Bridge to ease transport woes along Baay River in Abra towns

BANGUED, Abra -- The Department of  Public Works and Highways  is moving to address transport problem of   communities in towns across Baay River   following collapse of Baay Bridge  due to the typhoons that hit  the province last year.
Engineer Edwin Bringas, head of maintenance section of the DPWH– Abra Engineering District Office, said residents in upland municipalities will be relieved soon since bailey panels from Bataan will brought to Abra very soon for the construction of a bailey bridge to ease transport woes.
Bringas said the DPWH – regional and central offices already conducted inspection of the Baay Bridge in preparation for re-bidding of construction project since the first bidding was a failure.
The Baay Bridge is a component of the Abra-Cervantes National Road located in Brgy. Bio, Lagangilang. 
The said road is the major road network that services the municipalities of Bucay, Sallapadan, Bucloc, Daguioman, and Tubo and up to the municipalities of Quirino and Cervantes in Ilocos Sur as well as to the Mountain Province.
Rep. Joseph Sto. Niño Bernos   said he directed the DPWH to hasten bidding and construction of the Baay Bridge to facilitate the smooth flow of transportation along the Abra-Cervantes Road.  -- PIA-Abra



More vehicles stoned along Ilocos highways

CAMP QUIRNO, Ilocos Sur -- The stoning of vehicles along highways has become more rampant in this province despite police efforts to thwart the practice.
Four more passenger buses were stoned recently even as police patrols were increased along national roads.
Senior Supt. Jovencio Badua, Ilocos Sur police director, said he has directed all police chiefs in the province “to enhance police presence particularly at night time and conduct patrols along the national highways.”
Badua also directed his men to check beer joints and bars where suspected throwers converge before they go on a stoning spree.
“We had already identified two suspects in Sta. Maria town and filed cases against them,” he said.
He also instructed the police chiefs to utilize barangay police action teams to meet  bar owners to help stop the stonings.
“We have already provided leaflets to bus operators and drivers containing hot line numbers to enable them to get police assistance in case of emergency,” he said.
Four more Partas buses were stoned, damaging their windshields and injuring passengers.
In Narvacan town alone, police noted three stoning incidents in just one day, and one in Barangay Napo, Magsingal.
In Santiago town, an Isuzu GIGA Wing Van truck was also stoned by two unidentified men at Barangay Caburao, near the Banayoyo junction. 
The truck’s windshield was cracked.

The two unidentified suspects fled south direction after the incident.

Youngest dialysis patient shows ‘life is beautiful’

BAGUIO CITY -- Journalists joined patients, nurses, doctors and other well-wishers in greeting Marie Joy Ligudon last Tuesday, a day after the girl turned 13 and submitted herself for her thrice-a-week hemodialysis due to kidney failure at the Baguio General Hospital and Medical Center.
Two cakes were delivered, the symbolic candles of one she blew while she was attached to the dialysis machine.
Her act brightened up the mood in the 20-capacity dialysis center where patients of all ages are into their twice- or thrice-a-week blood-cleansing sessions  of four hours each which they would have to undergo for life.
The message of it all was scribbled on the icing of one cake: “Life is beautiful.”
As the youngest among the steadily increasing number of patients undergoing dialysis, Marie Joy personifies that message.
Her endurance to pain during the regular insertion of dialysis needles into her veins three times a week has endeared her to the staff and to the other patients, many of whom are now in their senior years.
“We are experiencing a steady rise in the number of patients and while this is alarming, it would be doubly sad if we have another child like Marie Joy coming in for the life-time procedure,” nurse Carmen Bumatnong said.
  “Children should be out there enjoying life, not being chained to life-time treatment,” television journalist Dhobie de Guzman of ABS-CBN said when his crew accompanied restaurateur Roland Chong of Luisa’s Café and journalists Lyn Ramo, Malou Guieb and this writer to Marie Joy’s bedside.
The other cake was provided by barangay kagawad Bernard Torcedo of Hillside, Baguio City who is also undergoing dialysis at the center.
For Gina Epe, the kid’s adoptive mother, the birthday marked her tenth year caring for the kid, fourth of five children of a couple from Aguinaldo, Ifugao who could not, on their own, shoulder her life-time dialysis treatment.
Epe, a native of Kabayan, Benguet met the kid in 2003, when Marie Joy was confined by the BGHMC for urinary tract infection.
Epe and her own twin daughters – Jordynne and Lordynne – were visiting a relative who was also hospitalized when they overheard the kid’s father, Johnson, admitting to a nurse he was not able to buy his kid’s prescribed medicines as he had no cash.
The twins asked cash from their mother and bought the kid’s medicines. When Marie Joy was about to be released from confinement, her father asked if she could be under the care of Gina, given his family’s inability to sustain the prohibitive cost of now and then bringing her to Baguio for her regular check-ups.
“We took in the child, a decision the whole family wanted, especially my twins who developed an attachment that bloomed when they were delivering meals for two months to the kid in confinement,” Epe recalled.
She did not say what softened her up but Epe recalled that when her twin girls were born, her husband, a teacher in Kabayan, had a hard time looking for other lactating mothers to help her nourish her babies.
“There was a woman from Ifugao who then had just also delivered her child and she offered to help breast-feed my twins,” she recalled.
When news of the adopted daughter’s story came out, among the first to respond was former world karate champion Julian Chees who is now based in Germany as head of the Shoshin Karate Associaiton affiliated with the Japan Karate Association.
Chees, a native of Maligcong, Bontoc, Mt. Province sent P16,452.25 that covered more than half the kid’s hospital bills incurred during several confinements last year.
“Right now, we are appealing for blood donations as the kid needs transfusions, and those who can donate may just submit themselves to the extraction room of the BGH and indicate it’s for Marie Joy,” she said.
She explained that blood donations of any type will replace bags her kid used during transfusions.

Historical, cultural events to mark Fil-Am friendship day

BAGUIO CITY – A two-part program will mark the city’s celebration of the 71st Fil-Am Friendship Day on July 4.
The first part will be the simultaneous wreath-laying rites at the various memorial sites for Americans who were instrumental in the founding and development of the city at 8:30 a.m. 
Visit to Maj. Lyman W. Kennon Bust along Kennon Road will be conducted by the Army Retirees Association of Cordillera Administrative Region, the Veterans Federation of the Philippines and the United States Army Forces in the Philippines Northern Luzon.
Rites will also be done at Arch. Daniel H. Burnham Bust at Rose Garden with city social welfare and development office and Office for Senior Citizens Affairs, the Baguio Elderly Assembly, National Correspondents Club of Baguio and the Boy Scouts of the Philippines.
Activities include those at site of the First Philippine Commission at Gov. Pack Road by the Veterans of Foreign War, Fleet Reserve Association and the Girl Scouts of the Philippines.
At 9 a.m., the participants will converge at Justice George A. Malcolm Square for the program proper with Mayor Mauricio Domogan delivering a special message.
The program will open with the singing of the Lupang Hinirang, the Star Spangled Banner and the Baguio Hymn by the Baguio City High School band and choir.
Councilor Elmer Datuin will welcome the guests while city administrator Carlos Canilao and Philippine Veterans Affairs Office head Cherrylyn Sabling will acknowledge the participants.
The BCHS Special Program in the Arts dance troupe will provide the entertainment. 
At 9:30 a.m., the celebration will continue at the Baguio Convention Center with the cultural offering dubbed “Kultura O-Rama” featuring activities in honor of the Fil-Am community members, war veterans and the senior citizens.
The program will open with the march of the Lakan and Lakambini of Fil-Am 2017 to the accompaniment of the BCHS band.
City social welfare and development officer Betty Fangasan will open the program and will welcome the participants.
A highlight will be the presentation and coronation of the Lakan and Lakambini couple, an American and his Filipina wife who according to former councilor Narciso Padilla of the Baguio Elderly Assembly and the NCCB were chosen to highlight the enduring Fil-Am partnership and the historical fact that Baguio was a city developed by the Americans.
The coronation of Ginang Lakambini will be presided by Mrs. Rebecca Domogan, Mrs. Soledad Go and Councilor Lilia Farinas, chair of the city council committee on social services, women and urban poor Ginoong Lakan will be awarded by Social Security System Northern Luzon acting assistant president Ceasar Saludo and the officers of the BEA.
A “harana” honoring the royal court will follow featuring folk dances and presentations by the Pines City national High School, the Blessed Association of Retired Persons Foundation (BARPF), the Federation of Baguio Senior Citizen Associations (FBASECA) and the Philippine Government Retired Employees Association (PGREA).  

Parlor games and a raffle will cap the activities coordinated by the OCSWADO under Fangasan, and the BEA with the BARPF, FBASECA, PGREA and the Veterans Federation of the Philippines.

Baguio has 875% less dengue cases

BAGUIO CITY -– The Baguio City Health Services Office reported huge decrease of  dengue cases here from January to June of 2017.
 Dr. Rowena Galpo, Baguio City Health Services Office chief, said their office recorded 64 cases of dengue from different barangays or villages during the period. This is an 875.34-percent decrease compared to the 703 cases on record for the same period last year.
 Galpo attributed the huge decrease to the participation and involvement of the different sectors of the community, including the city government.

She said awareness of the community on the prevention of dengue contributed much, aside from the continuing program being undertaken by health officials to inform the public about the diseases and how to prevent it. -- PNA

P92-M road being built at Poro Point

 SAN FERNANDO CITY, La Union — A new road to is now being constructed inside the Poro Point Freeport Zone here, to facilitate the growing number of locators and economic activity in the area.
Speaking at last week’s groundbreaking ceremony, Poro Point Management Corporation (PPMC) Chairman Sherwin Rigor said the new P92-million road project adheres to international standards to address the economic tourism needs of the Freeport Zone.
“This project is composed of two parallel three-lane road divided with another single lane in the middle, additional bike lane each in right and left and a walkway with a total width of 24 meters wide. The road is 1.4 kilometers long that stretch towards the baywalk (near the San Fernando bay),” said Rigor.
PPMC, a subsidiary of BCDA, will monitor the construction to ensure that the plans and specifications of the project will be done properly.
Meanwhile, PMPC President Felix Racadio said there are already some investors who sent letters of intention to put up businesses at the Freeport Zone but they are still in the process of negotiations. – Erwin Beleo

                                   

Built-in power houses required in establishments

BAGUIO CITY – All establishments here are now required to have built-in power houses to secure their electrical transformers within their premises instead of attaching them to electric posts.
This is by virtue of Ordinance No. 54 series of 2017 recently approved on final reading by the city council.
Authored by Councilors Benny Bomogao, Faustino Olowan and Michael Lawana, the measure aims to eliminate the dangers posed to the public by these transformers attached to posts especially during typhoons and calamities. 
They noted that the newly approved Environment Code of the City of Baguio mandates new buildings to have a space for public utility facilities like electrical transformers.
`As decreed, all existing sole-use power transformers attached to electrical posts along roads and alleys will be relocated to the premises of their users.
The ordinance mandates the Benguet Electric Cooperative Inc. to refrain from providing power service to those that will not comply with the requirement and the City Buildings and Architecture Office (CBAO) to ensure that all establishments will have a secured facility for its power transformer and that the facility will be incorporated in the building and electrical plans as a requirement in the issuance of building permit. 
The Bureau of Fire Protection (BFP) will also not issue a clearance to non-compliant establishments.  
The measure gives all establishments one year from the effectivity of this ordinance to relocate their power transformers.  
The CBAO will issue notices every quarter for compliance to covered establishments and electric distribution company.  After the deadline, BENECO will immediately cut off electric service to non-compliant establishments upon 60 days’ notice.    
Violators will be fined P5,000 and will face non-renewal or revocation of their business permits and closure of their establishments. -- Aileen P. Refuerzo

Council to LGUs: Give funds for PNP programs

BONTOC, Mountain Province --  A police advisory council  here urged local government units to allot funds for use of the Mt. Province Provincial Public Safety Company of the Philippine National Police in its peace and order programs.
In its regular council meeting, the MPPSC advisory council chaired by retired Philippine Army Col. Paulo Pagteilan came up with a resolution asking local government units to augment the ISO fund the MPPSC is receiving from its mother organization, the PNP.
MPPSC officials told members of the PAC that their operational budget is not enough considering   the many added peace and order programs their company is undertaking.
PO2 Martina Tumapang said aside from their primary ISO functions which are going after the insurgents and their illegal activities and serving of warrant of arrest to high value targets, the Company also supports other law enforcement operations such as the conduct of preventive patrols on vital installations, provide security to VIPs visiting the province, search and rescue operations, anti-illegal drug campaign, among other inherent police functions. -- PIA Mountain Province

Tarlac police second best in Central Luzon

TARLAC CITY -- The Tarlac police provincial office is now second best in Central Luzon.
Tarlac Senior Supt Ritchie Medardo Posadas bared this result of the latest performance evaluation of the 9-unit police commands in Central Luzon.
The Philippine National Police Regional Office 3 is composed of the provinces of Bulacan, Pampanga, Nueva Ecija, Bataan, Aurora, Zambales and Tarlac and police commands of Angeles City and Olongapo City.
“When I assumed office (Tarlac police provincial director) last February, TPPO was No. 8. Our determined efforts to improve our performance and our services to the people paid-off. We are now second best,” said Posadas.
Posadas replaced former provincial director Senior Supt. Wegrimundo Obinque last February who was sacked by PRO3 police director Chief Supt Aaron Aquino for “under performance”.
Tarlac police recently hugged the national news over the series of “commendable accomplishments” including the separate entrapment operation against two barangay kagawads in Concepcion who were both arrested selling shabu and the killing in a “bungled buy bust” of a Manila-based supplier of illegal drugs also in the town of Concepcion.
Concepcion Police is headed by Supt. Luis Ventura Jr.
Also the arrest recently of the so-called “Shabu Queen” in Moncada town under Chief Insp Palmyra Guardaya made  national newspapers and “trended” in online news.
The evaluation performance rating was Bataan – 52.48 points, Tarlac – 51.69, Zambales -50.92, Nueva Ecija - 37.59, Bulacan – 30.81, Angeles City - 28.29, Olongapo City - 26.22, Pampanga - 26.13 and Aurora - 25.27. -- Nelson Bolos

School teachers, staff required to undergo disaster trainings

BAGUIO CITY - All teaching and non-teaching personnel of private and public schools in the city will now be required to undergo disaster risk reduction trainings to empower them to handle and respond to emergency situations especially since they are catering to students. 
The city council approved Ordinance No. 62 series of 2017 authored by Councilor Leandro Yangot Jr. for this purpose.
 “Parents will feel a lot safer knowing that when it comes to emergency situations, the faculty members are properly trained to provide immediate patient care.  Alongside the Barangay Emergency Response Team, the City Government can now count on the school faculty members to support the City Disaster Risk Reduction and Management Council, making it more efficient and responsive to the needs that may arise.”
As decreed, the city will give all schools six months to comply with the ordinance.
The CDRRMC is tasked to conduct trainings and seminars and monitor the implementation of the ordinance.  – Aileen P. Refuerzo

 Baguio City allots 350 slots for SPES

BAGUIO CITY -- The city government has allotted 350 slots for the Special Program for the Employment of Students (SPES) program in two batches to accommodate all the students from schools with the regular calendar and those who started their summer break.
 Janna Vivien Elitan, Labor and Employment Assistant at the Public Employment Services Office (PESO) of the city government who is in-charge of the SPES program, on Monday said they divided the slot to two batches to accommodate the applicants whose summer vacation starts in April and those whose summer vacation starts in June.
              She said this year’s 350 slots increased by 50 after the PESO office recorded the big number of students applying under the program.
Out of the more than 700 applicants, there were over 500 new comers, the others belonging to what they call “SPES babies”, or who have been with the program more than once.
Each student qualifier works for a total of 30 working days. The first batch for this year completed the program from April 24 to June 5 and the second batch will start on June 13 and complete it by July 25. -- Liza T. Agoot/PNA

Ifugao communication network officers named

LAGAWE, Ifugao -- With President Rodrigo Duterte’s focus on information  and communication as imperative for good governance, the Philippine Information Agency recently   organized the Ifugao Communication Network (iComNet).
PIA Cordillera regional director Helen Tibaldo said the Development Communication Network (DevComNet), an initiative of the Presidential Communications Operations Office, is aimed at having a strong and powerful government information system that will bring down the programs of the national government which will also bring accomplishments of the agencies to the grassroots level.
‘We want to connect the agencies and help each other in coming up with timely, accurate and relevant information. This also includes the use of government media platforms as medium in informing the public about programs and accomplishments,” she added.
More than 50 information and designated IOs   from the municipal and provincial local government units and national line including the uniformed personnel elected their officers to lead them and represent the organization in official undertakings.
The  iComNet’s officers are  as follows: president - Rosemarie Lindawan of the provincial government; vice president for national government agencies – Donald Jay Bulahao of  DSWD-SWAD; vice president for PLGU – Miriam Baguidudol; VP for LGUs – Gabriel Buyawe, LGU-Lagawe, treasurer – Peter Buhong, Jr., BIR-Ifugao and P.R.O – Kathlyn Abluyen, Provincial Tourism Office with PIA – Ifugao as secretariat.
The iComNet plans to craft its constitution and by laws before requesting for an executive order from the governor to strengthen functions of the organization that will help disseminate programs services of the government in the community. -- PIA Ifugao  


TESDA opens farm schools in Benguet

LA TRINIDAD Benguet -- The Technical Education and Skills Development Authority opened its scholarship program to farming communities with the Organic Farming NC II now being offered at three Department of Agriculture- accredited farms in the province.
TESDA Cordillera regional director Francisco Jucar Jr. and Baguio – Benguet provincial director Angela Gabriel led launching of the farm school at the Lily of the Valley Farm in Sitio Ampasit, Brangay Puguis here June 15.
Aside from Lily of the Valley Farm owned by Jefferson Laruan, the Cosmic Farm of Rogel Marsan in Beckel, La Trinidad and the Master’s Garden in Longlong, La Trinidad  under Ambrosio Acosta, all known organic farming experts, will host the first batch of 50  scholars who will  train for  29 days.
Gabriel disclosed that under the farm school program, TESDA aims to help ensure that there will be young blood that will continue to push for the country’s farming industry by providing access to technical – vocation education and skills training.
The farm school is TESDA’s response to President Rodrigo Duterte’s policy of rural development and ensuring food security, she added.
Gabriel also disclosed that TESDA’s initial allotment for the FSP was P7 million  with P2 million allotted for Benguet.
The scholarship covers P10,000 training cost, P800 entrepreneurship fee and P500 for the NCII assessment fee.-- PIA CAR

DepEd Benguet trains grade 6 teachers on K-12

BAGUIO CITY – The Dept. of Education’s K to 12 education program for grade six is now being fully implemented this School Year 2017-2018.
In line with this, the DepEd  Benguet Division conducted training on K to 12 Enhanced Basic Education Curriculum here at Brentwood Apartelle recently for teachers teaching grade six on K to 12 curriculum and teaching guides.
The seminar aimed to aid teachers to appreciate the K to 12 coded curricula and use curriculum and teaching guides including learning materials correctly and efficiently and to demonstrate understanding of issues and concerns relative to content on different instruction.
The 554 teacher-participants were also trained to identify appropriate pedagogies and to cite concrete measures or interventions to assist all types of students.

Regulation on road use by driving schools pushed

BAGUIO CITY – The local legislature passed on first reading a proposed ordinance regulating the use of major streets in the Summer Capital by driving schools in giving lessons and by student drivers in practical driving instructions and lessons including providing penalties thereof.
Authored by councilor Michael Lawana, the measure states that all applications to operate a driving school must comply with the rules, regulations, procedures and standards for the accreditation requirements of the Land Transportation Office.
The proposed ordinance prohibits driving schools providing lessons and instructions and student drivers with student driver’s permit and taking driving lessons and instructions to pass through and use the city’s major streets for purposes of practical driving lessons and instructions from 6 a.m. to 8 p.m. Monday to Sunday.
It states that driving school cars shall be painted on both sides with the name of the driving school, its address and telephone numbers in addition to a caution sign of the danger of a student driver on the front hood and back compartment cover of the vehicles.  The sign and caution shall not be removable.
“Practical driving lessons and practices must be conducted in a privately owned race circuit or test track of the driving school during the prohibited time.  Driving schools and student drivers are prohibited to pass from 6 am to 8 pm in all major streets or thoroughfares in the city of Baguio,” the measure said.
A fine of P300 will be imposed for the first offense; P500 for the second offense; and P1,500 for the third offense and the revocation of business permit for the driving school.  The student driver’s license of the student driver shall also be confiscated immediately upon violation.- Gaby Keith

Natonin  SB renames community hospital 

NATONIN, Mountain Province –The Natonin Community Hospital (NCH) was renamed Anastacia Rafael-Sagel Memorial Hospital in honor of its   former mayor who was instrumental in establishment of the facility.
In Municipal Ordinance No. 57, S. 2017, members of the Sangguniang Bayan here said they were unanimous in rendering the late Anastacia Rafael-Sagel, fondly called Mayor Tasing, a commemorative entity to publicly honor, recognize and deeply appreciate her instrumentality in the establishment of the NCH 1994 which has been playing vital role in the lives of every resident of the municipality.
They also acknowledged that during her term, she became the catalyst for establishment of facilities in the delivery of services to the people of this municipality up to present.
The late Sagel served for two consecutive terms as a municipal mayor of this municipality from 1992 – 1998.
The municipal ordinance was further approved by the Sangguniang Panlalawigan through Resolution No. 2017 – 149.   -- PIA Mt. Province

BAGUIIO CITY --- The Bureau of Fire Protection Cordillera  under regional director  Maria Sofia B Mendoza expressed   gratitude to Armed Forces of the Philippines Mutual and Benefits Association, Inc. (AFPMBAI) for medical equipment and emergency service vehicle  it donated to the office.
The donation  included  one unit of ambulance vehicle with complete accessories such as Automated External Defibrillator, extrication device, trauma bag, trauma kit, spine board and one unit of dental chair with complete accessories .
The  AFPMBAI  represented by Brig. Gen Rolando M Aquino (Ret.),   head of  Area Branch Operations Division together with  the Chief, BFP Director Bobby V Baruelo   formally signed the deed of donations and led the blessing of the new equipment at BFP National Headquarters last May 15. 

PNP to DepEd, PTA: Provide security, CCTVs in schools

LA TRINIDAD, Benguet -- The Police Regional Office urged the Dept. of Education to provide security guards in schools to ensure safety of students and its facilities.
“Bad elements today do not choose what to rob so there is a need for schools to beef up their security not only to protect the teachers and students during school days but also to protect the school properties and facilities   with most schools already equipped with high tech equipment and gadgets,” said PRO-Cor regional operations division deputy chief Supt. Davy Limmong said.
 Limmong said PRO-Cor recorded  last year  at nine robbery incidents in Benguet and one in Apayao   where perpetrators took several computer units and other gadgets being used by teachers and students.
School officials and the Parents-Teachers Association officers were also encouraged to coordinate with police officers or station commanders in charge of their schools regarding security plans and other measures to protect the students, teachers and the schools.
Limmong suggested installation of    closed circuit television (CCTV) cameras in school as additional safety mechanism.
Meanwhile, Limmong assured police presence and visibility in schools and areas of convergence as classes opened June 5 to ensure safety and security of students and teachers.
At least 3,000 police officers regionwide with the augmentation of other force multipliers including barangay peacekeeping teams and tanods were mobilized during the school opening in the Cordillera.
For safety tips, Limmong said students should be always careful and to safe keep their money, gadgets and other valuables. He also urged parents and teachers to discourage students from brining their prized possessions including their gadgets and other valuables to school for them not to be victims of criminals. -- PIA CAR

 Entreps learn through DTI mentoring program 

BANGUED, Abra – Entrepreneurs here are leaning how to become successful with interaction and learning with fellow business persons under the “Mentor Me” Program of the Department of Trade and Industry.
DTI regional director Myrna P. Pablo and mentors launched the program here at provincial capitol last May 5.
The program  is a long and tedious learning process where entrepreneurs share success stories and failures to small medium scale entrepreneurs (SMSEs) to inspire them to persevere in their own business.
This is an 11-module training program where SMSEs learn business operation and management.
Tina Arestina Morados, owner/manager of Pamora Farm Inc., from Brgy. Garreta, Pidigan, and one of the mentors, cited need for hardwork and sacrifice in learning the process of the program. Commitment to share the gains acquired was alsol cited so everyone in the SMSE group would also benefit.

Abra PAC reorganized    

BANGUED, Abra -- The Abra Provincial Police Office (APPO) recently reorganized its   Provincial Advisory Council to improve police services.
 Carmelita Bersalona, chair of the Abra Peace Conveners’ Group, was un-opposed during the election of the members of council.
The PAC is established for the purpose of providing support through technical/advisory assistance to the APPO especially in matters affecting peace and order program and the international police program dubbed as Patrol Plan 2030 that aims to improve police services.

Ifugao team for RH law

LAGAWE, Ifugao  - Gov. Pedro Mayam-o recently issued an executive order creating the Provincial Implementation Team to locally implement Republic Act 10354 or the Responsible Parenthood and Reproductive Health Act.
The PIT will be a sub-committee of Ifugao Responsible Parenthood and Reproductive Health Council that will focus on proper implementation of RA 10354 pursuant to President Duterte’ order on attaining and sustaining zero unmet need for modern family planning that requires a collective action from all sectors especially the local government units.
It will be composed of the Provincial Health Officer as the chairperson with the Sangguniang Panlalawigan Chairman of the Committee on Health as the vice chairperson with members from the different national agencies operating in the province and the offices of the provincial government.
The PIT will manage dissemination and implementation of all issuances pursuant to the RH Law at the provincial and municipal levels, coordinate all actions of the provincial line agencies and provincial government departments who are implementing the law in the areas of policy development, capacity building, advocacy, education, information, health services delivery, field operations and monitoring and evaluation.
President Rodrigo Duterte earlier Executive Order No. 12 for the strict implementation of the RH law.  It provides for the organization of structures at the local level for the enforcement of the law that recognize the right of Filipinos to decide freely and responsibly on their desired number and spacing of their children within the context of responsible parenthood and informed choice including the access of the needed reproductive health care information and services.

DSWD releases P18M pension in Kalinga

TABUK CITY, Kalinga – The Dept. of Social Welfare and Development recently  released more than P18 million in socialized pension to some 12,591 elderly in the province.
Lorna Lumiwan of DSWD-Kalinga reported the assistance covered the first quarter of the year with P1,500 per pensioner.
Based on DSWD-Kalinga distribution report, the top recipients are Tabuk City with P5 million,  Pinukpuk  with  P3.5M and Balbalan  with P2M.
DSWD-Kalinga closely coordinates with the Provincial Federation of Senior Citizens for the updated master list of members. The sector is included in the priority targets of the office. 
Under Republic Act  994, the government through DSWD extends monthly socialized pension of P500 to senior citizens, who have no other financial support. It is released per quarter.
In related report, some municipalities in the province extend additional benefits to the sector that include livelihood assistance and mortuary cash aid.
In Tabuk City, the city government provides mortuary benefits of P5,000 to qualified members of the City Senior Citizen Federation and P2,000 to non-federation members.  -- PIA Kalinga

Kalinga 4Ps get rice aid

TABUK CITY, Kalinga – More than11, 000 Pantawid Pamilya program beneficiaries in the province started receiving  rice subsidy from the program.
Under the Duterte Administration, Pantawid beneficiaries are extended additional P600 monthly rice aid.
Lorna Lumiwan, 4Ps Provincial Link, disclosed the Dept. of Social Welfare and Development released the rice assistance for January because the period was covered under the “suspension of evaluation on compliance” due to super typhoon ‘Lawin’.       
But starting February until end of the year, release of rice aid will be back as compliance-based, Lumiwan said.
Under the 4Ps program, indigent beneficiaries receive monthly cash benefits provided they comply with conditions set on health, education and attendance to family development sessions.
Pantawid families are required to have regular health monitoring at rural health units, qualified children should be in school and undergo regular family development sessions.  -- PIA Kalinga

 Kalinga farmers learn ratooning technology

CITY OF TABUK, Kalinga --  The Provincial Agriculturist Office educates farmers on the ratooning technology to increase rice production.
Joe Casibang, Kalinga rice program coordinator, said ratooning could add at least 40 percent of the average yield per hectare to farmers.
Under the technology, farmers are taught to apply some interventions to palay plants left out during harvest and could still get additional yield. Farmers just apply additional two bags of urea per hectare compared to the usual 8-10 bags of fertilizer per hectare in the regular cropping.
Casibang said the ratooning period runs for about 60 days, which is actually the regular cropping interval, before the ratooned palay is ready for harvest.
­­The technology is applicable to both hybrid and inbred rice. Rice farmers get an average of 120 bags of palay per hectare.
A 50-hectare demo-farm is being used for the technology in this City, the province's major rice producing area.  -- PIA Kalinga 

DSWD sets 30,000 family food packs for rainy months

BAGUIO CITY – Dept. of Social Welfare and Development in the Cordillera Administrative Region has set family food packs for disaster augmentation this rainy season particularly for  landslide-prone areas in the region.
 DSWD-CAR regional director Janet Armas said 30,000 food packs have already been brought to provinces for distribution in case of disasters.
She said 6,200 food packs are in Mountain Province; 5,000 in Ifugao; 2,642 in Abra; 1,500 in Apayao; and 15,601 at their warehouse in Puguis, La Trinidad town in Benguet.
A food pack contains 6 kilograms of rice, half dozen 3-in-1 instant coffee, 8 canned goods, brown rice bar (energy bar) and infant dry-cereals.
Armas said the goods will augment food supplies in cases of disasters in Cordillera as landslides frequently occur due to the terrain.
DSWD-CAR, she said, spent about P13 million for the family packs. About P21 million was also spent for non-food items like blankets and tents.
Cordillera the past days has been experiencing strong rains and thunderstorms brought by the southwest monsoon. A number of roads were closed to vehicular traffic due to landslides. -- PNA

 PVET teaches farmers organic feed formulation

HUNGDUAN, Ifugao --The Provincial Veterinary Office (PVET) here recently conducted skills training on organic swine and poultry raising and feed formulation to 83 farmer- recipients of native pig raising project of the provincial government.
The training was to enable pig raisers gain more profit in their backyard livestock endeavor by formulating their own organic feeds using ingredients and materials that are abundant and indigenous in their places rather than relying on commercial feeds which are very expensive, said PVET training coordinator Ferdinand Dunuan.
By adopting organic farming  that  includes feed formulation to reduce feed cost,  they can produce not only animal meat products which are safe and fit for human consumption but also earn more profit because organically produced farm products nowadays are in great demand.
Dunuan   lectured to participants on animal husbandry, issues on bio-organic inputs and good agricultural practices.
Gilbert Caclini, also of PVET, demonstrated the preparation of the feeds using the indigenous materials with the hands on participation of the farmers  so that they can learn and experience on the spot organic feed formulation.
The ingredients and materials used during the actual preparation of  50 kilograms (kgs) of organic feed include 20 kilos rice bran, 5 corn grits, 5 corn bran, 3 chopped banana stalk, 3 chopped camote trunk and leaves, 3 of ipil leaves, 10 ofazola, a kilo of brown sugar, another kilo of indigenous micro-organism (for fermentation) and two liters of rice wash.

 DOST upgrades baking skills of Ifugao small entrepreneurs

LAMUT, Ifugao -- The Department of Science and Technology trained 30 young and old small entrepreneurs of the province to upgrade their skills and knowledge in making bakery products.
The DOST tapped expert chefs and bakers from the ACHIEVERS Food and Bakery Ingredients Corporation based in Quezon City as resource persons. The company offers wide range of locally manufactured and selected imported quality food ingredients to produce a wide variety of breads, cakes, pastries, dimsum and other confectionaries and also supply bakery equipment and tools.
Provincial Science and Technology Director Genna Jallorina said that the training  under the Small Enterprise Technology Upgrading Project or SETUP  aims to enable the bakery operators in the province improve the quality and quantity of their bakery products by learning and using new and better ingredients, technology, equipment and facilities thereby making their business more profitable and  competitive.
Among the equipment introduced and demonstrated hands-on by the chefs and bakers from the ACHIEVERS Corporation to the trainees are the deck ovens, cake mixers, rack ovens, spiral mixers, chillers, proofers, dough machines, roasters, fondue machines, ice machines, bread slicer, bread racks and other machine products.
The participants learned proper processing and cooking of bakery foods like pastel rolls, pandesal with malunggay leaves, donut variety, hopia, chiffon cake and choco chiffon cake. -- PIA Ifugao



Fencing of Busol forest to continue amidst snags

BAGUIO CITY – Mayor Mauricio G. Domogan said government agencies, local government and private partners will still pursue fencing of the Baguio portion of the Busol watershed amidst several snags like land problems which could be resolved through relocation surveys and consultation with concerned parties.
Domogan commended the Baguio Regreening Movement, Baguio Water District and Dept. of Environment and Natural Resources for collaborating with the city government to complete fencing of a portion of the watershed with use of P18 million he requested from former Environment Secretary Ramon Paje several years ago.
“There were a number of structures affected by the fencing project but we will still pursue the fencing to protect the Busol from further encroachment that will greatly affect the condition of the major source of water for our constituents. We cannot compromise the city’s major watershed because residents will surely suffer from insufficient water supply in their places in the future once the watershed will be devastated,” Domogan said.
He added the P10 million counterpart of the local government for the Busol fencing project will still be subjected to public bidding while the concerned government agencies will be working out the appropriate solutions to the boundary dispute between the St. Joseph church in Pacdal and the DENR over some portions of the watershed.
In his letter to Mayor Domogan, Bishop Victor Bendico of the Diocese of Baguio claimed that the fence of the church did not encroach over portions of the watershed based on the technical description enshrined in the title of the property.
However, the DENR insists that the fence of the church encroached over portions of the watershed which is reportedly impeding the implementation of the fencing of the contested portions of the watershed.
Domogan said the controversy could only be resolved through the conduct of a joint relocation survey, thus, the local government will be communicating to the Bishop and the DENR to work out the conduct of the said survey to put an end to the issue.
Busol watershed has a total land area of 336 hectares with 224 hectares located within the jurisdiction of the capital town of La Trinidad and the remaining 112 hectares is located in the city. Busol watershed is providing approximately 40 percent of the water requirements of the people in the different barangays.

Aside from the funds shelled out by the DENR and the local government for the realization of the fencing project, the Fil-Am Golf Foundation provided P5 million from the proceeds of the previous stagings of the Fil-Am invitational golf tournament to be used for the project considering that one of its major advocacies is environmental preservation and protection while the BRM also shared a portion of the required funds to complete the P34 million funding requirement to complete the fencing of the 8-kilometer stretch of the watershed within the jurisdiction of the city.

Baguio building owners given deadline on contracts or vacate

BAGUIO CITY – The city government has given building owners in the public market and other city-owned properties in the central business district 90 days to sign renewal of their final 15-year contract for continuous operation of their businesses.
City Treasurer Alex Cabarrubias told the city council Mayor Mauricio G. Domogan gave final notice to concerned building owners that they have 90 days from May 28 to renew contracts for their leased premises for the final 15 years or else building owners must vacate premises and  remove their structures.
He said the decision of the local government to impose the deadline was an offshoot of findings of the Commission on Audit on alleged disadvantageous contracts entered into by the local government regarding the utilization of city-owned lands and that rentals being paid by building owners are way below prevailing rentals in similarly situated structures privately owned within the central business district area.
Of 127 building owners having lease contracts with the local government, Cabarrubias revealed 81 building owners decided to renew their contracts with the local government with the condition that after the lapse of the 15-year agreement, the buildings and all other improvements in the areas that they currently occupy will automatically become the properties of the city.
Some 46 building owners refused to renew their contracts since they want the assailed provision of the contract removed, particularly the one that provides that the city will own all the improvements after 15 years.
From the previous P0.75 per square meter per day rental of the occupied areas by the building owners, Cabarrubias claimed building owners and the city mayor agreed to increase the rentals to P6 per square meter per day for the final 15 years of the lease over their occupied parcels of the city-owned lands.
 The renewed contracts of the lessees of the city-owned properties are now pending confirmation before the local legislative body so that the final 15-year agreement will be in full force and effect.
 The city government invited building owners in the early 1970s to help develop the city-owned properties within the city public market to help spur economic growth and provide employment to residents.
Under the first contract, building owners were required to turn over to the city all improvements after the lapse of their contracts.
However, the 15-year timeframe of the contract was allegedly removed from the second and third renewal of the contract, thus, city officials were constrained to return the said provision after receiving the COA findings and recommendations.

Cabarrubias said after lapse of the 15-year period of the contract, the building owners shall have occupied the city-owned lands for at least 60 years that would mean that they were able to already recover their expenses in building their structures. -- Dexter A. See

Kalinga mom Cordi’s top 4Ps parent-leader

BAGUIO CITY -- Fifty-four-year-old barangay health worker Remedios Galingao of Pasil town in Kalinga emerged as the winner of this year’s search for the Most Outstanding Pantawid Pamilya Parent Leader award of the Department of Social Welfare and Development Cordillera.
The search, being held for the first time, aims to recognize outstanding Pantawid Pamilya Parent Leaders who volunteer and foster as models of excellence in their households, groups, and communities. They are co-beneficiaries of the government’s Pantawid Pamilyang Pilipino Program (4Ps).
 DSWD-CAR officer in charge Janet Armas said the parent leaders contribute to the success of the 4Ps program in the Cordillera.
 Prior to the regional search, the DSWD conducted provincial searches.
 Seven emerged as regional contenders that included Remedios Galingao who was later on declared as regional winner.
 Galingao, during the regional awarding said she was happy for winning the contest, adding she will continue to become a role model not only to her co-parent leaders but most specially to the beneficiaries of the 4Ps and to religiously follow and abide by the policy of the program.
 Galingao became a beneficiary of the government’s 4Ps in 2009 and since then she became an active member-beneficiary until she was chosen as the parent leader in 2014 in their barangay.
Galingao received a championship trophy, certificate and cash prize for emerging as the top winner. Next to Galingao was Shirley Hernia-Guab of Baguio City (1st runner up), Rodelia Mateo of Apayao (2nd runner up) and Juiliana Bambilla of Abra (3rd runner up). All three received a trophy and cash prize.
 The other nominees for the regional search were Esther Bantasan of Benguet, Betty Manzano of Ifugao, and Marina Pespes of Mountain Province.
 Bantasan, Manzano and Pespes received a certificate and P2,000 each as consolation prize for qualifying in the regional level. -- PNA

‘Ilocos 6’ to CA: Resolve habeas corpus plea

LAOAG CITY -- The Ilocos Norte Provincial Board or Sangguniang Panlalawigan Tuesday declared 1st District Rep. Rodolfo “Rudy” C. Fariñas “persona non grata” for instigating detention of six provincial officials by the House of Representatives over alleged misuse of tobacco excise funds.
This, as the six detained Ilocos Norte officials asked the Court of Appeals to resolve their habeas corpus petition and order their permanent release.
In a 18-page motion filed on June 23, the provincial officials urged the special fourth division of the appellate court to declare their continued detention as illegal and a form of torture.
Meanwhile, Resolution No. 2017-06081 declaring Farinas persona non grata was sponsored by SP member  Vicentito “Toto” M. Lazo, a lawyer and Vice Gov. Angelo Marcos Barba.
The legal term “persona non grata” means “unwelcome person,” implying that a person declared as such is not welcome in entering its jurisdiction after their ordinances and laws were violated by the individual.
But SP member Da Vinci M. Crisostomo, also a lawyer clarified the congressman is not prohibited from entering the province. He said the declaration was made to  “manifest or express our sentiments” and provincial constituents towards Fariñas.
Fariñas earlier initiated a congressional inquiry regarding Ilocos Norte alleged misuse of tobacco funds under Republic Act (RA) 7171, citing in contempt the six employees.
Dubbed  ‘Ilocos Six,’ the six employees are still detained at the House after the last hearing on May 29.
The “coercive interrogation” that the six in Congress and detention have been labeled as mental and psychological torture by their legal counsels.
The House committee on good government and public accountability sergeant-at-arms have defied the Court of Appeals order for the employees’ provisional release, with Speaker of the House Pantaleon Alvarez accusing three CA justices of “gross ignorance of the law.”
The Supreme Court has backed up CA, calling the House to reconsider the show cause order issued against the justices who issued the release order of the ‘Ilocos Six’.
The Integrated Bar of the Philippines also released a statement citing adherence to the “rule of law,” adding the CA has “authority to grant in habeas corpus proceedings unless detained person is under a charge for an offense punishable by death.”
In addition, the president of the IBP–Ilocos Norte Chapter said “if the writ of habeas corpus was already issued, then it should be immediately executory, even pending appeal or motion for reconsideration, owing to the fact that the life and liberty of the detained persons are at stake.” 
Former solicitor general Estelito Mendoza, lawyer of the Ilocos 6, in a motion,  told the CA: “The four weeks the petitioners spent in detention is time lost which petitioners could never recover. The honorable court, by exercising its power to issue the extraordinary writ of habeas corpus, may still relieve petitioners of the protracted and arbitrary deprivation of their liberty,” the motion filed by the lead counsel of the officials,
A writ of habeas corpus, which literally means to “produce the body,” is an order to deliver a detained person to a court.
The provincial officials said previous CA orders were futile because the House leadership ignored them.
 Chief Justice Ma. Lourdes Sereno, CA Presiding Justice Andres Reyes Jr. and the board of governors of the Integrated Bar of the Philippines earlier asked the House to recall its show cause order against the CA justices and just avail of remedies under the rules of court.

2-year-old stabbed by uncle confined

BAGUIO CITY – A 2-year-old male child cheated death after he was stabbed by his jobless uncle 11;45 a.m. at their residence here along Camia Street, Purok 7 Sunnyside Fairview. Police identified the suspect as Angelito Bagnas Esperanza, 22, tenant of the house.
Investigation disclosed that the suspect was searching for coffee inside their rented room when he suddenly grabbed a kitchen knife then stabbed the back of the victim who was standing at their door.
The victim was rushed by his father to Baguio General Hospital and Medical Center for treatment with concerned citizen where he was confined. 
Police arrested the suspect with the aid of concerned residents. Duty inquest prosecutor Christian Amistad ordered Esperanza incarcerated at the city jail.

 Truck falls down Kabayan cliff

KABAYAN, Benguet – A mixer truck fell down a 35-meter ravine here at Sitio Nabkasan, Barangay Ballay June 24 around 4 p.m. The truck with plate number ACN 5043, registered to Murami Subic Trading Corp, was driven by Nestor Hittan Jr., 32, of Ubao, Aguinaldo Ifugao. Its passenger was identified as Alipio Paterno, 26, of Ambiong, La Trinidad, Benguet.
Police investigation disclosed the truck landed on a garden. The driver and passenger were not injured. The cause of the accident is still under investigation.
Cops knew about the accident after the Kabayan municipal mayor sent a text message to town police station informing them about the accident.

 Iranian flees after hitting man, warden’s Fortuner

BAGUIO CITY – An Iranian/Australian national was arrested after fleeing a man he injured when he hit his motorcycle here around 9:20 p.m. on June 25 along Marcos Highway near Bengao junction. The foreigner was identified as Pedram Restami, 27, student, and resident of Xavier Hills, Gilmore, Quezon City. He was driving a Hyundai Accent sedan bearing license plate number AFB-646 which collided with a motorcycle driven by Rony Mendez Tacio Dulawan, 26, electrical engineer, Bengao resident.
Investigation disclosed that the motorcycle stopped to give way to a passing vehicle when Restami’ car coming from lowlands invaded the opposite lane and collided to the motorcycle. The impact made the motorcycle to be pushed forward making it hit a Toyota Fortuner wagon with license plate number AJA-1104 driven by Kenneth Agnawa Bid-ing, 40, jail warden, and resident here of Purok 8, Upper Pinget 
After the impact, Restami maneuvered and immediately fled towards the city proper. However, he was intercepted by personnel of Station 5 police. All involved vehicles incurred damages while Dulawan was brought to Baguio General Hospital and Medical Center for treatment.
 Responding traffic investigators confiscated license plates, licenses of drivers of involved vehicles and issued citation tickets. 

2 Tarlac town workers arrested for shabu

CONCEPTION, Tarlac -- Two municipal employees were arrested here Tuesday by the local police led by Supt Luis Ventura Jr.
In his report Tarlac police provincial director Senior Supt. Ritchie Posadas, Ventura identified the suspects nabbed in separate buy bust operations as Abel Datu, 50, of Barangay San Nicolas Poblacion, and Armando Pamintuan, 51, of Barangay Green Village who was entrapped along with his wife 40-year old Mary Ann Pamintuan in their barangay.
Datu is a street sweeper while Pamintuan works as utility personnel.
Last month, Ventura led his men in separately entrapping two  barangay kagawads who were Barangay Kagawad Daniel Quilala of Barangay Alfonso and Barangay Kagawad Noel Sanches of Barangay Sta. Rita.
Four sachets of shabu were confiscated from Datu, while Pamintuan yielded two sachets and Mary Ann had three plastic sachets.
Datu and the spouses Pamintuan all tested positive of methamphetamine hydrochloride.  – Nelson Bolos

 Man injured in Abra ambush

LAGAYAN, Abra – A passenger was injured when armed men fired at the truck he was riding in with three others including the driver. A police report said town councilor Noel Cortez called them saying a shooting incident transpired here at Sitio Kulibangbang, Poblacion around midday wherein victims were identified as Patrick D. Donato, driver of the dump truck sped their vehicle while the assailants fired multiple gunshots. As a result, Aquino was hit on his left thigh. Responding cops brought Aquino to Abra Provincial Hospital for treatment. 

 Gonzaga councilman shot dead in front of son

GONZAGA, Cagayan -- Authorities have yet to determine the motive for the killing of a village councilman here who was shot dead in front of his son in this town night of June 24.
Efren Sola, 43, and his son were watching television at their home in Barangay Caroan when the assailant barged in and shot him several times. He died while being taken to a hospital.
The assailant, who did not harm Sola’s son, escapep on a motorcycle driven by another man. 
The motorcycle reportedly figured in an accident in the nearby Sta. Teresita town.
The driver abandoned the assailant, who was arrested by pursuing police officers.

 Apayao laborer hangs self

PUDTOL, Apayao – A laborer was found dead hanging in an elementary school classroom here in Barangay Cacalaggan around 7 a.m. Monday. Police named the victim as Raffy Ranchez Bangalan, 35, of Bagu, Pamplona, Cagayan.
Investigation disclosed a certain Manases Rasay Iddig happened to pass by at the place and discovered the incident. He immediately informed engineer Ariel Tenorio, employer of the victim who reported the incident to police.
A police report said the victim hanged himself using a nylon rope tied in a rafter of the classroom. Based on the post mortem examination conducted by Dr. Amelia M. Abulencia, Municipal Health Officer of Pudtol Municipality, the cause of death was due to asphyxia secondary to strangulation. Police ruled Bangalan’s death a case of suicide.
 Investigation bared on June 24, around 11 a.m., the victim also attempted to hang himself at  a building of Cacalagan Elementary School undergoing construction but was he was pacified by Fenlie Domingo Antonio, his co-worker.

Laborer jailed for mauling bar cashier; threatening to kill her

BAGUIO CITY – A construction worker was jailed here Monday for maltreating a bar cashier and threatening to kill her. The incident happened 10:40 p.m. inside Wisky 3 Videoke Bar and Billiard Hall at  Maharlika Building Upper Magsaysay, based on complaint of Annalita Aba-a Ocampo, 41, against the suspect identified as Rodel Atma Malid-eng, 25, Outlook Drive. Investigation disclosed  the complainant cautioned the suspect from spitting at the floor inside the said establishment, but suspect stood up and went near her and attempted to hit her with his fist.
The complainant then took the stick mat handle to protect herself, but suspect grabbed the stick and used it to hit her forehead. Complainant picked  up a kitchen knife to defend herself as the suspect pursued to hit her but suspect’s companion pacified them. While the complainant was being held, Malid-eng sat on a table near the counter and threatened to kill her. When complainant answered back, the suspect kicked the complainant on her abdomen causing her head to hit the floor. Case was referred to City Prosecutor Ruth Bernabe and directed the detention of the suspect at the Baguio City Jail.

Mom leaves child in park; found drowned later

LA PAZ, Abra – A special child was left by her mother in a park here Monday and when she returned, the child was missing. She found out later the child drowned in a nearby river in Barangay Bulbulala. Investigation disclosed around 3 p.m. that day, Lalaine Blanza and her son, Lance Albert, 8, went to the Children’s Park. After a few minutes of playing, the mother went to the store and left her child unattended. When she returned, her child was already missing. She asked other children who were playing there. They told her her son ran towards the river. She tried to locate her child but failed to see him. An hour later, a certain Maggie Figares found the victim lifeless lying at the river bank. The family of the victim refused an autopsy, saying they believed that there was no foul play.

  Woman files maltreatment case against husband

CONNER, Apayao – A woman filed a case for violation of Republic Ac 9262 (violence against women and children) here husband Tuesday for repeatedly maltreating her and which resulted to miscarriage of their first baby. The victim was identified as Annalyn Bakidan Baggas, 32, while her husband was named as Eric Baluyan Baggas, 27, both residents of Barangay Sacpil.
Investigation disclosed since October 2007, both lived as husband and wife in a house built by the parents of the victim.  After few months, her husband usually came home late at night drunk and always argued and maltreated her even when she was pregnant with their second and third children. The suspect did not provide financial assistance to his family and continuously hurt her in front of their young children that caused them trauma.
The suspect later left their home and did not return.  The victim decided to file a complaint for the abuses inflicted by her husband.

Farmer intercepted for illegal gun

TAB UK CITY, Kalinga – A farmer was arrested here June 25 in a checkpoint here at Barangay Calanan for having in his possession an illegal gun. Nabbed was Raymond Dangiwan, 25, of Asibanglan, Pinukpuk town. He was aboard a motorcycle after he failed to present documents for his Cal. 9 mm handgun loaded with 13 bullets.

Farmer nabbed for illegal gun in Abra

LA PAZ, Abra – A drunk farmer identified as Sandy Balmaceda Tan, 42, of Barangay Bulbulala, was arrested in his shanty night of June 23 having in his possession as shotgun without ammunition.

Porter stabs bartender near Burnham Children’s Park 

BAGUIO CITY – A porter was arrested for stabbing a bartender here Monday around 10 p.m. along the sidewalk of Children’s Park, Kisad Road, fronting Ina Mansion. The victim was named as Van Philip Catacutan Baylon, 20, bartender at Spoon and Stone, while the arrested suspect was named as Clever Vinci Alisto Suniedca, 17, resident of Upper Cadmaan, Tuba, Benguet.
Investigation disclosed the victim was walking with his girlfriend Daisy Salvador when they met the suspect together with a male companion. The victim sat on the flower box with his girlfriend. The suspect and his companion approached them and asked for help as they were drunk, but his girlfriend stood and crossed the road leaving the victim. Suspect suddenly brought out a knife and demanded the victim to bring out his cell phone. The victim told the suspect that the cell phone was with his girlfriend but the suspect stabbed him once on his back. Victim was rushed to the hospital for medical treatment and was later admitted. Weapon used was recovered.

Construction worker mauls another

PINUKPUK, Kalinga – A teacher identified as Lillian Tongngao Dayagan, 39, filed a complaint with police that a construction worker mauled her husband.  Ms Dagayan said her husband, Ben, 40 , also a construction worker was mauled by Mark Miller Baggay Dayagan, 19, of  Tuga, Tabuk City.   
Investigation disclosed that Ms Dayagan was fetched by her husband from Pakawit Elementary School. Upon arriving home, she requested her husband to buy some groceries. She saw the suspect suddenly appeared and grabbed her husband and boxed him several times on his head using a brass knuckle. The suspect fled to unknown direction after the incident. The victim was brought to Pinukpuk District Hospital for treatment.

2 hurt in Ifugao vehicle accident

LAMUT, Ifugao – A motorcycle driven by a drunk driver hit a Toyota Fortuner vehicle here around 5:30 p.m. Tuesday along the national highway at Barangay Danghai resulting to injury of the former and his passenger.
The motorcycle was driven by Ricardo Dulnuan Maugao Jr., 29, gardener while the Toyota Fortuner was owned by Camilo Agbanlog Pimentel, 58.
 Investigation disclosed the Fortuner was headed to Lagawe, Ifugao from Solano, Nueva, Vizcaya when upon reaching the ascending curved road at Danghai, the speeding motorcycle allegedly encroached the other lane and collided with the Fortuner.
As a result, Maugao was injured along with his back rider identified as Joel Monguiho, 45. Both vehicles were damaged.  The injured were brought to Panopdopan District Hospital by responding cops for treatment.

Tuba truck driver nabbed for estafa

TUBA, Benguet – Police arrested June 25 a truck driver identified as Jick Duyot, 43, at his residence here in Barangay Nangalisan. This after Emmanuel Cacho Rasing, presiding judge of Regional  Trial Court Branch 3, Baguio City issued warrant against him for estafa setting bail of P50,000 for his temporary liberty.

Nine men maul Lagawe truck rider 

LAGAWE, Ifugao – Nine still unidentified men mauled a man here Monday around 8 p.m. along the road at Sitio Tandi, Barangay Cudog. Victim Joseph Dulnuan Bolla, 57, filed a complaint at the police station. Investigation disclosed  the victim together with one companion on board an elf truck were traversing the road when they met the suspects on board a tricycle who did not yield but accident was avoided. Suspects shouted at the victim and mauled him. One of the suspects took a stone and struck Bolla’s face who was immediately brought to IGH Clinic in the town for treatment. Suspects fled after the incident.

Man hits, curses wife over motorcycle key 

LUNA, Apayao – A man hit his wife here Monday for looking for a motorcycle key which he asked for. Dezie Flor Bayani Natabio, 34, filed a complaint against her husband Arnel, 35 saying he incident happened at their house in Barangay Quirino. Police investigation disclosed while the victim was cooking at their kitchen, the suspect approached her and asked for the motorcycle key. She told him to wait so she will look for the key. But instead, her husband suddenly hit the face of the victim and uttered unsavory words. The victim sustained contusion on her lower left eye and abrasions on her left hand. Police brought the victim and the suspect to Far North Luzon General Hospital and Training Center for medical and physical examination and documentation.

BAGUIO CITY – City and Paracelis, Mountain Province police nabbed a man wanted for rape here at Barangay Irisan Monday. Arrested was Eugenio Estigoy of Paracelis after judge Joseph Patna-an, RTC, Bontoc, Mountain Province issued warrant against him with no bail recommended.

Man jailed for violence

PARACELIS, Mountain Province – Police jailed a man here Monday for violation of Presidential Decree 1612 (violation against women and children). Arrested was Harry Estigoy Guinawang of Sitio Laud, Barangay Butigue, after judge Sergio Angnganay of RTC Branch 63, Bontoc, Mt Province issued arrest warrant against him setting bail of P50,000 for his temporary liberty.

Cop, passenger hurt in Ifugao road crash 

LAGAWE, Ifugao – A cop and his passenger were injured when their car collided with two vehicles here Monday around 8:20 p.m. along Banao, Poblacion South. The blue Toyota Corolla with plate number UMY-523 was driven by PO2 Dan Tayaban Mariano, assigned at Ifugao police public security company when it overtook an Isuzu elf dump truck loaded with cement driven by Isaac Katado Belingon, 46.
Investigation disclosed both vehicles were coming from the same direction when Mariano overtook without noticing a parked Toyota Hi-lux and tricycle along the road and eventually collided with the said parked vehicles, and also bumped the driver side front wheel of the elf truck.
As a result, Mariano and his passenger named as John Orpilla were injured and immediately brought by the responding Lagawe cops to IGH Clinic here for treatment.

Woman, 70, kills sister, 60 in Abra

PIDIGAN, Abra -- A woman was allegedly hacked to death by her sister at their house here in Barangay Alinaya, Pidigan Monday. 
Responding policemen found the body of Rosita Bandiez, 60, at the dining room at around 1:20 a.m.
Initial investigation showed Gertrudiz Elpa, 70, hacked her sister using a bolo for no apparent reason while they were watching television with the victim’s 12-year-old adopted daughter.  
Elpa was jailed at the local police station.  

Drug suspect killed in shootout with cops

GUIGUINTO, Bulacan – A certain “Jeric,” was killed in a pursuit operation here  before dawn June 25.
Probers said Jeric and his unidentified companion reportedly tried to escape in a motorcycle after sensing that they were dealing with undercover agents in Barangay Sta. Cruz at around 1:30 a.m.
The suspects reportedly shot at the pursuing officers, triggering a shootout that resulted in Jeric’s death, according to Bulacan police acting director Senior Supt. Romeo Caramat.
Jeric’s companion was able to escape.
Probers said they seized from Jeric a .38 caliber pistol, 16 plastic sachets said to contain shabu and dried marijuana leaves, and drug paraphernalia.

Drug suspect slain in Isabela buy-bust

ILAGAN CITY, Isabela – A certain Jaypee dela Cruz was killed by cops after he allegedly pulled out a pistol after sensing that he was dealing with undercover agents in Ilagan City night of June 24
Dela Cruz reportedly surrendered to authorities who conducted Oplan Tokhang in his hometown Tuguegarao  in Cagayan last year, according to Ilagan City police chief Supt. Ariel Quilang.
Probers said they recovered from the slain suspect two plastic sachets said to contain shabu.

Man with drug cases shot in shootout

BAGABAG, Nueva Vizcaya – A drug suspect named as Jayson Mallari of Caloocan City was killed in an alleged shootout with police officers here June 24. Aside from drugs, Mallari had pending cases for carnapping and robbery, according to Chief Insp.  Jennifer Flores, chief of the Bagabag police.
Investigators said they recovered from Mallari a .38 caliber pistol and a plastic sachet said to contain shabu.

Man killed in Bulacan shootout
GUIGUNTO, Bulacan – A man was killed in an alleged shootout with police officers here on June 16. The motorcycle-riding suspect reportedly tried to avoid a checkpoint in Barangay Sta. Cruz, prompting police officers to pursue him.

Man stabbed for slapping another

BAGUIO CITY – A man was stabbed here June 18 around 5:50 p.m. in Barangay Gabriela Silang for allegedly slapping the suspect. The victim was identified as Christopher Maquinto, 40, while the suspect was identified as Alexander Maligcong Buenafe, 29.
Both had a fight on night of June 17, wherein the Maquinto slapped the face of Buenafe. After the fight, the suspect threatened the victim that he will get revenge and will stab him. The following day, Buenafe approached the victim and without any words, stabbed Maguinto three times with a knife. The victim was brought to the Baguio General Hospital, Emergency Room for treatment while Buenafe was brought o the city police station.

Brothers get drunk; injured in fight 

HINGYON, Ifugao – Two brothers were seriously injured when they had a fight after drinking liquor here June 18 in Sitio Ihogwab, Cababuyan North. The brothers were identified as Rommel Nadyahan Ullani, 30, miner and Edwin, 37, farmer. Investigation disclosed Rommel visited Edwin at his house and misunderstanding ensued between them. Edwin got mad and boxed the shoulder of Rommel. The latter got angry and rumbled with his brother until Edwin got a bolo and tried to hack his brother. Rommel parried the attack using his palm then struggled with Edwin but the tip of the bolo hit the right face of his brother. Rommel sustained laceration on his right palm while Edwin sustained wound on his right cheek. They were brought to Veterans Regional Hospital, Bayombong, Nueva Vizcaya for medical treatment.

Laborer nabbed for raping minor with hydrocephalus 

BAGUIO CITY – A laborer was arrested here last week for allegedly raping a minor suffering from hydrocephalus at a house along Bernadette St. Dominican Hill. Glecerio Delos Reyes Nipay, 32 filed in behalf of his daughter a case for rape against Joven Apigo Pantaleon, 27, resident of No. 064, Puguis, La Trinidad Benguet.
Investigation disclosed that the suspect, an acquaintance of the victim’s father was discovered by the latter inside their bedroom where the minor was sleeping. Nipay caught Pantaleon covering the victim with a blanket upon sensing his presence. Jojo’s strange actions made the complainant suspect that he was doing a wicked act so Nipay removed the blanket of his daughter and found her naked on her lower body. He noticed Jojo’s pants were unbuttoned and the zipper of his lower garment was lowered down. The victim and suspect were brought to the Baguio General Hospital and Medical Center for medico legal examination.

Snatchers stab young lady on Baguio street

BAGUIO CITY – A 27-year-old woman was stabbed while walking here along Pinpin Street, Barangay Palma Urbano around 2:20 a.m. The victim was identified as Cristy De Ala Brillantes, while one of the suspects was identified as Mike Fernandez Boado, dish washer of Sizzling World along Naguilian Road.
Investigation disclosed the victim was on her way home, when unidentified male persons came from behind pointed a knife at her and tried to force her to give her cell phone and bag but she resisted. Her bag was grabbed by one of the suspects after which Boado, who was holding a knife suddenly stabbed her on her back and neck. The victim was immediately brought by a witness identified as Manuel Kudan Gorion, 50, taxi operator to Baguio General Hospital and Medical Center for treatment.
Responding police arrested the suspect who confessed names of his companions as a certain Simon and aka Tinapay.

Man dead after motorcycle hits tree

TABUK CITY – A man was found dead here June 18 around 6:10 a.m. along the Tabuk-Paracelis national road in Magbbangon, Cudal, Tabuk, around 200 meters away from the Magabbangon Elementary School.
A concerned citizen reported the incident to Barangay Bulanao police station. Cops found a yellow Honda XRM motorcycle bearing plate number BO 9487 and its lifeless driver beneath a big Gmelina tree. Police said the man died around three hours earlier. Blood partially covered his swollen head and face. Investigation disclosed the motorcycle skidded around 12 meters then slammed on the trunk of the tree.
              The victim was identified through his driver’s license as Modesto Sesenando Baguiwan, 35 of Pagogo, Dupligan, Tanudan town, The motorcycle and personal belongings of the victim were turned over to his relatives while the cadaver was brought to Carbonel Funeral Home.

11 arrested in drug stings

Jhomel Abut, 39, alias Kirat, and Philip Ramones, 43, councilmen of Barangay Dacal in Sanchez Mira, Cagayan, and Ambabaay, Bani, Pangasinan, were among at least 11 persons arrested as the government continued its war against illegal drugs on Wednesday.
Abut reportedly sold two sachets of shabu worth P1,500 to an undercover agent while a big pack and 35 sachets of shabu were allegedly recovered from Ambabaay.

The most wanted drug personality in Jones, Isabela, Marvin Antolin, 31, was collared in Barangay 1. A cell phone containing alleged drug deals were recovered from the suspect, police said.

CA upholds RTC ruling on market Favis building case

BAGUIO CITY – The Court of Appeals upheld the Regional Trial Court’s ruling denying the petition of the heirs of Antonio Favis for injunction and issuance of a temporary restraining order to stop the city from demolishing the structure known as Favis building on a city-owned lot located here at the city market subdivision. 
In a decision dated June 14, the CA dismissed the petition for certiorari and issuance of a TRO and an injunction filed by the heirs for lack of basis.
The court said there was no “grave and patent abuse of discretion” in the RTC’s dismissal of the petition dated Nov. 19, 2014 and in the subsequent denial of the petitioners’ notice of appeal dated Dec. 4 and 8, 2014 and thus did not merit the grant of the remedy of certiorari.
The court pointed out that that RTC “acted within the bounds of law” as the ruling denying the petitioners’ motion for reconsideration was based on jurisprudence as the appeal was filed beyond the reglamentary period and thus made the Nov. 19, 2014 ruling final and executor.
“Even if we overlook this procedural lapse which proved fatal to the petitioners’ cause, we likewise find no grave abuse of discretion on the part of the RTC when it granted the demurrer to evidence and dismissed the petition,” the appellate court said.
The court said the petitioners failed to show that his right over the property is “clear and unmistakable” and thus cannot be entitled to the writ of injunction.
According to the court, the petitioners admitted that the 2007 lease contract with the city government on which they base their claim over the property had been entered into by former mayor Reinando Bautista Jr. without prior authorization of the city council.
“Clearly, when the local chief executive enters into contracts, the law speaks of prior authorization or authority from the Sangguniang Panlungsod.  A contract entered into by a local chief executive without such prior authorization is deemed unenforceable under Article 1403 of the Civil Code..,” the court said. 
 Court records said the structure was built in the 1960s. After it was razed by fire in 1976, it was restored without a building permit.
Antonio Favis was issued a building permit in 1979 but for the construction of a barangay center and store spaces him being a barangay councilman at that time.
The subject property is not included in the lots leased to JARCO Realty and Development Corporation but the city issued a demolition order in 2013 to remove the structure which prompted the petitioners to file a case against the city officials on June 14, 2013 for injunction with prayer for issuance of TRO and injunction.

The said case was dismissed by the RTC which also annulled the 2007 contract of lease executed by then mayor Bautista. 

Mabalacat mayoral row worsens; cops deployed

MABALACAT CITY, Pampanga – Policemen carrying high-powered firearms were deployed to secure the city hall here as Vice Mayor Christian Halili continued to function as acting mayor even though the Commission on Elections had declared a new mayor. 
Halili insisted that he should succeed Marino Morales who was disqualified from running after serving for three consecutive terms.
The installation of Cris Garbo, who obtained the second highest number of votes, was stalled after the Angeles City regional trial court issued a temporary restraining order on Tuesday. 
Halili said he filed a petition for the issuance of a TRO due to the failure of the board of canvassers to nullify the votes of Morales before declaring Garbo as winner.
Garbo did not show up at the city hall Wednesday. 
Police Officer 2 Ritchie Mamaug said they were told to “keep peace and order at the city hall and not to protect any specific person. ” 
The court issued the TRO in response to a petition filed by Halili.
The court said the Department of the Interior and Local Government should keep the status quo with Halili as officer-in-charge.
Meanwhile, Garbo vowed to appeal the ruling, saying the court has no jurisdiction over the case.


Recovered wallet triggers collective act of compassion

BAGUIO CITY -- A lady’s purse found inside a passenger jeepney triggered a collective act of compassion when the founder and her officemates learned the owner was undergoing life-time dialysis treatment for kidney failure.
Joanne Pimentel, a special investigator of the Commission on Human Rights here, said she was on her way home from work to Trancoville when a fellow passenger found a lady’s wallet which she turned over to the civil servant.
Pimentel tried but failed to contact the owner, dialysis patient Fryla Basilio de la Pena of Labueg, Kapangan, Benguet. She turned to the internet and found out that Ede la Pena was a kidney patient undergoing life-time hemodialysis at the Baguio General Hospital and Medical Center.
Informed of the find and the owner’s predicament, lawyer Lyndon Morales of the Commission on Human Rights told officemates to pass the hat.
The office headed by Lyman Salvador pooled over P3,000 the staff  added to the wallet’s original content of P322 and then asked the owner to visit and claim her loss and their gesture of support.
“I wanted to meet the wallet owner but I was on field work in Ifugao when she came to the office,” Pimentel said.


Cops arrest DepEd officer for ‘molesting’ ALS student in office

BAGUIO CITY -- An education program specialist of the Dept. of Education was arrested for allegedly mashing the breast of a female student inside his office here on Tuesday.
A police report said Walter M. Pundo, 59, of the DepEd Alternative Learning System reportedly molested the student while she was fitting the uniform he issued to her.
Complainant Christy Fagarita Vargas, 26, ALS student, said the incident happened Tuesday around 11:30 a.m.
Police said the complainant went to ALS office to get her uniform but Pundo  informed her the size of her school uniform was not available.
Vargas then asked the suspect if she can have the uniform that ordered, but the suspect called her inside his office to try other sizes.
While inside the office, the suspect allegedly mashed her breast twice and hugged the complainant.
Responding personnel of Police Station 5 arrested the suspect.

Pundo, resident of No. 110 San Luis Extension here, was charged with acts of lasciviousness.

Abra gun- for-hire eludes cops; guns seized

LAGAYAN, Abra – Assorted firearms including an assault rifle, rifle-propelled grenades and a semi-automatic pistol were seized during a raid on an alleged paid killer’s house here early Monday morning.
Abra police and Criminal Investigation and Detection Group personnel raided the house of Billy Pasiguen in Barangay Pang-ot and found an M16 assault rifle, 223 bullets for the rifle, nine M16 magazines, 11 M203 grenade ammunition, Cal.45 pistol and magazine; seven Cal. 45 bullets and two bandoliers for the assault rifle.
 Police did not catch Pasiguen, who is allegedly a member of the Guzman gun-for-hire group tagged in paid assassinations in Abra.
Pasiguen will be hunted down to face illegal gun possession charges and for paid assassinations he and his group were allegedly involved in, police said.
 While police were raiding Pasiguen's house, authorities also raided the house of Dennis Andoy in the same barangay and seized a shotgun and bullets.

 Andoy also evaded the raiding team, though he will still be facing charges at the Abra prosecutor’s office.

Former Ecija gov seeks dismissal of graft charges

Former Nueva Ecija governor Tomas Joson III has asked the Sandiganbayan to dismiss the graft charges filed against him for donating vehicles to several municipalities in 2007.
In a motion filed recently before the anti-graft court’s Seventh Division, Joson said the prosecution failed to prove its allegations.
The charges against Joson stemmed from a complaint filed by Raymund Sarmiento, former chief of the provincial public affairs monitoring office.
Sarmiento alleged that on Jan. 22, 2007, the provincial council passed a resolution authorizing to donate heavy equipment to the municipal governments of Quezon, San Leonardo, Bongabon, Guimba, Talugtug and other municipalities.
Aside from heavy equipment, two luxury vehicles were allegedly included in the donation for Bongabon.
For Quezon town, the provincial government allegedly donated a mobile clinic, a Toyota Revo, a Ford F150 and a Nissan Urvan.
In filing the graft charges, the Office of the Ombudsman said Joson gave unwarranted benefits to the municipalities and disadvantage to the provincial government of Nueva Ecija.
Joson questioned the ombudsman’s decision, claiming the state wanted him convicted for committing an act of liberality when the vehicles were donated to the municipalities.  

He said the prosecution’s own testimonial evidence showed the donations, which he claimed were not disadvantageous, did not affect the provincial government.

Cagayan Valley police chief survives NPA ambush

GATTARAN, Cagayan  - The Cagayan Valley province police director survived an ambush by New People’s Army rebels here Monday in Barangay San Carlos.
It was not clear if people were hurt in the incident but reports said Senior Supt. Warren Tolito, provincial police chief, was in a convoy with several policemen to inspect the house of Army veteran Dexter Remodaro, which was also attacked by the rebels night of June 25.
The attack hurt civilians Vilma and Jeraise Raguingan, who are being treated for bullet wounds in a nearby hospital.
Provincial police spokesman Supt. Chevalier Iringan said they have yet to confirm if there were casualties in the attack.
He said Tolito and his group were heading to interior Baggao town to do an ocular inspection when an undetermined number of rebels fired at the approaching vehicles.
As of 3:45 p.m. Monday, Tolito sent a text message saying they were still “inside the danger zone.”
The NPA’s Henry Abraham Command also said in a statement that they raided Remodaro’s house because the military intelligence group used it for several activities.
Chief Supt. Robert Quenery, Cagayan Province Police head, condemned the attack on Remodaro’s residence and called on the Commission on Human Rights to also issue a condemnation.
“Violence has no place in Cagayan Valley whose people only want to live in peace and harmony,” Quenery said.
The attacks came as the government peace panel awaited President Duterte’s order that will determine whether negotiations with the National Democratic Front  would be resumed or not.
Although Labor Secretary Silvestre Bello III, who is also the panel chairman, said the government continues to be willing to resume the talks, the NDF must first prove its sincerity to negotiate.
The communist group would also need to cooperate in providing an atmosphere conducive for negotiations to flourish, which includes the observance of its earlier promise to hold off offensives, he added.
Although Bello appears to have not been informed of the ambush, he told Manila newsmen the NDF must show that the negotiation is still important to them “because if that is not important, we should not talk anymore.”
 “The NDF is claiming that they are helping the President with his anti-drug campaign. But I told them ‘no matter the reason, it still does not conform with your commitment of no offensive’,” he added, stressing that trust and sincerity are important between negotiating parties.
“If you don’t trust the person you are talking with and there is always doubt, nothing will happen,” Bello said.
In a statement, the Communist Party of the Philippines (CPP) said it is still looking forward to continuing the peace negotiations with the government. 
It added that the CPP is also waiting for directives from NDF negotiating panel chief Fidel Agcaoili and chief political consultant Jose Ma. Sison.
“Like the (government) panel that makes recommendation to Duterte, so does the NDFP negotiating panel make recommendations to the NDFP National Council, of which the CPP is part, as well as to the CPP Central Committee which commands the NPA,” the statement read in part.
The CPP added that it looks forward to the embargoed 5th round of NDF-GRP peace talks in August or September.

The revolutionary forces continue to regard peace negotiations as an opportunity to resolve through dialogue the fundamental socio-economic issues at the root of the armed conflict, even as the people are compelled to wage ever greater resistance against the oppression, exploitation and armed suppression by the reactionary state, the CPP said.

Benguet Rep. Cosalan questions venture 

KIBUNGAN, Benguet – Indigenous leaders here petitioned the Cordillera office of the National Commission on Indigenous Peoples to suspend the free and prior informed consent (FPIC) proceedings scheduled here tomorrow (July 3) for the 500-megawatt pump storage hydro project in Barangay Badeo due to questions on competence of persons that made the feasibility study and experts commissioned to explain advantages and disadvantages of the project.
 Benguet Rep. Ronald M. Cosalan also questioned the project urging affected people to study the matter thoroughly, considering its effects on the environment and since the promised projects to be given by the company have not materialized.
He said capacity of so-called owners of the power firm to undertake the project was questionable.
He said local folks should learn from effects of the Ambuklao and Binga dams wherein until now, supposed benefits for the people have not been given and some areas near these power plants still don’t have electricity. 
Meanwhile, in 27-page petition, the IPs demanded the Coheco Badeo Corp. to present documents like final feasibility study including plans and specifications of the project.
They also demanded copy of actual survey showing (not merely map generated through goggle) exact location of the project showing names of landowners, sitios, and barangays that will be affected, maps showing route of transmission lines from sub-station to grid, tracing points, required right of way, sub-station layout, capacity load, general development plan, and preliminary hydroelectric facility designs, and related essential data.
They also asked profile of persons to be involved in implementation of the project; articles of incorporation and by-laws of the applicant, latest general information sheet showing the current officers and board of directors and their respective shares, latest audited financial statement of the applicant prepared by a reputable independent auditor and proof of financial capacity of the applicant to finance the pre-development phase and development phase of the project.
They also demanded that the company bared identity and financial capacity of the owners and board of directors of Coheco Badeo Corp., environmental impact assessment, transmission lines, environmental compliance certificate,  exact coordinates and water level projection of the dam most specially the lower dam to determine the possible, and evident adverse impacts of the project to low lying lands in the domain and other adjacent domains.
Actual topographic and parcellary survey of the project area, was also demanded indicating number of trees to be cut and landowners to be affected including lot area to be used by the applicant.
The firm should “clear first the existence of ambiguities noted by the FBI team in their executive report relative to activities for the proposed project of the applicant and submit the names of the applicant’s representatives in the FPIC process and their expertise/technical qualifications,” the said
The NCIP-CAR was requested of issue an order ordering the firm to submit contracts, agreements, and related documents of its transaction with the Chinese firm and all agreements including those on shareholders.
The NCIP was also asked to order the FBI Team to scrutinize, and study the documents to be considered in their report; An order be issued to re-conduct the FBI for the proposed project to determine the affected areas based on the documents to be submitted by the applicant.
However, Coheco Badeo Corp. insiders branded the “petition for suspension as a desperate act to derail the conduct of the FPIC process” earlier scheduled in Kibungan barangays from June 15 to July 3, saying their arguments are allegedly baseless.
The source added Coheco Badeo Corporation will  answer the petition point by point in the proper forum and that it will adhere to whatever rulings that will be rendered by the NCIP-CAR as an offshoot of the said petition.
He added the first wave of the FPIC will be done by the NCIP-CAR so there is no basis in the filing of the petition considering the fact that all the pertinent issues will be clarified during the community assemblies in the barangays that will be called for the purpose.

“We will be awaiting for whatever will be the decision of the NCIP-CAR on the petition and we will willingly respond to it and face the petitioners in the proper forum,” the source said.

Ex-La Union water district exec faces 200 raps

SAN FERNANDO CITY, La Union - A former official of the water district of La Union and a consultant of a private company are facing at least 200 criminal cases before the Sandiganbayan in connection with an alleged anomalous construction deal.
Felipe Picazo, former general manager of Metro La Union Water District (MLUWD), and Conrado Ganaden, consultant of Condor Construction Corp., were recently indicted and ordered to post bail of P39.66 million each.
They were charged with violation of Sections 3 (e) and 3 (g) of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act over a contract MLUWD entered with Condor amounting to P24,475,300 in 1998 without public bidding.
Section 3 (e) of RA 3019 prohibits public officials from giving unwarranted benefit, advantage or preference to any party or from causing any party, including the government, undue injury.
Section 3 (g) bars public officials from entering into a contract or transaction disadvantageous to the government.
Picazo and Ganaden were also charged with 198 counts of malversation of public funds through falsification of public documents.
They were accused of falsifying liquidation documents, including price quotations, sales invoices and purchase orders, to make it appear that P11.3 million was paid to five suppliers from January 1999 to September 2000 for materials supposedly used for the construction project.

The ombudsman said Picaso and Ganaden “took or misappropriated the amounts for their personal advantage and benefit.”
