First Buguias Albubo Festival kicks off

BUGUIAS, Benguet -- Municipal officials led by Mayor Ruben Tinda-an, launched here Monday at municipal grounds the week-long celebration of First Buguias Albubo Festival.
Themed “Kultura ay binangonan: uneden, pangaybengen, esten,” the festival aims to enhance cultural traditions of the town and identity as a people with distinct lifestyle.
The festival was historically a celebration of a Catholic patron saint, but  locals changed it to a festival which is non-secretarian.
Now it is called Albubo Festival because it is important to know, maintain, and give importance to cultural practices for these not to be erased and forgotten, officials said.
According also to indigenous people’s mandatory representative  Councilor Benjamin Palbusa and Tourism officer Satur Payangdo, the term “albubo” reflects culture of the municipality.
Albubo is said to be a traditional practice of helping each other in the community. It also means mutual cooperation and unity of the people for the good of others -- in short giving help to neighbors without expecting anything in return.
Festival events included ecumenical thanksgiving service with the municipal and barangay officials leading the public, ribbon cutting of the agri-trade fair, viewing of booths, blood-letting service, Prodigal Son symposium on Go Buguias for Health 2017, and tourism promotion.
Others were free dental service  and free medical mission in cooperation with BOSTAH PRP-COR Chapter and PCSO followed by the First Pageant of the Century for the Senior Citizen --  Mr. and Mrs. Buguias 2017.
On the March 1, the municipal environment office conducted the   Environmental Forum.
A fun shoot and gun safety seminar was also held here at Camp Dennis Molintas in Barangay Bangao followed by a concert at BSU Hall.
A Farmers’ Congress was also held at Buguias Benguet State University Hall  wherein the Taba-ao Farmers Association with government officials led by Tinda-an gave certificates to certified organic farmers of the municipality.
A talk on effects of pesticides to human and basic management of pesticides poisoning was also held by Fertilizer and Pesticides Authorities and Agriculture officials including benefits and operational guidelines of the new vegetable trading post in La Trinidad, Benguet.
A safety olympics for high schools was conducted by the Loo Disaster officers.
Participants also featured their skills in kadang-kadang, games like arnis and taekwondo.
A literary musical contest was also held for elementary and secondary students including Search for Miss Buguias 2017.
During the Albubo festival proper on March 4 in Barangay Loo, a parade was held joined by Gov. Crescencio Pacalso, and Rep. Ronald Cosalan.
Tinda-an urlier urged municipal officials to wear tradition attire specially g- strings.
Later, a short program and ground demonstration, followed by the traditional lunch which is the “ukob” was held followed by cultural competitions wherein the 14 barangays showcased their unique cultural dances, followed by dance drama competition with six national high schools contenders followed by exhibition games.

The festival will close today (March 5) with a fun run, “amazing race,” albubo breakfast, mass led by respective churches, continuation of unfinished games followed by raffles draw, awarding ceremony and  closing program.

MP dentists conduct  SVS dental mission
BONTOC, Mountain Province  --  In celebration of the dental month, at least 700 pupils and students of Saint Vincent School (SVS), benefited from free dental mission conducted by Mountain Province Dentists Group in coordination with the SVS Alumni Organization last Feb. 23.
SVS alumni president Pao Tumapang who coordinated the activity, said students of SVS availed of  free dental check-up and tooth extraction and cleaning at the SVS elementary grounds.
He said the mission was carried out with the support of Dr. Venus Grace K. Fagyan and other alumni. Dr. Naty Orprecio said committed dentists from Dept. of Health, local government units, Dept. of Education and Mountain Province State Polytechnic College pooled efforts together towards the success of the activity.
In the same event, the DOH donated 100 tooth brushes with toothpastes was received by Frances T. Cullalad, SVHS principal. -- Wynner Sayaan

Pagasa: Summer just around the corner 
Summer is just around the corner so store your jackets, take out your sunglasses and prepare for a beach trip.
“We are observing higher temperature in most parts of the country, including Metro Manila. Easterlies have set in,” Chris Perez, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) weather forecaster, said Thursday.
Perez said they expect the end of the northeast monsoon that brings cold and dry air from China and Siberia on the first week of this month.
He said the northeast monsoon would still affect parts of Northern Luzon in the next two to three days.
Last year, PAGASA declared the onset of the dry season on March 18.

PCIC releases P3.1M to Abra farmers
BANGUED, Abra --- The Philippine Crop Insurance Corporation recently dispensed over P3 million to 472 typhoon- affected farmers in 11 municipalities here.
Pidigan received P509,224 distributed to 80 farmers, Villaviciosa got  P475,110 for 101;  Peñarrubia,  P440, 957 for 66; Manabo, P210,230 for 33; Danglas, P428,720 for 77; San Isidro, P168,397 for 22; La Paz, P647,597 for 66; Pilar, P67,436 for eight; Lagayan, P59,595 for four; Bangued, P39,903 for six and San Juan with P64,861 for nine.
This was the third release of financial assistance from PCIC to farmers. The earlier releases cost over P4 million distributed to farmers who insured their farms and crops to said office. -- Ginalyn B. Brioso

Start of P198 million Kalinga road proj set
CITY OF TABUK, Kalinga -- The World Bank-funded third farm-to-market road project in the province under the Philippine Rural Development Project is set for groundbreaking on March 8.
Gov. Jocel C. Baac said a “no objection letter” has been handed to the province by Agriculture Cordillera regional  executive director Lorenzo M. Caranguian that gives the green light for the project to start. 
The project costs P198 million.
The 15-km road improvement project connecting Barangays Catabbogan and Wagud in the town of Pinukpuk will provide upland farmers transport access of their products to the nearest market.
The province has two on-going projects under the PRDP, the 13 kilometer Banneng-Gombowoy FMR in Tanudan costing P118M and the 15.8 km Bulanao-Amlao FMR in this city with cost of  
Under the PRDP, recipient local government unit and the national government both share ten percent equity of the project cost.
The World Bank- funded projects are intended to top coffee-producing areas in the province, coffee being the province’s One Town One Product.
In a related report, Baac disclosed that Secretary Jesus Dureza of the Presidential Adviser on the Peace Process released to the province another P40-M check to finance construction of the Catabbogan-Wagud bridge project.  -- Larry T. Lopez

60 trained as security guards under DSWD
BONTOC, Mountain Province -- Sixty individuals look forward to be employed as security guards following their completion  of  the  15-day pre-licensing training course conducted by the Dept. of Social Welfare and Development in partnership with the Quadrant R Security Training Center, Inc.
 Challikis Alawas of the DSWD here said 56 of the graduates are Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries while the four other are from the list of the National Household Targetting System.
The DSWD-CAR through its sustainable livelihood program (SLP) allotted P1, 194,000 for the   training to equip participants with knowledge and skills necessary for employment.
Each trainee was   allotted   P19, 900 to cover training materials, accommodation and food during the training, license fee and ID for security guard, neuro drug test, and starter kits.
Alawas said there wereo four proposals on skills training as security guard and acquisition of license submitted by 4Ps beneficiaries in the municipalities of Sabangan, Paracelis, Bauko and Tadian.

DSWD conducts skills training for MP folks
BONTOC, Mountain Province – The Dept. of Social Welfare and Development conducted skills training on camote processing for  4Ps beneficiaries in barangay Betwagan in Sadanga, bread making to 23 4Ps beneficiaries in Tadian; Macha-e rice wine production to 16 beneficiaries in Natonin; and two separate enterprise management cum food cart and preparation of related products which benefited 18 beneficiaries in Bontoc and 12 beneficiaries in Sagada. -- Juliet B. Muslims, Baguio gov’t, hold peace forum 
BAGUIO CITY -- The  Muslim community  here, city government and police,  recently conducted a forum to  foster understanding  with law enforcement agencies.
The peace and order situation of Baguio was presented by city police office while a lecture on teachings of Islam and its view against terrorism were done.
Also present were National Commission on Muslim Filipinos director Abdullah Macarimpas,  Mayor Mauricio Domogan, Rep. Mark Go, Imam Bedejim Abdullah and BCPO director Ramil Saculles.
Imam Bedejim Addulah, Islamic lecturer, said the forum was part of Muslims’ peace building effort for understanding among Muslims and non-Muslims.
“Our primary advice to our fellow Muslim brothers, is that they should be true to faith.  On the other hand , we also encourage our non – Muslim kababayan (countrymen) especially those on law enforcement agencies  to know more about Islam, so that we will have a harmonious understanding and better view of things,” Abdullah  said.   
Domogan said there was no question the teaching of Islam is a good and it is unfortunate that when a Muslim is implicated in wrongdoing,  the Islamic faith is being tagged along with the issue.
Macarimpas said the law excuses no one, but it is also equally important that there is also equality and anti-discrimination for all,   whatever  race, culture, ethnicity or belief. -- K. Cerva  and A. Martinez

3000 Kalinga farmers get DA seed assistance 
CITY OF TABUK, Kalinga – More than 3,000 farmers in the province affected by super typhoon ‘Lawin’ last year, received free rice seeds from the Dept. of Agriculture.
Joe Casibang, rice program coordinator of the Office of Provincial Agriculturist, said the assistance consisted of free one bag inbred rice seeds per hectare.   The seeds were in time for first cropping planting that started last January.
Another assistance that came was DA’s rice seeds and fertilizer subsidy under high yielding technology adaptation program where farmer-beneficiaries got one bag rice seeds and two bags urea at 50 percent  discount.
But under the HYTA, farmers do not pay their cost-counterpart to DA. Instead they remit it to their associations as seed capital for their own farming needs, Casibang said.
Some 1,600 farmers were given certified rice seeds plus 2 bags urea, while 300 others got hybrid rice seeds and two bags urea.
DA is also pushing precision garming using research and demonstration farm system in Tabuk being the center of the rice production program in the province.
Under this, assigned rice crop managers apply online farming technology on selected demo-farms while DA provides subsidy on required farm inputs amounting to P12,000 per hectare.

25 hired on the spot in Kalinga Day job fair
CITY OF TABUK, Kalinga -- Twenty five unemployed persons were hired on the spot during recent Kalinga Day job fair.
Sixteen were hired for work abroad and nine for domestic employment.
A total of 4,470 work vacancies were offered by 21 employers during the job fair. Out of 203 interviewed, 170 were qualified and among those interviewed were 115 females.
Of the 21 recruitment agencies that participated during the 2-day jobs fair, 11 were recruiters for overseas employment and 10 locally based firms.
 Dr. Alexander Gumabol, provincial head of the Department of Labor and Employment here said the activity was in collaboration with the provincial government as one highlight of the 22nd Kalinga founding anniversary and 1st Bodong Festival. -- Peter A. Balocnit

 Bangued holds Dapil Festival   
BANGUED, Abra -- A sustained tradition of industry and unity was this town’s Dapil Festival’s theme in its staging this year.
Dapil Festival, coined from the term “Panagdapil” which is the traditional method to extract sugarcane juice is the brainchild of then Sangguniang Panlalawigan Member Maria Jocelyn V. Bernos, now Governor of Abra.
Originally, panagdapil   is tedious and laborious but just like any other arduous labor, the fruit is sweet and satisfying especially with by-products molasses, sugar, vinegar and “basi” (wine) mainly sold to town markets here and in other provinces.
The Dapil Festival is manifestation of Bangued folks demonstrating this hyped Filipino value of industrious, said   Mayor Dominic B. Valera.
Highlights of the nine-day merriment that started Feb. 15 were Mr. and Ms. Bangued, Bangued Idol Season 6,  street dancing and ground demonstration contests.
Others were trade fair displaying native and indigenous products of Bangued, job fair, food bazaar, fun run, Amazing Race, barangays night and grand parade. -- Ginalyn B. Brioso

 Luba farmers’ woes eases with new road
LUBA, Abra - -Farmers in this upland municipality  can now bring more products to the market with the improved   farm to market road here.
The Cordillera Highland Agriculture Resource Management Project Phase 2 recently turned over the 21-km Luba-Villaviciosa farm-to-market road to the local government unit  of Luba.
 Luba Mayor Rosalina Biscarra and Sangguinan Panlalawigan member Antonio Dayag with representatives from the offices of the Provincial Agriculturist and Provincial Planning accepted the FMR project in the ceremony led by Dept. of Agriculture regional director Lorenzo Caranguian, CHARMP2 project manager Cameron Odsey and provincial coordinator Rosemarie Tesoro. 
Farmers said with the road, they can now reach Pilar public market in  few hours with more volume of their farm produce still fresh from the farm. 
When the road was not yet cemented, farmers started hiking with their loads at 3 a.m. from Sitio Botot, Barit in Luba to be able to reach Pilar by 7 a.m.
The total project cost of P52,607,773.40 was   shared by   CHARMP2 providing 40 percent and LGU of Luba with provincial government giving 60 percent of the cost. -- Maria Teresa B. Beñas

Driving tops desired training of unemployed Kalinga folks
CITY OF TABUK, Kalinga -- Training for driving is the number one need of unemployed  individuals  in the province based on the result of the skills mapping conducted by the Technical Education and Skills Development Authority.
In the order of training priorities, bread and pastry production came fourth followed by shielded metal arc welding, heavy equipment operator, automotive servicing, masonry, electrical installation and maintenance and bookkeeping.
Tamayao said the desire to own a motor vehicle might be the driving force for them to be skilled in driving. And in this time of growing economic competition, driving one’s vehicle can make one more enterprising.
Under its two-pronged strategy in poverty reduction, TESDA repositioned the technical vocational education and training (TVET) to two targets – TVET for global competitiveness and TVET for social equity which BKKK falls.
Tamayao said BKKK gives focus on skills training programs for the self-employed, overseas employment, cooperators (members of cooperatives), entrepreneurs, family enterprises, drug dependents and rebel returnees. Appropriate skills training programs and modules shall be designed to meet the specific requirements of the target beneficiaries.  -- Peter A. Balocnit


Mother strangles 3 kids in Isabela

BURGOS, Isabela -- – A mother allegedly strangled to death her three children here Wednesday night.
Senior Insp. Randy Cabaddu, Burgos police chief, said they took custody of Marilyn Foronda after her children Adam McWane, 3; Stephen Dane, 2, and three-month-old Shansa Sara were found dead Thursday.
Foronda’s seven-year-old child, who managed to escape, told police that her mother strangled her siblings one after another while they were sleeping at their house in Barangay Caliguian.
Foronda’s husband, a seaman, left to work abroad three months ago.
The neighbors of Foronda said she could be suffering from post-natal depression or the feeling of anxiety, guilt, irritability and anger, including suicidal thoughts and desire to harm her baby and other people.
They said the suspect had been alone in her house and refused to talk to anyone, including her in-laws, since she gave birth.


Bato’ says PNP’s war on drugs may resume this week

LAOAC, Pangasinan — Director-General Ronald “Bato” dela Rosa said Thursday the Philippine National Police may go after illegal drugs personalities nationwide this week.
Dela Rosa, guest speaker at inauguration and blessing of the new Laoac Police Station, here, said the PNP will resume its anti-drug campaign but
proposals are being considered under the new anti-narcotics campaign such as fielding younger PNP personnel in “Oplan Tokhang” operations.
The PNP Chief said he is planning to put not only banking on younger police officers in these operations, but those who have no criminal complaints against them.
“We’re choosing those who are patriotic (to wage the anti-drugs war),” said Dela Rosa in reaction to questions from local media.
“The new group is now called PNP Drug Enforcement Group,” he added.
Dela Rosa also welcomed the approval on second reading House Bill 4727, the proposed Death Penalty Law, which will be imposed on drug traffickers.
“Now, foreign drug traders will fear doing business in our country with this death penalty,” he said.
The version of the bill makes the death penalty an option for judges to impose on those convicted only for drug-related offenses.
The bill imposes the penalty of reclusion perpetua to death and a fine ranging from P500,000 to P10 million in addition to absolute perpetual disqualification from any public office, or employee who misappropriates, or fails to account for seized dangerous drugs.
It also punishes government officials who have benefited or gained from the proceeds of the drug trade.


Probe finds no negligence of Baguio DepEd execs in Batang Pinoy controversy

BAGUIO CITY – There was no negligence in the handling of the Baguio City athletes who joined the Batang Pinoy national finals held in Tagum City Davao Del Norte from Nov. 27 to Dec. 3 last year.
This was the conclusion reached by the probe committee created by Mayor Mauricio Domogan last December to look into the complaint of a parent alleging that there was negligence and mishandling of the athletes particularly in the facilitation of the means of transportation of the athletes from Nasipit Jeepney Terminal going to Butuan City and from Butuan City to Tagum City.
“Based on the findings, the committee sees no gross negligence on the part of the Baguio sports coordinators,” the committee noted in a report to the mayor dated Feb. 13.
The body composed of city administrator Carlos Canilao, Office of the Assistant Schools Division Superintendent officer-in-charge Augustine Laban III and officer-in-charge city legal officer Melchor Carlos Rabanes said they conducted separate fact-finding sessions with the parties involved -- the city sports coordinators headed by sports development officer III Gaudencio Gonzales, complainant Tomlinson Baniwas and two of the coaches.  
As per the information gathered, they concluded that the sports personnel “did the best they could” for the 152 athletes who opted for seacraft passage to reach their destination.
“Parents are not official members of the delegation; hence, they were not involved during orientations..,” the committee said.
Baniwas, in a published complaint, took to task the sports coordinators for the botched transit arrangement from Nasipit to Tagum City that triggered confusion and inconvenience among the athletes and caused some of them to miss their competition schedule.
But the committee found out that proper coordinations were made but the arrival of tropical depression “Marce” forced a change in the schedule of their departure from the city and therefore necessitated renegotiating for new transit arrangement which failed as the buses were already fully booked.
This prompted them to resort to other modes of transportation and in all these plans and moves, the coaches who were the designated caretakers of their wards were duly advised.
The coaches were also informed beforehand on the possibility of missing their games and were instructed to coordinate with their sports associations for possible adjustment of their game schedules.
In the report, the committee recommended measures to prevent a similar incident from happening again foremost the early processing and payment of transportation whether by air or by sea and the sending of an advance party to assess the actual situation of the ports or terminals in the itinerary and the coordination and arrangement with transportation companies with clear terms in the event of a postponement or rescheduling of the trip.
“As a matter of policy, parents should not join the delegation; exceptionally there should be conditions in the event they are allowed (like) they should be included during pre-departure orientations and be properly briefed and be required to sign a waiver,” the committee recommended.
But the committee emphasized that parents “should not intervene in the management of the athletes since the coaches are around.”


NGICP places Luzon on alert due to Low power

LUZON was placed on the second highest power alert Wednesday due to thinning energy reserves.
In a Facebook post, the National Grid Corporation of the Philippines (NGCP) said that the Luzon grid will be on yellow alert from 10 am to 3 pm.
“Luzon grid is on yellow alert due to insufficient operating power,” the NGCP said.
Yellow alert means electricity reserves are below the required level.
According to the Meralco, the alert is due to the unexpected shutdown of San Gabriel power plant, which has a capacity of 414 megawatts (MW).
In addition, Meralco said that the following plants are still offline
Southwest Luzon Power Generation Corp.-2 plant meanwhile is not operating at full capacity, producing only 90 MW instead of 150 MW.
Meralco is calling on its consumers to be efficient in their use of electricity. It added that participants of its Interruptible Load Program (ILP) were prepared to utilize generator sets should a deficiency in supply arises.
According to the NGCP, Luzon has an available capacity of 9,196 MW while peak demand during the day is expected at 7,967 MW.


3 NPA rebels yield to Army troopers in Ilocos

Three New People’s Army (NPA) rebels, an amazon and two regular rebels, yielded to army troopers after talks were made between the government authorities and the rebels’ relatives in Santa Cruz, Ilocos Sur.
Lieutenant Colonel Eugenio Julio Osias IV, Commander of the Army’s 18th Infantry Batallion based in Barangay Bugbuga, Sta. Cruz, Ilocos Sur, said Monday the surrender of the three rebels was the result of  all-out initiatives which began in the first quarter of the year to call on local NPA rebels to return to the fold of law for peace and development in the countryside.
The amazon surrenderee was identified only as “Ka Lumen,” the medic of the Kilusang Larangang Guerilya (KLG) Montes of the NPA operating in the mountainous areas along the boundaries of the provinces of Abra, Mountain Province and Ilocos Sur.
The two regular rebel surrenderees were identified as “Ka Ren,” a member of NPA’s SPP South Central, and “Ka Fera,” a member of the NPA’s KLG Montes.
“The true names of these surrendered NPA rebels were withheld for security reasons pending the processing of their status,” Osias said.
It was reported that “Ka Lumen” was surrendered to authorities with her caliber .45 pistol firearm on January 31; while “Ka Ren” was yielded with his carbine M1 rifle on February 22; and “Ka Fera” was surrendered with his US M1 rifle (Garand) firearm on February 24.
“We are now processing the possible benefits to be given to the three NPA surrenderees based on the guidelines of the Comprehensive Local Integration Program (CLIP) of the national government under the leadership of President Rodrigo Duterte,” Osias said.
In an interview, the three former rebels said they surrendered for the following reasons: they were very much dismayed to the lifting of the unilateral ceasefire between them and the government; their leaders who enjoyed the luxuries of life abroad while they are suffering in the mountains; and the recent massive combat operations of the battalion.
With the President Duterte’s declaration of an all-out war against the CPP-NPA-NDF, one rebel has quoted, “It is better to surrender than to be in an encounter of a worthless fight.”
Osias gave emphasis on helping and assisting the former rebels in their journey to a new life assuring that every rebel who surrenders will be fully supported and secured.
“NPA rebels are also victims of false ideology, let us always open the avenues and communications in sustaining programs for them and for the people’s well-being,” he said.



CHR: Public opinion on death penalty to be collated, discussed

BAGUIO CITY -- The Commission on Human Rights Cordillera regional office held a dialogue on the proposed death penalty bill at Health 101 Lodge here last week.
CHR regional director Romel Daguimol said the dialogue was done simultaneously in various parts of the country to bring the CHR’s stand on re-imposition of death penalty and gather pulse of sectors of society on the issue.
The public’s opinion, whether pro or against, will be collated and summarized, for the CHR’s record, he said.
Participants in the dialogue were representatives from law enforcement agencies, religious/faith groups, academic institutions and local government units.
Lawyer Lovely Calumnag of CHR, presented the CHR’s anti – death penalty campaign, saying it was a violation of the right to life. 
“The Philippines  signed and ratified the International Covenant on Civil and Political Rights (ICCPR, 1966) which ”commits its parties to respect the  civil and political rights of  individuals, including the  right to life,  freedom of religion, freedom of speech, freedom of assembly, electoral  rights and rights to due process and a fair trial,” she said.
It is CHR’s constitutional mandate to monitor the government’s compliance with its international treaty obligations on human rights, as well as to recommend to Congress effective measures to promote human rights, Calumnag said.  
It is the Commission’s goal for the country to have a functional, unbiased, efficient legal system that guarantees certainty of punishment for perpetrators through due process and rule of law, together with broad public confidence, she added.
There is no conclusive evidence that the death penalty deter any crime, nor criminals ponder on the fear of death, as what pro – death penalty group claims, she said citing  that in 1999 there were seven (death penalty) executions made but still criminality increased by 15.3 percent during the same year.
The participants were engaged in a workshop and an open forum to discuss the proposed re-imposition of death penalty. Those who opposed the proposed death penalty bill were also enjoined to sign the petition/commitment against the re-imposition of death penalty as a capital punishment.

DTI to contractors: Renew licenses or else

BANGUED, Abra-- Accredited contractors in this province were urged to renew their licensed to operate on scheduled dates to avoid penalties.
Trade and Industry provincial director Arell F. Bañez issued the directive to contractors to avoid penalties as a policy of the Philippine Contractors Accreditation Board that regulates the operation of contractors in the country.
Marcos Rex Hall, DTI provincial information officer said application can be filed at the PCAB Office in Makati or at the DTI regional office in Baguio City.
The following is the schedule of filing of application for PCAB registration:  For those with the last digit of license number  is 0, the filing period is Feb. 1-14; 1 – Feb. 15-28; 2 – March 1-15; 3 – March 16-31; 4 – April 21-14; 5 – April 16-30; 6 – May 1-15; 7 – May 16-31; 8 and those with new licenses approved from January to March – June 1-15, and 9  and those with new licenses approved from April to June  is  from  June 16-31.
Contractors who fail to file their application for PCAB registration of shall be fined P5, 000.00.  An additional P5, 000.00 fine shall be imposed to contractors who file their application after June.

 Collado appointed new Ilocos police director 
CAMP FLORENDO, La Union – Chief Superintendent Charlo Collado is the new director of the Ilocos region police.
Collado took over the post from Chief Superintendent Gregorio Pimentel at the change of command ceremony on Friday.
Pimentel was named officer-in-charge of the directorate for intelligence, replacing Chief Superintendent Nestor Quinsay, who had retired. – Jun Elias         

2 girls drown in Manaoag
MANAOG, Pangasinan -- Two girls drowned while swimming in a river in Barangay Sapang here Feb. 25, police said.
The two were identified as Irish Mae Relosa, 15; and her younger sister, Angelo Joy, 12; both residents of Sitio Sagun, Barangay Pugaro, Manaoag town in Pangasinan.
Other residents who were also bathing in the river reported to the police around 4:31 p.m. that Saturday when they noticed the siblings were missing.
A few minutes later, the girls were found by elements of the Bureau of Fire Protection and Municipal Disaster Risk Reduction and Management Council six feet underwater and were not moving.
The siblings were identified by their aunt Dina Molina, 20.
The girls were rushed to the Manaoag Community Hospital where they were declared dead on arrival. -- PNA

Druggies fall in Baguio City PDEA buy-bust
BAGUIO CITY – An alleged member of a local drug group and a drug surrendee were arrested in a buy-bust operation by agents of the Philippine Drug Enforcement Agency Cordillera early Wednesday along Camdas Subdivision, Baguio City.
Eden Vincent Duyan Rapanut alias Vince, 40, of Camdas Subdivision, was arrested with Koren Olsim Agusdan alias Batsoy, 39 of Buguias, Benguet and resident of La Trinidad, Benguet when they sold a heat-sealed transparent sachet containing suspected shabu to an anti-narcotics agent of regional PDEA.
Upon arrest, the suspects yielded the buy-bust money and another sachet containing suspected shabu. They are now  detained at the PDEA-CAR jail facility pending the filing of cases for illegal drugs.

Man dies after jumping from truck in Isabela
JONES, Isabela --  A farm worker died after jumping from a moving truck to avoid a bee attack in a forested area here Feb. 25.  
The rear wheel of the vehicle hit Rolan Cacayan, 33, a resident of Barangay Minuri.
Supt. Manuel Bringas, Isabela police chief investigator, said Cacayan was with other farm workers when their vehicle hit a beehive.

Tarlac bocap shot dead
GERONA, Tarlac -- Bernard Visaya, chairman of Barangay Dicolor here, was in his service vehicle on his way to the barangay hall when he was shot Monday.
Visaya was pronounced dead on arrival at the Jecson Medical Center in Tarlac City.
Prior to the shooting, the neighbors of the victim said unidentified motorcycle-riding men were seen passing by the barangay hall. – Ding Cervantes

41 Panagbenga visitors injured in bus accident
TUBA, Benguet – Some 41 Development Bank of the Philippines employees were injured in a bus accident here in Barangay Poblacion before noon June 26. 
The employees came from the Mines View Park and were headed to the Panagbenga Festival in Baguio City when the accident occurred around 11 a.m. in Sitio Badiwan.
The DBP Hino bus was traveling downhill when its engine malfunctioned, said to Chief Insp. Jim Hilario, town police chief.
Bus driver Johnson Binabay, 48, lost control of the wheel and opted to slam the bus into a boulder to stop it.
The impact caused the bus to roll on its side.
The passengers were rushed to the Baguio General Hospital and Medical Center for treatment.

Man eating halo-halo shot dead
MABALACAT, Pampanga -- William Toribio, a resident of Barangay Mabiga here  was eating halo-halo in front of a store when motorcycle-riding men shot him several times.
The gunmen left a piece of paper that read, “magnanakaw ako, drug adik, wag tularan (I’m a robber and drug addict, don’t emulate).”

2 town workers hurt in Isabela shooting
SAN PABLO, Isabela -- Two municipal workers shot here Tuesday night in Minanga village here, and are in critical condition.
Pablo Guiquing and Roberto Macapagal were injured by gunmen who opened fire at their house at 9:30 p.m.
Relatives brought the victims to the Milagros District Hospital for treatment.  

Woman killed, two hurt in Vizcaya collision
SOLANO, Nueva Vizcaya -- A 54-year-old woman died, while two others were hurt, in a collision here Wednesday involving four vehicles.
Police said Lolita Valdez, 54, died on the way to a hospital after the tricycle ferrying her and Gaybert Balangatan, 43, struck a Mitsubishi Adventure owned by Nueva Vizcaya Provincial Agriculture Office, before colliding with two other cars on the road in Bascaran village at dawn.
The accident injured Balangatan and 52-year-old tricycle driver Rodrigo Brin, said SPO2 Joey Aquino of the Solano police.
The government vehicle was driven by Jonel Leano, who was not harmed.  

Drug suspect shot dead in Bulacan
SAN ILDEFONSO, Bulacan -- A drug suspect was killed here Wednesday. 
Armando Serrano, 27, a resident of Barangay Garlan, was driving his motorcycle on his way home when unidentified men shot him several times. The gunmen fled toward San Miguel.
Senior Supt. Romeo Caramat, Bulacan police acting director, said the fatality was recently freed on bail for motorbike theft and illegal drugs.

46 Ifugao cops attend investigation course
LAGAWE, Ifugao -- Forty six   investigators of police units in the province are attending Criminal Investigation Course at the Ifugao Provincial Police Office here.  
The 45-day course   is under the supervision of the Provincial Investigation and Detective Management Branch.  
Mayor Mariano Buyagawan, Jr. of Lamut who graced the opening of the training, urged police to actively participate particularly in the preparation of sworn statements and preservation of evidence until filing of cases in court saying in any case, it is a battle between the investigators and perpetrator. -- Marcelo Lihgawon

Danglas employs 7 drug surrenderees 
DANGLAS, Abra -- Seven drug surrenderees here are now employed by the local government. 
Mayor Florence Denise Bernos-Bragas said the seven were hired as administrative aides under direct supervision of the Municipal Police Office. 
Danglas was the first municipal local government to adapt a community rehabilitation program for surrenderees in support to anti-drug campaign of President Rodrigo R. Duterte. 
Bragas said the surrenderees who had drug tests last year undergo random drug testing to ensure they are no longer into illegal drugs and substances. 
The surrenderees expressed gratitude  to Mayor Poyee as they fondly call her, saying she had not  given up on them as they strive to help themselves in their rehabilitation.

Apayao declared drug-free province
KABUGAO, Apayao -- Apayao is now a drug-free province.
Cordillera police director Chief Supt. Elmo Francis Sarona made the declaration during the recent 22nd founding anniversary of the province here. He was joined by provincial officials led by Gov. Elias Bulut Jr. and Cong. Eleanor Begtang with Department of Interior and Local Government regional director Marlo Iringan and National Police Commission-CAR regional director Editha Puddoc.
Sarona said the declaration of the status  of  being drug-cleared went through a stringent validation and has complied with the parameters set by the Dangerous Drugs Board such as non-availability of drug supply, absence of drug laboratory, clandestine drug warehouse; marijuana cultivation site; drug den, pusher, user, protector and financer.
Apayao has also established drug awareness, preventive education and information and other related programs and voluntary and compulsory drug treatment and rehabilitation processing desks with the help of active Sangguniang Kabataan members. -- Redjie Melvic Cawis

Pasuquin bocap shot dead in bar
PASUQUIN, Ilocos Norte --  A village councilman was killed here Feb. 24 by a still unidentified gunman.
Vincent Manzano of Barangay Dilavo was with his friend Ronald Edurise, 33, when an unidentified man wearing a mask entered a karaoke bar in Barangay Davila iand shot him several times.
Police said Manzano was not on their barangay drug watchlist.

BAUKO MOUTAIN PROVINCE- The 11th Begnas festival held March 9-11 shall be celebrated with contests, games and  Department of Labor and Employment Secretary (DOLE) Atty Silvestre Bello as honorary speaker on March 10.
Assistant Secretary Atty Marie Banaag of the Presidential Communications Office (PCO) and former Natonin mayor shall be delivering her message at the Bauko Poblacion grounds on March 9.
Also, solidarity messages shall be delivered by adjoining municipality Tadian Mayor Atty Anthony Wooden and sister municipality of Tabuk City mayor Ferdinand Tubban.
Activities on March 9  include the opening of the agro tourism and livelihood fair on March 9 with the  festival’s theme, “Gabay di esek, sikan di taraken, bikas di umili: Gameng  ay  katagtagowan  di  lilitagwan”  (Robust  plants,  bounty animals,  people’s strength:  wealth  to  sustain  generation).
Bauko mayor Abraham Akilit  said the theme “embodies the nature of every Bauko people striving for food abundance while conserving the nature’s wealth for the future generation. We remember our forefathers’ saying, “et ed wani et mangan ka yan din anan-ak pay?” (it is good that you have something today, but how about the future generation?).
Vegetable producing Bauko boasts of its organic food products and processed foods such as   peanut butter, chili sauce, turmeric tea, popular lang-ay wines and Bauko Arabica coffee.  Search for healthiest barangay shall be done with Begnas cook fest particularly that of the local ‘sabeng’;  along with cultural presentations on the 1st day of the event.
A place blessed with nature’s beauty, the much trekked Mt Polis at Bagnen Oriente   including Layaan Trek   at Poblacion and Toktok Allan adventure at Bauko Poblacion shall kick off on March 9.
March 10 is a day for contests on folk dances, ballroom dances, musical-literary events, ballgames, and indigenous games with the participation of delegates from the municipality’s member-barangays.
March 11 shall also be a day for marathoners to join the run at 5:30 in the morning with assembly at the Municipal grounds.  
Begnas  di Bauko was declared as the official town fiesta of Bauko  through Municipal Ordinance No. 030-A.
Begnas is also called ‘pis-ik’ usually  performed  to  ask  Kabunyan, the spirits of the ancestors and spirits of habitation for socio-economic favors. Begnas is also performed after calamities and pestilence for protection. Begnas is the enabling  force  to renew  ties with  the people’s ‘ili’ where  thevillage  people  are  one   in  invoking   Kabunyan and  the  spirits for favor, protection  and  thanksgiving  for  their  homeland. 

Ifugao folks return home after NPA, army firefights

ASIPULO, Ifugao -- Residents affected by firefights between government troops and communist rebels here at Barangay Namal are back in their homes  after spending nights in government evacuation centers.
A total of 98 families consisting of 398 individuals returned to their  homes last week and received assorted goods from government and non-government organizations and kind-hearted individuals.
The families were evacuated after soldiers overran a suspected New People's Army camp in Sitio Pinugao, Namal here two weeks ago and  found ammunitions, three laptops, medical and food supplies and other personal belongings.
Acting provincial Disaster officer Cecil Unghiyon said the Social Welfare and Development office provided 500 food packs, 127 plastic mats, 127 blankets and 60 kits to families.
The provincial Disaster office also provided 27 blankets and four boxes of can goods, 10 sacks of rice and used clothes from Lamut town , blankets and clothes from  Kiangan town folks while Ifugao Rep. Teodoro Baguilat donated P15, 000, she said.
The Municipal Health Office of Asipulo also held medical consultations   after stress debriefing.
Meanwhile, Joseline Niwane, provincial Social Welfare and Development officer said affected families were not evacuated in Kiangan town as reported by some media outfits.

“They were evacuated in government facilities of the same barangay,” Niwane said. 

Gambling, drinking, smoking rampant at city tennis facility

BAGUIO CITY – Following findings that gambling, drinking of liquor and smoking were rampant at the tennis facility which houses a canteen within the Athletic Bowl here, a fact-finding team said the city government should take over the management and operation of the facility in cooperation with the Baguio Tennis Club.
This was the recommendation of the three-man committee which Mayor Mauricio Domogan created to look into the complaints lodged by some parents on alleged gambling activities and insufficiency of training time given to tennis athletes at the tennis court.
The team composed of city legal officer Melchor Carlos Rabanes represented by Attorney III Isagani Liporada, city environment and parks management office assistant department head Ruben Cervantes and secretary to the mayor Rafael Tallocoy found out that while the city tasked the BTC to manage and operate the courts by virtue of Resolutions No. 106 series of 76 and 24 series of 1980, this was not consummated as there was no management contract executed between the parties.
This leaves the city as the lawful overseer of the tennis courts in compliance with its responsibilities as the administrator of Burnham Park and all its facilities as per Executive Order No. 224 series of 1995 and Executive Order No. 695 series of 2008.
The team suggested that “a special committee which includes a member of the BTC who has the expertise in managing, maintaining and operating the facility, be formed to draw up plans for the eventual City-led management, operation, maintenance and development of the facility as part of the Baguio Sports Complex.”
The committee said that a city-led management of the facility would ensure proper implementation of laws prohibiting gambling and smoking in the area which the BTC cannot enforce albeit it may impose warnings and sanctions on its club members.
The team however clarified that the city take-over “does not mean dissolution of the BTC” but rather should “empower and aid BTC in realizing its goals.” 
“The importance of maintaining the BTC as an independent organization tasked to develop the sport and to train local athletes can never be too overemphasized with the passage of Ordinance No. 20 series of 2016 (The Baguio-based Athletes and Coaches Incentives and Benefits Ordinance) which requires among others membership in an accredited sports club or organization operating within the (city)… to qualify athletes and coaches to benefits enumerated in the measure,” the body noted.
At the course of the investigation, BTC representatives admitted the following: that some their members play card games while waiting for their turn to play but denied knowledge of bets being made; that some members smoke and thus a smoking area was even identified; and that some members engage in drinking of liquor and “minus one” singing sprees in the area.

On the use of facility by the athletes, Dr. Fernando Eleponga of the city schools division said none of the coaches corroborated the reported incident while he confirmed that the BTC has been extending free assistance to the athletes during practices. 

Amid NIA corruption, KMP wants free water

A nationwide farmers group urged Congress to hasten approval of the free irrigation bill following latest controversy involving firing of National Irrigation Administration chief Peter Lavinia from the agency for alleged corrupt practices.
The Kilusang Magsasaka ng Pilipinas said NIA is prone to corruption. 
“Baka nakurakot na ang pondo para sa subsidyo sa libreng irigasyon? “We need to be assured that there will be no collection of irrigation service fees from farmers and irrigators associations," KMP said in a statement.
“May dumadaloy na pera direkta sa bulsa ng ilang tiwaling opisyal at contractor ng NIA pero walang tubig sa mga irigasyon,” said the statement noting that corrupt practices in irrigation usually involve overpriced and substandard irrigation projects.
Late last year, the Department of Agriculture and the NIA announced irrigation services would be free starting 2017.
Congress allotted additional P2-billion for the NIA this fiscal year to cover the ISF collected by the agency from farmers’ irrigators associations.
The said allocation will be used to cover operating requirements of NIA and the maintenance of existing irrigation facilities which were previously funded out of the collections from ISF.
"We urge Congress to fast-track the approval of the free irrigation bill which has gathered strong support from farmers, legislators, irrigators associations and even government agencies," said KMP secretary general Antonio Flores. 
"In the absence of a law on free irrigation, the NIA should issue clear-cut guidelines on non-collection of irrigation service fees," Flores said.
The NIA is asking a total of P370 billion to establish irrigation projects under its 10-year masterplan

The KMP said it will launch actions in the coming weeks to press for long-overdue free irrigation. 

NPAs abandon two Kalinga camps as AFP ups operations

BALBALAN, Kalinga – Army troops found two camps here communist rebels abandoned in haste as government forces intensified combat operations forcing rebels to leave their bases.
2Lt. Edgar Jeric Gonzales of the 50th Infantry Battalion based  here bare this saying the first camp was discovered Feb. 14 at Barangay Ab-abaan while the other was on Feb. 23 at Sitio Guin-ang in  Dao-angan.
According to Gonzales, civilians tipped off the military on the camps where New People's Army guerillas reportedly splintered into small groups to evade pursuing soldiers.
The 50th IB had resumed military operations following lifting of unilaterally-declared ceasefire in February.
 President Rodrigo Duterte, who had initiated a resumption of peace talks with rebels, earlier directed the military to launch all-out-war against them nationwide.
The NPA, which had been the first to cancel the ceasefire, is holding six police and military personnel as prisoners of war in areas of Mindanao.
 Soldiers earlier overran a huge rebel camp in a remote Namal barangay in Asipulo town, Ifugao following a running gun battle with fleeing rebels.
This, as Army Lt. Col. Gulliver Señires, commander of the 50th IB, said they will pursue localized peace talks with rebels “provided the NPAs are sincere, present sensible terms, and the right people are involved.”
While there are no peace talks, Duterte’s all-out-war policy will be sustained with public assurance that human rights are respected, international humanitarian law and rules of engagement are observed, he said.
Señires though called on the NPAs including the "Militia ng Bayan" to surrender and avail of the benefits under the Comprehensive Local Integration Program.

The program offers P7,000 in re-integration assistance; P15,000 in immediate assistance; P50,000 in livelihood assistance, remuneration for surrendered firearm and PhilHealth membership for NPA members who turn themselves in.

Ilocos mayor’s secu head; ex-cop killed in ambush

SOLSONA, Ilocos Norte — The chief security aide of town mayor Alex Calucag was shot dead here at about 8:08 p.m. Tuesday as he drove through the national highway in San Marcos village.
 A retired policeman, Warlito Maruquin, 61, was driving with another retired police officer, Abdon Laureta, 56, when armed men on a motorcycle fired at their vehicle, killing Maruquin and wounding Laureta.
Laureta was brought to the Black Nazarene Hospital in San Nicolas town and he is now in stable condition.
Responding police officers and forensic investigators recovered from Maruquin’s car numerous guns and ammunition and eight pieces of heat-sealed transparent sachets containing residues of suspected shabu (methamphetamine hydrochloride).
At press time, investigators have yet to determine the reason for the attack.
Maruquin was charged with murder and grave threat before the Office of the Provincial Prosecutor in Laoag City on Nov. 24, 2016, police records bared.

However, the case was dropped because the complainant and witness executed affidavit of desistance.  

Ex-DAR Cordillera exec found guilty of bribery avoids jail time

BAGUIO CITY -- A former official of the regional Dept. of Agrarian Reform found guilty of direct bribery has found a way to avoid serving his jail sentence.
In a four-page resolution released Thursday, the Sandiganbayan Fifth Division granted the application for probation of Napoleon Baguilat, DAR adjudicator in the Cordillera Administrative Region and uncle of Ifugao Rep. Teddy Baguilat Jr.
The anti-graft court said Baguilat should just report to the chief probation and parole officer at the Quezon City Hall of Justice twice a month for three years.
He was also required to render community service, including tree planting activities.
The case against Baguilat stemmed from accusations that he demanded and received P100,000 from the lawyer of Sta. Lucia Realty and Development Inc. in May 2001 in exchange for a favorable ruling on a land dispute.
He was sentenced to a maximum of three years in prison.
The anti-graft court said it granted Baguilat’s application for probation upon the recommendation of probation and parole officer Romeo Cachin.

However, the court said Baguilat could not transfer his place of residence or travel for more than 30 days without approval of the probation and parole office.      

Piston assails gov’t over planned PUJ phase-out

BAGUIO CITY – Jeepney drivers and operators here assailed government for planning to phase out public utility jeeps from plying the streets saying this would hurt the poor more.  
Pinagkaisang Samahan ng mga Tsuper at Opereytors Nationwide (Piston) Metro Baguio president and national vice president Carlito Wayas said they will join nationwide transport strike against planned jeepney phase out by government's agency for transportation.
Wayas urged other drivers and small operators in Baguio and Benguet and the whole Cordillera to stand up against any move to snatch away their livelihood.
He said their children and their children's children will suffer from hunger and economic displacement and the ones to be blamed for such are those who chose to keep silent and did not bother to say no to any injustice.
He said the planned jeepney phase-out was opposed during the past administration and is now being insisted again by the present administration through the technocrats in its cabinet.
Wayas said that the technocrats in the government are bent to snatch away their source of livelihood and let their families go hungry just to push through with their interests.
Wayas who is one of the lead conveners of the Movement Against Jeepney Phaseout said e-jeeps and so-called modern jeeps can hardly be afforded by poor jeepney drivers and operators.
He said this move to phase-out the jeeps is collaboration between the capitalists after huge economic gains.

Jeepney operator Cris Lagyop said that instead of insisting measures that are making the lives of the poor people harder, it should study first the real plight of the drivers and come up with pro-people programs that are not business driven.

Ilocos Norte women given livelihood opportunities
LAOAG CITY -- Ilocano women entrepreneurs showcased their products at the Provincial Capitol parking lot here March 6 to 10 while vying for the best booth award.
This is an offshoot of the provincial government’s “Lacasa” (wooden Iluko chest) loan program which provides additional capital to women entrepreneurs.
The program helped over 600 Ilocano women in 2016 alone in strengthening their small businesses.
Nelinda Erice, head of GAD said more Ilocano women have joined the workforce.  
"These show that women are not being left in the home nowadays. We are going out because the province has recognized our important role as partners in any developmental aspect of society,” she added.
Marcos said that the livelihood and employment programs for women are not merely additional income. 
"More frequently they are the main and single source for family income," Marcos said.
In addition to the Lacasa loan, the GAD office regularly conducts parent education programs in barangay communities; school symposia on teen pregnancy, rape and sexual harassment; and seminars on fertility awareness.
Other Women's Month activities in Ilocos Norte this year include National Buntis Day Celebration and Kinni-Kinni ("kembot" or "swaying hips") Parade on March 10 and women's fora from March 14 to 22.

Paracelis folks construct school pavement ‘bayanihan’ style 
PARACELIS, Mountain Province – Parents of Anonat National Agricultural and Vocational High School here and community folks showed the “bayanihan” spirit  when they recently constructed a ground pavement in the school worth P100,000.
The project was due to school head, Dr. Ma. Marissa A. Balao-as who earlier
passed a resolution to provincial board member Florence N. Taguiba requesting her office for a help in sourcing funds to construct the pavement during the administration of then Gov. Leonard G. Mayaen who passed away early last year.
The school was notified early this year that the project will be implemented Feb. 9. This made the school head decide to seek help from concerned stakeholders to provide needed materials for construction. On Feb. 8, parents extended manual service and finished the work that day.
The community people of Anonat represented by the barangay captain, Bonifacio I. Ramos and Balao-as expressed gratefulness to Gov. Bonifacio C. Lacwasan Jr. who gave immediate action and made the implementation of the project a reality. -- Funny B. Fiadcong

Arnis back in 30th season of BBEAL
BAGUIO CITY --- Arnis had its comeback game for the 30th season of BBEAL March 4 here at Philippine Military Academy.
In 2014, the Baguio-Benguet Educational Athletic League (BBEAL) committee removed arnis as part of the annual competition because the event lacked the number of participating schools.
After three years, Arnis is back on BBEAL. Participating schools are Benguet State University, Philippine Military Academy, Saint Louis University, University of Baguio, and University of the Cordilleras.
Though Arnis was off in BBEAL for three consecutive years, this season is as intense as before. It thrilled the audience inside the “Jurado Hall” of Philippine Military Academy, this year’s venue for Arnis.
After hours of fierce competition between the participating schools, the University of Baguio conquered and was awarded as the over-all champion for both men and women.
The UB men garnered 7 gold medals while women triumphed with 5 gold medals. A total of 12 gold medals brought the University of Baguio Arnis team to the top. Meanwhile, SLU was awarded as the over-all 1st runner up, PMA as 2nd runner up, and UC and BSU tied as the 3rd runners up.

Congress probes GATT-WTO effects in La Trinidad hearing
LA TRINIDAD, Benguet -- –  The Lower House’s special committee special committee on globalization and World Trade Organization conducted an inquiry here March 3 in aid of legislation, on effects of local vegetable industry of Benguet and nationwide of implementation of general agreement on tariffs and World Trade Organization’s (GATT-WTO) policies and programs in the country.
              The first Congress committee hearing was held to discuss effects on the local industry of the implementation of the Resolution 797.
In the hearing, discussed were effects of imported vegetables on local products of the farmers of Benguet, agricultural situation of Cordillera, promotion of organic vegetables, trade remedies and other things concerning the farmers and vegetables.
According to Rep. Ariel B. Casilao, the public hearing was held to know and show what is happening to farmers and response on demands of farmers.
In attendance were Reps. Ariel B. Casilao, Carlos Isagani T. Zarate, Emmi A. De Jesus, Antonio L. Tinio, Arlene D. Brosas, France L. Castro, Sarah Jane I. Elago, and Ronald Cosalan.

BCDA aims for
Clark Green City
CLARK, Pampanga — Dubbed “the most ambitious project yet,” Bases Conversion and Development Authority (BCDA) is bent to construct the Clark Green City in the province.
BCDA is a government-owned corporation that is behind master-planned global cities and self-sustaining communities that boost national economic growth.
            According to BCDA President and Chief Executive Vivencio Dizon, the 9,450-hectare state of the art metropolis is located within the Clark Special Economic Zone (CSEZ) and will be the very first true green and gifted city promoting inclusive growth that will boost Philippines’ global competitiveness.
             Dizon emphasized that the Clark Green City has the potential to become the premier city of the Philippines.

Baguio Pony Boys Day 
BAGUIO CITY – “Cowboys” of Wright Park here held their annual Pony Boys Day on March 4. This year, they launched their first sports fest. The event not only consisted of horseback riding (gymkhana) but included basketball and other sports.
As part of the Panagbenga festival, the pony boy’s day is always held every first Saturday of the month of March. The highlight of the event is to give importance to the pony boys of all the organizations of the city of Baguio for their effort in promoting tourism according to councilor Mike Lawana.
Lawana said the event was sponsored by the city government with private sponsors such as Globe and United Guardians Brotherhood Bayang Pino-Pilipinas Incorporated or UGBPPI, said kagawad Julius Ampal, vice president of Wright Park Pony Boys and program host.
The event started with a prayer led by father Mario Tambic, parish priest of Our Lady of Lourdes, followed by national anthem led by punong barangay of Lualhati PB Norma D. Bustarde.

Baguio, Korean, local rotary clubs hold medical mission
BAGUIO CITY -- The city government here partnered with Rotary Club of Baguio, Korea and other agencies and conducted medical mission at city hall.
Services were free eye checkup, medical consultation, dental services, OB gyne, minor surgery, acupuncture, free medicine and free clothes from Korea.
Domogan said "We will continue by all means to promote this kind of partnership where in those from sister cities in South Korea including the sister clubs of our existing rotary, the lions also in the city of Baguio will continue and conduct medical missions that can help others who are in need of help.”

Ilocos Norte women taught self-defense
LAOAG CITY -- – The provincial government is teaching its women self-defense, while giving them livelihood opportunities, as it celebrates Women’s Month.
Under the Provincial Gender and Development Office, Ilocos Norte's 2017 celebration of National Women's Month kicked off with a women's trade fair and self-defense training for female students.
Students in Grades 10 and 11 from the first district towns of Bacarra, Piddig and Vintar joined self-defense trainings at the Vintar Auditorium since two weeks ago, said Ilocos Norte provincial information officer Jun Godoy.
Female students were also trained at second district towns of Currimao, Pinili and Badoc at the Badoc Auditorium.
Training female students were 20 policewomen from the Ilocos Norte police.
Gov. Imee Marcos urged victims to report domestic violence and sexual harassment to increase awareness of women's rights.
             "We still need to move forward into the millennium so that these practices, customs, and wrongfully-accepted behaviors are finally put to an end," said Marcos.

190 Central Luzon firemen needed
CITY OF SAN FERNANDO, Pampanga — The Bureau of Fire Protection is  hiring 190 Fire Officers I for Central Luzon to expand its team and increase capacity to deliver vital services.
BFP regional director Chief Supt. Aloveel Ferrer said the number of slots per region is determined by the BFP Central Office as part of its program of activities for the simultaneous conduct of regular hiring and selection of fire officers nationwide.
“It is open to all Filipino citizens who are not less than 21 years old but not more than 30 years old, bachelor’s degree holder, board passer or holder of 2nd level eligibility, and has a height of at least 1.57 meters for females and 1.62 meters for males,’’ said Ferrer.
The requirements include a handwritten Personal Data Sheet (Civil Service Commission Form 212); two pieces passport size colored picture with name tag; photocopy of unexpired Professional Regulation Commission License ID or authenticated Civil Service Commission Certificate of Eligibility; transcript of records duly authenticated by the school registrar; original Philippine Statistics Authority (PSA) copy of birth certificate and clearances (barangay, mayor, MTC, RTC, police and NBI).
An original PSA copy of marriage certificate is also required for submission for those married female  applicants.
In addition, applicants are also required to submit their driver’s license/NC III TESDA Certificate for driving and a certificate of waiver from the BFP chief, if any.

Baguio market summit approved
BAGUIO CITY – The city council passed a resolution calling for the conduct of a market, trade and commerce summit here to improve and further develop the present market, trade and commerce situation in the city.
      It also envisions to make the Baguio City Public Market as the Summer Capital’s main tourist attraction that is safe, drug and crime-free, clean and orderly that may be achieved through an inter-agency and concerned stakeholders effort being established and interventions to be set up to deal with the “myriad of problems that have long been weighing down the area”.
       Councilor Leandro Yangot, Jr., the measure’s author, revealed that as the chair of the august body’s committee on market, trade and commerce, he has held a dialogue with market stakeholders as an initial move for the conduct of a summit to gather and thresh out all the concerns to make business relations in the market thriving yet organized.
       The resolution points out that the Baguio City Public Market, being the “face of the city”, is supposed to showcase best practices in market, trade and commerce to tourists and the community it serves and confident that workable plans could be achieved.
       “There is a need to synergize all efforts in achieving this goal,” the approved measure stressed.
       It stated that the summit’s aim is to make the city market a world-class market.  “If not, at least make it presentable to Baguiotes including domestic and foreign tourists,” the measure added.
       “The conduct of a market, trade and commerce summit will allow various stakeholders to take active part in injecting their inputs relative to the multifarious issues and concerns surrounding the city’s market, trade and commerce industry, evaluate these concerns and come up with short-term, medium-term and long-term plans and solutions,” it stated.-Gaby Keith and Cassey Francis

Air monitoring machines to be put up in Baguio
BAGUIO CITY – The Cordillera office of the Environmental Management Bureau said the government plans to install ambient air monitoring machines in all urban centers in the country to closely monitor the air quality in the said areas.
Reynaldo S. Digamo, EMB-CAR regional director, said the installation of ambient air monitoring machines in urban centers is part of the medium-term development plan of the agency for the years 2017-2022 to help in the implementation of updated programs and interventions key to having clean air.
The EMB-CAR official said it is unfortunate that the earlier P300 million allocated by the agency for the purchase of air monitoring machines to be installed nationwide has reverted to the general fund as part of the capital outlay of their central office after the lapse of two years, thus, the need for them to re-strategize how to acquire the needed machines for the urban centers.
He claimed the EMB-CAR is eyeing the purchase of state-of-the-art ambient air monitoring machines to be installed in urban areas in the country instead of the traditional mobile monitoring stations to be able to continuously get the actual data on the prevailing air quality in the said areas. -- Dexter A. May declared Farmers Month in Baguio
BAGUIO CITY – The City Council approved a resolution declaring the month of May as Farmers Month in the city in recognition of the role of farmers in the overall development of the city for over a century now.
The resolution authored by Councilor Leandro B. Yangot, Jr. stated with the technological advancement and agricultural modernization, the farmers and agricultural practitioners in the city can actively take part in the celebration so they could also benefit from the programs, projects, and activities of the government.
In the city, Yangot disclosed there remain many areas utilized for agricultural purposes that serve as the
major source of livelihood particularly for the residents of outlying barangays like Sto. Tomas School Area, Sto. Tomas Proper, Bakakeng Central, Bakakeng Norte/Sur, Camp 7, Loakan Proper, Loakan Liwanag, Happy Hallow, Baguio Country Club, Gibraltar, Pinsao Proper, Pinsao Pilot Project, Ambiong, and other areas.
Under the newly approved city land use plan, several areas in the city had been identified as agricultural zones due to the presence of agricultural lands being tilled by farmers for domestic and commercial requirements.
 For several years now, Yangot said Baguio has not celebrated Farmers Month because the city was presumed to have no agricultural lands and farming is not being reportedly practiced. – Dexter A. See

BANGUED, Abra -- The Abra Centennial celebration officially kicked off  March 1 with the hoisting of municipal banners by all local chief executives and launching of Centennial  Bazaar at the Abra Sports Complex.
A time to promote the bamboo industry, exhibited were designed bamboo products time like frog-like hamper, Centennial cup and trophies, bamboo electric fan, bamboo kiosk for couples, recycle bins, vases and picture frames, tall bamboo lampshades, double-decked rocking chair with food tray and many more,  are exhibited for the first  earning the  admiration of  the public.
Gov. Maria Jocelyn V. Bernos in her welcome remarks cited exhibitors and bamboo advocates who made the Centennial Bazaar possible. She also asked the Department of Trade and Industry who partnered with them in this event to continually support all other government programs and projects to hoist up economic development of the Abrenios.
Special guest DTI regional director Myrna Pablo congratulated Abra for its 100 years and for the one- of- a- kind bamboo display she saw like the bamboo electric fan made in Tubo.
“Ang galing naman. It’s my first time to see something like this,” she commended as she switched it on.

Fun run set March 12 to help kidney patient
BAGUIO CITY -- Maintain a healthy lifestyle and at the same time help save a life.  This is the advocacy of the Cordillera Youth Leaders (YCL) as they urged the public to participate in the “Run for a cause” set here Summer Capital today (March 12.)
With the slogan, “Run for the fun, donate for the cause,” the CYL, aims to increase awareness on the importance of having a healthy lifestyle and at the same time, to bring more people into one single community that extends a hand to those who really need it.
Beneficiary for the fun run is Daniel Falag-ey, a 25 - year old Developmental Communication graduate of Benguet State University who traces his roots in Sagada and Sadanga, Mountain Province. 
He was diagnosed in March last year with chronic kidney disease Stage-V secondary to Chronic Glomerolu Nephritis; hypertension and anemia.
Due to his severe condition, Falag -ey needs an organ transplant. At the same time he also needs help for laboratory fees as his family is hard up in coping with his medical expenses.
His mother will be the donor for the kidney transplantation once the family raises enough money for the procedure.
The March 12 fun run will start 4 a.m. and finish at the Baguio Athletic Bowl. 
There will be   four categories - 3 kilometer, 5K, 10K and 21K- with registration fees of P350, P500, P600 and P750, respectively.
The registration fee includes a race shirt and bib, certificate, snacks and goody bag.  The top three finishers in the 5k, 10k and 21k will get cash prizes.
Free flowing coffee will be available for all runners.

Abra mayor orders rabid dogs killed
LAGAYAN, Abra – Mayor Jendricks S. Luna gave the permission to kill rabid dogs in the town to ensure the protection of the people from rabies,
The municipal government here has intensified is efforts against the spread of rabies with massive vaccination of dogs and cats and   information education campaign (IEC). 
The Office of the Municipal Agriculturist headed by Rowena Martinez conducted a massive vaccination to all the dogs and cats in barangays Poblacion, Pulot, Bai, Collago and Pang-ot.  It was complemented by the conduct of IEC at Pulot National High School in partnership with the Department of Education and the Office of the Provincial Veterinarian.
The IEC on anti-rabies in Lagayan was the first local government unit-initiative conducted in the province. It aimed to educate at the same time warn the general public of the dangers of rabies and how to prevent the infection and spread of such fatal disease. -- Maria Teresa B. Beñas


BFP-Kalinga brings fire awareness drive to villages
CITY OF TABUK, Kalinga– The Bureau of Fire Protection provincial office is bringing its fire safety education drive to the barangay level.
This is to give more focus on  the Fire Prevention Month’s  theme, “Buhay at ari-arian ay pahalagahan, ingat sa sunog ay sa sariling bahay simulan.”
Fire Chief Insp. Ramil Borja, BFP-Kalinga chief said   their office kicked-off the provincewide information-education sortie at Barangay Lanna, here, where barangay officials and residents were lectured and trained on fire prevention and response. More barangays will follow.
The celebration of Fire Prevention Month in the province also includes revitalization of Barangay Fire Brigades as community-based response teams while BFP fire fighters are called to the area in case of a fire.
The BFP-Kalinga also included in its activities literary contests on fire safety and prevention in schools to raise awareness among the students.
Borja said the IEC campaign should target students who are effective multipliers of information, enabling them to reach out to more homes in the community. 
Students and teachers of St. Tonis College in this city were already given lectures of fire safety and prevention.
The BFP is also getting ready for the regional fire Olympics to be held in Abra. This annual event is part of the Fire Prevention Month celebration every March. -- Larry Lopez

 DOT, partners launch Project ‘Puraw’ village painting 
BAGUIO CITY -- The Department of Tourism  and its partners formally  launched project “Puraw” or the White Roofs Community Painting Project for Quirino Hill  here Feb. 25.
Spearheading the launching ceremony  and   memorandum of  agreement signing   were DOT officials headed by Undersecretary Alma Jimenez and  DOT Cordillera regional director Venus Tan,  Environment  and Natural Resources regional director Ralph Pablo, mayor Maurico Domogan, Rep. Mark Go and Boysen Philippines vice president for marketing Ruben Cueto.
Officials of the involved community barangays were  also  present.
Project “Puraw (an Ilocano term for white)” is part of DOT’s REV – BLOOM, an urban tourism redevelopment program and awareness campaign that aims to rev – up, revive, re – visit and revitalize potential destinations in Baguio and nearby Benguet towns.
Through Boysen paints, roofs of the houses in Quirino Hill numbering about 1,500 will be painted white to give the community a cool color.
A touch of green paint will also be used to give an artistic look to the community.
Tan said Project “Puraw” will not only make Quirino Hill a tourist attraction but it will be the first climate change – adaptive community in the country. 
The white paint she said, will help protect the eco –system in the area as it will also reduce the effect of heat brought by global warming
Cueto said the painting of the houses in Quirino Hill will start this month.
Project Puraw is the second community painting project of DOT under REV – BLOOM, an initiative of Tan. The first is the giant art mural for the community of STOBOSA in Km. 3 in nearby La Trinidad, Benguet. -- E. Sison

Free anti-rabies vaccination available  in Benguet barangays
LA TRINIDAD, Benguet -- Pet owners may now bring their dogs and cats and avail of the free anti-rabies vaccinations in designated areas in respective barangays in benguet.
Dr. Miriam Tiongan, Provincial Veterinarian Office chief, this is in line   declaration of every March as Rabies Awareness Month towards the attainment of a rabies-free status.   With the continuing activities on rabies prevention and awareness, it is hoped that rabies-free status will be attained by 2020.  
Governor Crescencio Pacalso hopes the province will attain a rabies-free status sooner. “Rabies even if fatal is 100 percent preventable through massive vaccination. We will rekindle the program so that everybody will help promote,” he said.
For an area to be declared rabies-free, it has to satisfy requirements such as at least 80 percent vaccination of dog population, existence of ordinance in municipalities on rabies prevention, consistent zero record of rabid cases whether dogs or humans, Dr. Arlene Sagayo of the Department of Agriculture said.
Last year, the province reached 87 percent accomplishment of dogs vaccinated or equivalent to 30,698 with the Department of Health focusing on the preventive aspect and allotting funding for the purchase of animal vaccines.
Rabies Awareness Program with the theme, “Rabies Iwasan, Alaga’y Pabakunahan”, was launched in the province through a motorcade, lectures, vaccination and briefing of vaccinators.

Kalinga Treasures Trade Fair rakes in P6.6 million in sales
TABUK CITY, Kalinga -- Organizers of this year’s Kalinga Treasures Trade Fair recorded record-high sales of P6, 602,365.
Aurora Sanet of the Trade and Industry provincial office, lead organizer of the event, said they targeted P5 million in sales this year considering that   people of the province suffered massive losses from  super typhoon “Lawin”   October last year.
The comparative sales in the annual fair had remarkably risen from P4.8M in 2015 to P6.4M in 2016 and 6.6M, this year.
Sanet attributed the sales performance to the increasing innovative skills of producers with DTI’s continuing product development and marketing assistance.
This year, the top-selling sector was   furniture with  P2,305,605 followed by wearables-gifts-home-decors – P1,944,380; processed foods – P1,167,656; ornamentals – 738,414 and other sectors – P446,310.
Sanet reported that   19 of the 99 exhibitors came from the provinces of Ifugao, Nueva Vizcaya, Benguet and Baguio City.   
The fair was organized as part of the highlights of the annual celebration of the province’s founding anniversary.
Sanet lauded the Chamber of Kalinga Producers, Inc. (CKAPI) which is working for the development of micro-business in the province, for leading with DTI the organization and conduct of the annual trade fair. – Larry T. Lopez      

DOLE, PDEA join forces for drug-free workplaces
BAGUIO CITY – The Department of Labor and Employment - Regional Coordinating Council  and Philippine Drug Enforcement Agency - Cordillera are joining  hands against illegal drugs in the Cordillera Administrative Region.
The RCC and PDEA-CAR will convene to finalize signing of the memorandum of agreement which is aimed at strengthening the fight against this social menace.
DOLE-CAR regional director Exequiel Ronie A. Guzman, chairman of the RCC and PDEA-CAR regional director Edgar Afalla agreed on provisions, roles and responsibilities of both agencies for programs and activities against drug abuse in the Cordillera especially in workplaces.
Guzman said under the MOA, the primary role of PDEA-CAR is to provide technical assistance to DOLE-CAR and the RCC such as resource speakers, information materials for information drives and activities and to assist on drug-related concerns.
DOLE Department Order No. 53, series of 2003 requires all establishments to adopt drug-free workplace policy and program to ensure a safe and healthy workforce. It is mandatory to all private establishments employing 10 or more workers to formulate and implement drug abuse prevention and control program in the workplace and also to adopt a policy against dangerous drug use and alcoholic abuse among its employees.
Workplace policies and programs on drug abuse prevention and control to be adopted by companies shall include, among others, advocacy, education, and training; drug testing program for officers and employees; treatment, rehabilitation, and referral; and monitoring and evaluation.  -- Patrick T.Rillorta

TESDA- Mt. Province gives free haircut to inmates  
BONTOC, Mountain Province– The Technical Education Skills and Development Authority (TESDA) provincial office conducted free haircut for inmates of the Bureau of Jail Management and Penology  here.
Christine Oliquiano of TESDA here said the “Gupit para kay Kardo” project was in partnership with the Mystique Touch Salon and Spa, Kellers Salon, Cres Parlor and the Thween’s Parlor. Some 19 inmates of  53 inmates  were beneficiaries of the project. -- Juliet B. Saley


Tabuk collects P13M from business permits, licenses
CITY OF TABUK, Kalinga, Feb. 28 (PIA) – The city’s intensified regulatory drive on business operation had yielded P13, 898,999 in fees from applications and renewals of business permits and licenses.
Olive Mendoza of the City Treasurer’s Office (CTO) reported business accounted P13, 287,524 while tricycle permits contributing P611, 475.
CTO records show there were 1,407 business owners and 1,665 tricycle operators that applied for permit and license renewals.
Because of the high number of transactions, the city government  extended until Jan. 31 the “no-penalty” application and renewal of business permits and licenses  from its Jan. 20 deadline.  
Ralph Matammu, head of the City Business Permit and Licensing Section, said after the extension in application, late applicants are charged extra fees as penalty.
Under the revenue campaign of the city-LGU, business establishments and tricycle operators with no proper permits are dealt with accordingly, Matammu said. -- Larry T. Lopez

 NNC to put up 10 Nutriskwela community radio stations
LAGAWE, Ifugao- - More Nutriskwela Community Radio (NCR) stations  will be put  up in the country this year to empower the community through  dissemination of correct, relevant and up-to-date nutrition and health information.
Jovita Raval of the National Nutrition Council said part of the council’s plan for 2017 is the putting up of 10 new stations under phase 5 of the Nutriskwela Community Radio Network Program (NCRNP).   Currently, there are 35 existing nutriskwela community radio stations nationwide.
Raval said the NNC will also support upgrading of 10 existing stations and conduct refresher training courses to selected stations. It will also conduct monitoring visits and other activities to help strengthen NCRs nationwide.
The NCRNP of the NNC was borne out of a need for a long-term and cost-efficient strategy to address the problem of hunger and malnutrition in the Philippines through the use of radio, the most available form of mass media.
The NRCNP involves the setting up of non-profit, non-partisan community radio stations and the training of broadcast personnel in areas of the country with high malnutrition prevalence and which do not have easy access to broadcast media.
Nutriskwela Community Radio aims to empower the community through the dissemination of correct, relevant and up-to-date nutrition and health information, as well as educational and developmental information from all relevant sectors of the community, government agencies, and non-government organizations.
The first phase of the project was implemented in 2008 with five community radio stations established.
In 2010, the second phase of the Nutriskwela Community Radio Network Program was implemented with the establishment of another 10 stations while in 2012, 10 stations were established under phase 3 and in 2015 another 10 stations were put-up under  phase 4.
In the Cordillera, NCR stations are Radyo Kiphodan, DZNC-FM 99.1 MHz in Lagawe, Ifugao;  Radyo Kabinnulig, DZNA-FM 99.7 MHz in Lagangilang , Abra,  and Radyo Kasaranay, DZNQ-FM 96.7 MHz, in Luna, Apayao . -- Marcelo B. Lihgawon

OPVet to dog owners: Inject pets against rabies
BONTOC, Mountain Province -- The Office of the Provincial Veterinary urged dog owners to have their pets vaccinated against rabies to eradicate the disease in the province.
Provincial Veterinarian Rodel Bagawi told government employees here the OPVet and the Municipal Agricultural Offices will conduct anti-rabies mass vaccination as one highlight of the observance of the National Rabies Awareness Month this March.
The yearly dog anti-rabies vaccination drive is in support to the national government’s campaign of rabies-free Philippines by 2020.
Bagawi said pet owners can bring their pets to their respective MAOs or to the OPVet for the free anti-rabies immunization. 
Barangays officials can also coordinate with their MAO for the scheduling of the anti-rabies vaccination in their barangays.
Veterinarians said mass vaccination of dogs is the most effective way of controlling and eradicating rabies, which is one cause of deaths among humans.They said rabies can be eradicated if all dog owners will have their pets three months old and above vaccinated. -- Andrew Doga-ong

BANGUED, Abra -- The provincial government launched the Abra Pasalubong Center and Centennial Exhibit March 1 as part of the Abra Centennial celebration opening activities.
Goods and souvenir items all over the province are available in the newly launched and first ever Pasalubong Center.
There are  ‘abel’ (woven) bags and clothes, bamboo sling bags, hand bags and back packs, mini bamboo bike display, tee shirts, button pins, bamboo fans, bamboo plates and batek (Tingguian beads).
There are also herbal soaps made by the women organization of Tubo and other herbal products.
Food products like chichacorn, coffee, muscovado, balikutsa (native candy), inladit (sweetened crackers), linaddit (vegie noddles), basi (wine), tablea (chocolate), vinegar, pickles and puree are also available.
Vegetables abundant in Abra all year round like squash, ginger, radish, tomatoes and cabbage and lettuce from the upland areas are on sale, too.
Meanwhile, it’s a walk back in time in the Centennial Exhibit featuring the life, customs and tradition of Abrenios in the past.
Displayed in the exhibit are gears the Abrenian forefathers used like ‘kalasag’ (warrior shield), ‘kampilan’ (sword during Japanese occupation) and ‘Solbatana’ (Tingguian hunting blow gun).
Dining wares like ‘kubyertos’ during Spanish era and the ‘dulang’ or the native low dining table are also in the exhibit.
Evident that Abrenios even long before show love and passion for music are musical instruments like ‘Ulibao’ (bamboo harp), ‘Gangsa’ (gong) and ‘Tongatong’ (bamboo brass).
In terms of fashion, on display are different Tingguian clothes, distinctively woven Tingguian Kinamayan Healing Ritual Cloth or the so called “rainmaker”, and the 150-year old Tingguian Women Batek.
Displayed also are the ‘Bayengyeng’, a large bamboo flask used for carrying drinking or laundry water, ‘Kattukong’ or bottle gourd hat and many more.
The Abra Centennial exhibit   reflecting the province’s past reinforces the Abra people’s sense of history which contributes to stronger sense of place and continuity while the Abra Pasalubong Center showcases the potentials of the province in the national and international markets. -- Ginalyn B.
