black jack, lucky nine, poker and its derivatives, monte, baccarat, cuajao, pangguingue and other card games;paik que, high and low, mahjong, domino and other games using plastic tiles and the likes; slot machines, roulette, pinball and other mechanical contraptions and devices;dog racing, boat racing, car racing and other forms of races, basketball, boxing, volleyball, bowling, pingpong.
Banned are also  individual or team contests to include game fixing, point shaving and other machinations; and banking or percentage game, or any other game scheme, whether upon chance or skill, wherein wagers consisting of money, articles of value or representative of value are at stake or made.
With the presence of newly elected barangay officials, Igualdo asked  their support in the fight against illegal gambling saying they are the ones who see what is happening in their communities.
She added police hot lines were given to the barangay officials for them to report to police any illegal gambling operations.
Bontoc Mayor Franklin C. Odsey who chairs the MPOC supported the pronouncement of Igualdo saying outskirt barangays of Bontoc are not exempted in the campaign against illegal gambling to include gambling during wakes.
He acknowledged with limited number of local police, they cannot patrol the 16 barangays of Bontoc considering geographical locations.
With this situation, he said barangay officials were elected by the people to be the partners of the government in the implementation of programs and laws.
Thus, they should serve as the eyes and ears of the police in their respective barangays by stopping illegal gambling activities even during wakes.
Odsey said illegal gambling in the municipality continuous to decline with intense campaign and operations being conducted by police with the cooperation of the community.

Stude drags, rapes student in Apayao

LUNA, Apayao— A 16-year-old Grade 11 student here was allegedly raped by another student at the latter’s house last week.   
The victim’s mother complained to police identifying the suspect as Mark Joseph Orbosis Santos, 19, single, Grade 10 student and resident here of Sta. Lina.
Investigation disclosed that prior to the incident, Santos sent a text message to the victim using a cell phone number telling her to unblock his saved number.
The suspect called the victim and threatened her that if she will not go to the house of the suspect he will show her nude pictures to her mother prompting the victim to proceed to the house of the suspect.
Accordingly, when the victim was at the house, she was forcibly brought by the suspect to his room where the latter showed his pictures holding an alleged sachet of shabu and pornographic pictures.
Santos then forcibly removed the clothes of the victim, but the latter despite her protests.
The suspect forcibly grabbed and pulled the victim’s hair causing her to lose her balance making her lie on the floor. The victim told Santos, “Ipulong ka ken mommy (I will report what you did to my mother),” but the suspect retorted, “Ania ipangpangas mo ti mommy mo nga kagawad (You want to show your mother is somebody?)”
The suspect went on top of the victim, pulled her legs apart and tried to insert his penis into her vagina but the victim resisted.
Santos pulled the victim’s hair, grasped her hands, and reportedly raped her. After which, the victim immediately wore her clothes and ran out from the house of the suspect towards the street.
 The victim was able to call her friend Jowie Du through cellular phone to quote “Umay nak kitan tan a rape nak (Come see me because I was raped).”
The suspect followed the victim on the street and saw her calling someone. The suspect got and turned off the cell phone and pulled the victim back to the house and raped her again.
After Ramos allegedly satisfied his lust, the victim left the suspect and called her friend Du. 
The suspect was arrested by responding personnel of Luna police.


3 students stab hack each other in Paracelis

PARACELIS, Mountain Province – A heated argument among students here at a videoke bat at Poblacion led to a bloody stabbing and hacking incident which left three seriously injured on Monday around 6 p.m. 
A police report said the incident happened at Junction, Dagawe,  wherein the victims were identified as Devon Bunong Danggalan, 18, Grade 10 student and Clever Cailin Nafortek, 19, ALS student, while the suspect was identified as Garry Bayadang Madarang, 15, Grade 9 student.
Investigation disclosed all had a heated argument but were pacified by their companions.
Madarang left Danggalan and Nafortek at the bar and went to Junction. Minutes later, the two Danggalan and Nafortek followed Madarang. Nafortek hit him on his face prompting Madarang to to stab Nafortek in his right chest and right arm.
Danggalan went near the suspect and tried to hit him but he was stabbed by Madarang in his back and left arm. Danggalan ran to unknown direction and returned with a bolo and hacked Madarang on his buttocks and chest. All were rushed by a concerned citizen to Paracelis District Hospital but Nafortek and Danggalan were referred to Southern Isabela General Hospital in Santiago City due to severe injuries. Madarang was still confined at PDH a press time.


Anda town gov’t employee shot dead by unknown man

ANDA, Pangasinan -- A local government employee here was shot dead by unidentified armed man at Barangay Poblacion.
Hector Castillo , 51, years old, married, Anda LGU employee and a resident of Barangay Poblacion was on his way home 7:15 on July 21 on board his motorcycle where upon reaching his house, unidentified man fired a Cal. 45 pistol.
The victim sustained four gunshot wounds on his body and was brought to Bolinao Community Hospital, Sampaloc, Bolinao, Pangasinan for medical treatment but was pronounced dead on arrival by his attending physician, Dr. Jasper Nadong.
Recovered from the crime scene were four pieces of cartridge cases of Cal. 45.

4 Manila tourists nabbed in Bontoc over large MJ haul

BONTOC, Mountain Province -- Joint operatives of the Philippine Drug Enforcement Agency and police have arrested four young professionals in an operation here Monday afternoon.
Arrested were Edward Francis Chan Cea, 26, freelance graphic artist, of Sta. Rosa, Laguna; Jericho Perez, 22, entrepreneur, of Bagong Silang, Caloocan City; Christine Rodriguez de Guzman, 29, call center agent, a resident of Calamba, Laguna; and Carla Amor Sarmiento Ong, 30, former HR officer in a hospital in Calamba, Laguna, a resident of San Pedro, Laguna.
Confiscated from the group were 24 bricks of dried marijuana leaves and four tubular form dried marijuana leaves having a total weight of 26 kilos.
The illegal hemp, worth P850,000 allegedly came from Buscalan, Tinglayan, Kalinga, for transport and sale by the group to drug users in the lowlands.
The four were arrested during an anti-illegal drug operation at 3:30 in the afternoon by joint personnel of PDEA, CIDG Mt. Province, PIB and Bontoc police here at Cable Cafe, Poblacion on the information that suspects would transport illegal drugs.
 The inventory of the seized items was witnessed punong barangay Glenn Saavedra of Poblacion, media representative Ferdinand C. Castaňeda and Prosecutor Golda C. Bagawi.
Suspects and seized items were transported to the crime laboratory at Camp Bado Dangwa, La Trinidad, Benguet for examination.
They will be facing a case for violation of Republic Act Number 9165 or the Comprehensive Dangerous Drugs Act of 2002 will be filed before the proper authorities.
