25 Abra UGMOs out support to CPP-NPA

PILAR, Abra – Twenty five members of the underground mass organization (UGMO) from three barangays in this town withdrew their support to the Communist Party of the Philippines–New People’s Army (CPP-NPA).
    The Militia ng Bayan members from barangays  Nagcanasan, Ocup, and Gapang  took their oath of allegiance declaring their full support and cooperation to the government’s ‘Whole-of-Nation Approach’ to end local communist armed conflict  in the country last Nov. 11.
The 81st Infantry Battalion, 1504th Maneuver Company, Regional Mobile Force Battalion headed by commander Capt. Daryl and Pilar LGU led by Vice Mayor Jaja Josefina S. Disono facilitated the surrender of the UGMO members.
Major Renante Carsano of the 81st Infantry Battalion, Philippine Army during surrender rites urged those present to take responsibility to end local armed conflict.
The barangay local government unit of barangay Nagcanasan also declared the CPP-NPA and other CTGs as persona-non-grata in the barangay through resolution no. 13 series of 2020.

Ifugao cops give P134-K to typhoon victims

CAMP DANGWA, La Trinidad, Benguet – The Ifugao Provincial Police Office, in line with "Baddang Ifugao" donated P134,300 as financial assistance to families of  victims of Typhoon Ulysses in the province.
    With the need of quick assistance, Ifugao police banded together and took part by contributing portion of their salary worth P200 each to help the families.
    The cash donations were personally handed over to the families of the 13 victims of landslides, wherein, 11 were from the landslide in Banaue and one each in Hungduan and Mayoyao towns.
    Also, other cash contributions collected were used to buy rice and assorted grocery items distributed to other people affected by typhoon.
    On the other hand, intensive search and retrieval operation is still ongoing for the missing person identified as Clever Piog in the landslide area at Sitio Nabito, Banaue, Ifugao.
    Relief operations are being conducted through collection, hauling and distribution of goods to affected individuals and families in Ifugao. province.
 
 

Baguio City Council backs ‘academic freeze’

BAGUIO CITY – The City Council backed the call of student councils in the city for an academic ease due to difficulties of students due to onslaught of Typhoon Ulysses in Cagayan, Isabela, Pampanga, and other heavily affected provinces in Luzon.
    In a resolution, city legislators stated that even if not all of the students are involved in the ongoing relief efforts in heavily devastated areas, the time for a break is much needed for them to settle their backlog of requirements and time of rest and healing.
    The council said by having an academic ease or freeze, the said efforts could be maximized and most importantly is to allow the students enrolled in the different universities and colleges in the city to recover and be able to once again join and attend their online classes.
     The council claimed that Typhoon Ulysses inflicted extensive damage to Luzon last week, whipping destructive winds and dumping torrential rainfall over a wide area, triggering extensive flooding in several areas, including the Bicol Region, Metro Manila and Cagayan Valley that led to further displacement and increase the hardships of vulnerable people that were previously devastated by Supertyphoon Rolly and the prevailing Corona Virus Disease (COVID) 2019.
    According to the council, few days after the onslaught of the weather disturbance, various provinces in Luzon are still flooded and are continuously asking for help and assistance in recovery and relief operations specifically in the provinces of Cagayan, Isabela, Aurora, Rizal and other similarly affected provinces.
    The council disclosed that given that in all universities and colleges in the city have a homogenous composition of students who come from different provinces all over the country, many are still unable to resume their online classes.
    The council said in the city, there are students from the flood-stricken areas due to the typhoon and it is only proper for the higher education institutions to suspend the classes to ensure that the weight of online classes will not add to their anxiety, and for them to be able to focus more on rebuilding with their families.
    The body said even if the schools will continue with their schedule of classes and excuse those affected students, it is clear that many of them will be left behind and their work load will only heavier and catching up with deadlines might be difficult on their part, especially after being affected by a calamity.
    The council said most of the youth are engaged with relief efforts to help in the recovery of Cagayan, Isabela and Aurora as most of the relief efforts that are underway online are initiated by the youth, and it is clear that despite the online classes and pandemic, the youth are still playing a part when it comes to helping those who are in need.

2 nabbed for P2.4-M MJ from Benguet

TUBLAY, Benguet – Two men from Cavite, who were trying to transport P2.4-million worth of marijuana bricks, were intercepted here by police.
    Benguet police director Col. Elmer Ragay identified the arrested suspects as Jevie Malipot Pabia, 34, and Rommel Manuel Barrientos,39, both residents of Dasmarinas, Cavite.
    Ragay said, personnel of Tublay MPS were conducting a Covid-19 quarantine checkpoint here in Sitio Betwag, Caponga at about 2 p.m. on Nov. 20, when they received a text message from a member of the Barangay Ambongdolan peace action team that there were two suspicious-looking men in a white van that could pass by the area.
    Minutes after, a spotter saw a white van, but it slowed down several meters from the checkpoint, and even attempted to make a U-turn.
    But the spotter was quick to react and approached the van along with police.
    The police inspected the Travel Authority of the passengers, and found it was out of jurisdiction.
    The passenger then rushed to the second seat of the van in an attempt to cover up something with a black garbage bag and hide something.
    The police asked the passenger to alight from the vehicle and open the side door of the van which he complied.
    The police personnel saw a white sack covered with a black garbage bag at the second seat of the van.
    Ragay said a K9 was brought in to sniff out the vehicle, and found that the contents of the black bag were 20 tubes containing marijuana leaves.
    The tubes weighed one kilo each, and were estimated to have a total worth of P2.4 million.
    The suspects and the confiscated items were brought to Tublay Municipal Police Station for filing of a case for the transportation of marijuana.
 
 

Isabela bocap nabbed for slay

MALLIG, Isabela -- A barangay councilor tagged as the No.1 most wanted person was arrested here in Barangay Trinidad.
    Police Capt. Frances Littaua, Isabela PPO information officer, said Gabriel Sambrano, 28 , a barangay councilor and resident of the barangay was arrested on Wednesday for murder.
Capt. Clarence Labasan and Highway Patrol Group’s Maj. Rey  Sales, arrested the accused by virtue of a warrant of arrest issued by Judge Randy B. Bulwayan, acting presiding judge of RTC Branch 23, Roxas, Isabela for murder docketed under CC no. 23-3965-20 with no bail recommended.

Pangasinan town folks fear for lives as NPA, army clash

MANGATAREM, Pangasinan – A fierce encounter between the New People’s Army and the military here on Nov.  24 had residents fearing for their lives.
    Mangatarem Mayor Ramil P. Ventenilla expressed alarm over the encounter that broke out at around 5 a.m.
    Footages of the encounter went viral that instilled fear among the people who were afraid of being caught in the crossfire between about 40 heavily armed members of Komiteng Larangang Gerilya (KLG) and soldiers of the 702nd Brigade near the boundary with Tarlac.
    It was reported that the military deployed howitzer cannons to provide support for its ground troops, firing at least six rounds at around 7 a.m.
    Meanwhile a military report said hot pursuit operation was underway to hunt down members of the NPA group.
    There was still no reported casualty as of press time.
    The military dispatched some personnel in Barangay Andangin in Mangatarem in the encounter site.
    Army soldiers seized the NPA camp after the 30-minute firefight that erupted early Tuesday morning.
    In a report released by the Northern Luzon Command, the engaged scout unit was confirming intelligence reports from indigenous peoples living close to the camp about NPA presence.
    Brigadier General Audrey Pasia, commander of the 702nd Infantry Brigade who supervised the operations, said his soldiers requested for artillery fire support after finding themselves outnumbered against an estimated 40 heavily armed communist terrorists hiding in the mountains of Barangay Lawak Langka.
    “Our forces are still scouring the area.  Additional forces were flown in by helicopters to provide close air support and reinforce the engaged troops,” Brig. Gen. Pasia said in the statement.
    Follow on forces and K-9 assets have been deployed to conduct pursuit operations against the other fleeing NPAs while checkpoints have been established along possible exit routes, he added.
    Major General Alfredo Rosario, commander of the 7th Infantry Division, said government soldiers were prepared to engage the NPA in clashes.
    Meanwhile, Nolcom commander Lt. Gen. Arnulfo Marcelo Burgos Jr. expressed optimism that this encounter will make the remaining NPA guerillas to choose peace over conflict, avail of government grants under the Enhanced - Comprehensive Local Integration Program (E-CLIP) and lead normal lives together with their families.

Bontoc allows buses to resume operations

BONTOC, Mountain Province – The Bontoc Municipal Inter-Agency Task Force (MIATF) has decided to allow resumption of operation of provincial buses plying from Bontoc outside Mountain Province.
    This was the consensus of the MIATF, headed by Mayor Franklin Odsey, during a meeting on Nov. 23 at the municipal capitol. 
    But the MIATF said resumption of operation of provincial buses must still be with the strict enforcement of health protocols and LTFRB guidelines. 
    Odsey said two provincial bus companies signified their intent to resume operations.
    These were D’Rising Sun Transport System plying the Bontoc-Baguio route, and CODA Lines Corporation plying Bontoc-Cubao route.
    Odsey said he coordinated with the Land Transportation Franchising and Regulatory Board (LTFRB) regional office endorsing said provincial bus companies to be given approval to operate.
    The mayor added entry and exit of individuals in the municipality will also be monitored through passenger manifest to be submitted by the bus operator.
    He added the passenger manifest will be of great help in the conduct of effective and efficient contact tracing, should it be needed. 
    Memorandum circular 051 – 2020 of the Dept. of Transportation – LTFRB stipulated operators of provincial routes must ensure their units must be registered and with valid Personal Passenger Insurance Policy, and must be equipped with Global Navigation Satellite System (GNSS), to ensure monitoring of movement of the unit. 
    Prior to boarding at designated terminals, passengers must present a travel authority issued by the PNP within 48 hours prior to departure; valid ID as proof of residency and place of origin, age and workplace or school; written consent to undergo COVID-19 testing and/ or quarantine as may be required by the LGU either at the point of origin or destination and other documents as may be required by current IATF and LGU guidelines. 
    Relative to this, the guidelines imposed by the Bontoc LGU for those who will be coming home or entering the municipality remains in effect. All coming from outside Mountain Province must secure travel authority from the local PNP of their point of origin and updated medical clearance certificate from the local health office of their point of origin; must secure certificate of acceptance from the Bontoc MIATF; submit themselves for triage at the basement (mezanin) of the Bontoc municipal capitol and complete the 14-day self –quarantine. 
    Operators of provincial buses were also required to comply with the conditions for operations as stipulated in the LTFRB memorandum circular.
    These to ensure the safety of the passengers, drivers, and conductors; prevent spread of Covid-19 and hasten efficient and effective contact tracing, should it be needed. 
    Meanwhile, tourism activities in the municipality were still suspended, except for residents of Bontoc, Mountain Province. 

Despite Covid-19, Baguio night market opens Dec 1

BAGUIO CITY – Despite threat of Covid-19 transmission, the night market here, a popular destination for tourists and locals will reopen on Dec. 1.
    Mayor Benjamin Magalong gave the go signal for the reopening of the market here along Harrison Road, subject to stringent Covid-19 health protocols.
    Baguio market superintendent Fernando Ragma Jr. said repainting and fixing of lighting systems started in the area by the City Engineering Office.
    Ragma said operational guidelines were submitted to the mayor for his approval.
    As proposed, operation time will be from 8 p.m.-11:30 p.m. as agreed with city police director Col. Allen Rae Co.
    Only 50 percent will be allowed to open per week.
    Vendors will be divided into two groups for them to vend alternately.
    There will be a total of 481 concessionaires (433 dry goods and 48 food). The stall measurement was adjusted from 1.5×1.5 meters to 2×2 meters.
    Health and safety protocols have been crafted with the Baguio City Market Authority task force and the City Health Services Office Sanitation Division under engineer Charles Carame.
    Each vendors’ block will have its own health protocol officer to assist city workers in implementing health protocol policies and laws.
    Ragma said they will engage vendors and concerned agencies to ensure the smooth reopening of the night market.
    Training and orientation of the block leaders will also be conducted to guide them in proper implementation of the health protocols. 

Baguio border restrictions on despite Benguet’s opposition

BAGUIO CITY – Despite opposition from Benguet folks, officials and netizens, the city government imposed border restrictions in the towns of La Trinidad, Tuba, Tublay and Sablan effective Nov. 26 to Dec. 4.
    According to Mayor Benjamin Magalong, the restrictions were imposed to control the spread of Covid-19 after meeting with mayors of the four towns at the Convention Center on Nov. 25 at the Baguio Convention Center.
    They included mayors Romeo Salda of La Trinidad, Manuel B. Munar Jr. of Sablan, Victor Palangdan Jr. of Itogon and Clarita. P. Sal-ongan of Tuba.
    Baguio City Councilor Vladimir Cayabas said National Economic Development Authority Cordillera director Milagros Rimando and Baguio Vice Mayor Faustino Olowan attended the closed-door meeting wherein it was agreed only an ID and medical clearance are needed at border checkpoints.
    Members of media outfits were not allowed to cover the meeting but were given permission to interview the officials after the meeting.
    Magalong said after the meeting with BLISTT mayors they have arrived at an understanding on the border control issue.
    The mayor said they resolved to settle their differences and to regard the misunderstanding caused by the issue as a "lesson learned" so that henceforth local policies of such impact will be extensively discussed and decided on collectively by the local chief executives themselves.
    Magalong’s advisory had created controversy among Baguio and Benguet officials who opposed border restrictions.
    Benguet provincial board members urged the Baguio City Government to recall Magalong's travel restriction order.
    In Resolution 2020-797, the 15 board members expressed support to the appeal of the people and officials of Benguet to recall the advisory of the City of Baguio on temporary restricting access between Baguio City and the Municipalities of La Trinidad, Tuba, Tublay, Sablan.
    Vice Gov. Johnny Waguis said the long cue of residents acquiring medical clearance were burdensome.
    The resolution added residents of the province experienced additional burden just to access medical and essential necessities, or to transact business in the city because of the need to take long queues during hot and at times rainy afternoon just to secure a medical clearance.
    "The province does not in any way oppose a ramped up Covid-19 testing as it is indeed a tool in the monitoring and assessment of the effectivity of current policies to fight the pandemic, however, policies such as the restricted access of residents of the municipalities of La Trinidad, Tuba, Tublay and Sablan to the city of Baguio must have scientific basis," the resolution read.
    In this case, the restricted entry must be based on data such as residents of the four Benguet towns area contributing to the spike of cases in Baguio.
    Due to the influx of applicants for medical certificate for travel to Baguio City at the Provincial Health Office in La Trinidad, the stakeholders were advised to go to private doctors and the Provincial Temporary Quarantine Facility in Barangay Wangal to claim medical certificates.
    The required document when entering Baguio City was deemed valid for five days from the date of issuance but following Magalong’s meeting with Benguet mayors, it was agreed medical clearance will be valid for duration of the border restriction.
    Travel restriction of Baguio City was issued last Nov. 19 and later amended with a medical certificate as a requirement effective Nov. 26 until Dec. 4, 2020.
    In the city advisory on temporary restricted access between Baguio and four Benguet towns, it stated that series of dialogues were held with the provincial government, together with the Office of the Civil Defense, Dept. of the Interior and Local Government and the Regional Task Force for Covid-19.
    It added the Baguio-La Trinidad-Itogon-Sablan-Tuba-Tublay local chief executives and Gov. Melchor Diclas approved the arrangement of ramping up testing operations, ingress, egress of constituents of Baguio be temporarily restricted.
    The appeal of the Municipal Inter-Agency Task Force La Trinidad to retract the advisory was followed by the appeal of Diclas together with the four mayors of La Trinidad, Tuba, Tublay and Sablan and Benguet lawmaker Eric Go Yap.
Mayor Munar told newsmen there were no series of meetings before the issuance of the advisory of the city.
    Some Benguet officials said such dialogues did not happen. The La Trinidad Municipal Council also made a resolution opposing the border restriction.
    Despite these, Magalong said strict control measures being implemented at borders with the neighboring municipalities of La Trinidad, Tuba, Tublay and Sablan will scale up Covid-19 control measures including testing capacity and pinpointing at-risk sectors in these towns for better disease management.
    Magalong issued an advisory dated Nov.19 temporarily restricting the access in these towns for 14 days from Nov. 21 to Dec. 4. 
    After his meeting with Benguet mayors, it was agreed restriction will start Nov. 26 to Dec. 4.
    He said the advisory was made after health authorities reportedly expressed concern over rise in severe cases the previous weeks, prompting public and private health practitioners to seek enforcement of stringent restrictions to the extent of proposing a “two-week timeout” in the city to prevent further spread of the virus, especially among  vulnerable sectors.
    The health sector reportedly also pushed for the implementation of strict border controls for La Trinidad-Itogon-Sablan-Tuba-Tublay (LISTT) residents aside from the immediate dispatch of inspection teams, which will monitor compliance with minimum public health standards.
    While Covid-19 cases in Baguio were higher compared to nearby municipalities, Magalong said border restriction was meant to mitigate the spread of infection by limiting inter-municipal movement.

Baguio lodging houses checked for violations

BAGUIO CITY -- – The city’s composite team for the entry and inspection of hotel lodging and boarding dormitories including tenement houses is now inspecting these establishments.
    Team member and city permits and licensing division head Allan Abayao said this is to make sure accommodation facilities are strictly following required sanitation, safety, health and other regulations.
    With the Covid-19 pandemic, he said owners and staff of establishments were reminded to adhere to minimum health standards and for their clients to do the same.
    These protocols for individuals include frequent washing of hands with soap and water, physical distancing, and wearing of face mask and face shield.
    Establishments were required to have alcohol for hand disinfection purposes, foot bath placemats, temperature scanners, information leaflets on Covid-19 and health regulations, directional guides and the like.
    Abayao said that several establishments have already have been penalized for violating the regulations.
    The team was reconstituted last year by Mayor Benjamin Magalong through executive order no. 149, series of 2019.
    Other than Abayao, the team is composed of SF03 Raul Doctolero of the Bureau of Fire Protection; architect Johnny Degay of the City Buildings and Architecture Office; engineer Charles Carame of the Health Services Office; Patrick Espinola of the Public     Order and Safety Division; Col. Johnny Balaki of the Baguio City Police Office and Patrick Rillorta of the Department of Labor and Employment.

LTO-Cordillera releases 8,000 motorcycle plates

BAGUIO CITY -- After waiting for almost three years, the Land of Transportation Office-Cordillera Nov. 25 started distributing around 8,000 long-overdue plates to owners of motorcycles registered in 2018.
    LTO Cordillera director Francis Ray A. Almora, CESO VI said the 8,000 new and enhanced number plates were initially received by his office for distribution to the respective dealers and to the owners of motorcycles who waited for a long time.
    Almora said the delay in the distribution of number plates was due to the temporary restraining order issued by the Supreme Court and Notice of Disallowance by the Commission on Audit in 2016, but were lifted in 2018.
    Distribution of plates was further delayed as the LTO waited for the final design of number plates in compliance with the requirement under RA 11235 or the Motorcycle Crime prevention Act of 2019.
    The new rear plates with reflectorized sheets are now bigger, more readable, color coded and safety features such as the RFID sticker and QR code were installed, while a decal sticker will be placed at the front. Pink is the color code for the new motorcycle plate in the Cordillera.
    LTO-CAR has a total backlog of 71,086 motorcycle plates dating back from 2016 to June 30, 2020. By next year, upon registration, new motorcycle plates will be released by LTO-CAR simultaneously with the issuance of the Official Receipt and Certificate of Registration of the motorcycle.  
 

DA gives cattle to Cordi provs

BAGUIO CITY – The Department of Agriculture in the Cordillera Administrative Region disperses cattle for milk and meat supply in the region.
    Dr. Cameron Odsey, Cordillera DA director said the dispersal was part of the livestock livelihood program of the department to provide additional income to farmers while producing meat for needed supply in the country.
    There were 20 heads distributed this November -- 10 in Buguias, Benguet and 10 in Lagangilang, Abra.
    This came after the department also distributed 72 heads of cattle in June 2020 to six municipalities of Mountain Province namely: Sadanga with 28 beneficiaries, Sagada with five, Bauko with seven, Besao with five, Tadian with seven, and Bontoc with 20 under the Cattle Livelihood Project of the Special Area for Agricultural Development (SAAD) Program.
    The DA is also expected to deliver 25 more heads of cattle in Mountain Province under the DA’s SAAD in the Cordillera.
    Dr. Leisley Deligen, the livestock program coordinator of DA-CAR, said they dispersed 10 cattle in Buguias on November 14 to beneficiary members of the Lusong Vegetable Growers Association of Buyacaoan, Buguias; and another 10 to Balais Farmers Association in Lagangilang, Abra on November 16.
    “It (cattle) is a loan,” the doctor added.
    The beneficiary has to return an 18-month old female upgraded Brahman breed cattle weighing 180 kilograms within four years from the dispersal as repayment.
    Each cattle costs P27,100.
    Deligen said an upgraded Brahman breed adapts well to a semi-temperate or tropical environment and has a longer productive life, resistant to diseases, and can withstand heat.
    It has an intermediate size compared to other breeds. “Calves are small at birth, weighing 60 to 65 pounds, but grow rapidly and wean at weights comparable to other breeds,” he said.
    He added that well-bred and properly treated Brahmans are easily handled and has established a considerable reputation for high “cut-out” value with minimum outside fat.
    He said that for meat production, it would take two to three years after a calf is born for the owner to reap benefits through beef production.
    “We thank the DA for this assistance as a source of additional income aside from vegetable farming,” said Martin Suldayan, president of the Lusong Vegetable Growers Association.
    To ensure the sustainability of the program, the organization also signed a Memorandum of Agreement (MOA) with the DA-CAR stipulating the responsibilities of all stakeholders highlighting the good animal husbandry practices and the “palit-baka” scheme requiring the farmers to return an offspring of the animals received.
    “As president of the association, I always remind the members about the importance of the assistance so that when the cattle multiply, other farmers will also be given and receive the same benefits," said Suldayan.
    Dr. Miriam Tiongan, Benguet provincial veterinary officer, said they will assist in the animal health management of the Brahmans through vaccination, deworming, artificial insemination through the Unified Artificial Insemination Program (UAIP), and the provision of planting materials.
    To further capacitate the association, training on animal management and silage-making will also be done to assure that farmers will know how to properly care for the animals and multiply their number. -- PNA 

Tuguegarao City Mayor Soriano explains absence during super typhoon

TUGUEGARAO CITY -- The Department of Interior and Local Government said beleaguered Mayor Jefferson Soriano of this city has submitted his explanation regarding his absence in his area during the onslaught of typhoon “Ulysses.’’
    DILG Secretary Eduardo Año confirmed in Manila Soriano’s submission of his explanation last Nov. 16 and added that “his legal service is assessing his reasons.”
    “I will wait for its (legal service) its recommendation’’ before deciding if charges will be filed against Soriano,” Ano said.     “We will see kung ano findings ng legal (service) at may appropriate sanctions naman ‘yan (what the findings of the legal service are and there are appropriate sanctions for them),’’ Año said in Manila.
    Año said that the sanctions may range from admonition up to suspension.
    After being widely criticized for his absence in his area during the typhoon, Soriano issued an apology.
    He claimed to have attempted to return to his turf during the typhoon as soon as possible but the North Luzon Expressway in Bocaue, Bulacan was impassable at that time.
    In a previous interview, DILG Undersecretary Jonathan Malaya said Soriano may face charges for violation of the DILG’s “Oplan: Listo” (awareness) protocols if his reasons are unjustified.
    Malaya also explained that the Office of the Ombudsman has the authority to impose disciplinary actions against the local government units (LGUs) with the DILG merely filing the charges.
    Año noted that the DILG’s Oplan: Listo strictly compels the local chief executives to have preparedness action plans in dealing with disasters.
    He added this will ensure the immediate and appropriate government response with the aim of having minimal or if possible zero casualties.

 TUGUEGARAO CITY — Cagayan Gov. Manuel Mamba wants this city to revert to modified enhanced community quarantine or MECQ for 30 days amid a spike in Covid-19 cases.
    Mamba said a month of stricter community quarantine could help stop the surge in cases.
    He said he and Mayor Jefferson Soriano agreed to seek the approval of the Regional Inter-Agency Task Force for the Management of Emerging Infectious Diseases or IATF.
    The city was placed under MECQ for 10 days in August and for 15 days last month.
    Mamba lamented the increase in confirmed cases even before the city was hit by recent typhoons.
    Tuguegarao City accounts for 116 of the 147 active cases in the province.
    Mamba noted that the swab test results of 3,500 residents, mostly flood evacuees, are expected to be released this week.
    He said authorities expect that at least 300 could be found positive for the virus, citing violations of health protocols, such as physical distancing, wearing of face mask and washing of hands, in evacuation centers as well as during rescue operations and humanitarian relief missions.
    This city is among the areas in Cagayan hardest hit by massive flooding due to Typhoon Ulysses.
    Mamba said barangay officials should reserve at least two isolation centers for asymptomatic patients.

High Covid-19 Tuguegarao Covid-19 cases alarms gov

TUGUEGARO CITY -- Cagayan Gov. Manuel Mamba has expressed alarmed over the increasing number of Covid-19 cases here. According to Mamba, the local transmission of the coronavirus has been disturbing in the aftermath of the widespread flooding that was caused by typhoon Ulysses that displaced thousands of residents in the province.
    The Cagayan Provincial Information Office reported early last week  15 residents of Tuguegarao tested positive for Covid-19 on Nov. 20, bringing the number of active cases to 133.
    Of the 133 active cases, 62 are on home quarantine.
    Mamba noted most new victims were found to have been infected at home.
    The official said there was really a need for those in home quarantine to be transferred to the isolation area.
    Mamba suggested to Tuguegarao City Mayor Jefferson Soriano that he put the city under modified enhanced community quarantine (MECQ) or, if necessary, implement enhanced community quarantine (ECQ) to prevent the continuing increase in the number of COVID-19 positives in the city.
    CPIO confirmed there were 477 confirmed cases in Tuguegarao, and five have died due to Covid-19. 

No more Covid-19 cases, Abra seeks wants province restricted

BANGUED, Abra -- Gov. Ma. Jocelyn Bernos urged suspension of unnecessary travel to the province from Dec. 1 until Jan. 15 next year to lessen spread of Covid-19.
    Bernos sought the Regional IATF's approval of the request for suspension of the issuance of travel authority for locally stranded individuals  and people with no essential or necessary transactions in or indispensable travel to the province from Dec. 1 to Jan. 15, 2021.
    Bernos, said this, while repairs are being done at barangay isolation facilities.
    The request's approval remains pending before the Regional Inter-Agency Task Force for the Management of Emerging Infectious Disease.
    Abra no longer has active Covid-19 cases, the only province in the whole Cordillera Administrative Region without Covid-19 since Nov. 17.
    The governor urged  observance of minimum health and safety protocols in the province despite it now having no active cases.
    The province had 105 recoveries and two deaths from a total of 107 cases since March.

P2.2-M marijuana burned in Benguet

KIBUNGAN, Benguet -- Marijuana plants worth more than P2.2 million were discovered, uprooted, and burned by the anti-illegal drugs unit of the Benguet Provincial Police Office in the hinterlands of this town.
    Col. Elmer Ragay, provincial director, said a total of 11,000 fully grown marijuana plants were discovered in three plantation sites in the area on Nov. 24, with a total land area of 2,000 square meters and worth more than P2.2 million.
    Ragay said combined operatives of Kibungan Municipal Police Station, Intelligence Unit and Drug Enforcement Unit of Benguet Provincial Police Office and Philippine Drug Enforcement Agency  uprooted some 5,000 marijuana plants worth P1 million which were cultivated in a 500 square meters communal land at Sitio Basi, Barangay Tacadang.
    In Sitio Legab and Botbot, both in Barangay Kayapa, Kibungan, Benguet, more than 6,000 marijuana plants worth P1,206,000 planted in a 1,500 square meters land area was destroyed by personnel of the Benguet Provincial Mobile Force Company.

 
Bomb found after flooding in Cagayan

TUGUEGARAO CITY, Cagayan -- A farmer found an unexploded ordnance (UXO) near the Cagayan river here in Barangay Linao West on Tuesday.
    A report from the Police Regional Office 2 stated that a farmer who was gathering firewood saw the 52-inches bomb weighing about 1,000 pounds or 500 kilos.
    Probers said the bomb may have been washed away by the rising water of the Cagayan River which led to the widespread flooding in the province during typhoon Ulysses. 
    Lt. Col. Andree Abella, Police Regional Office 2 information officer, said the UXO was already brought to the ammo dam in PRO2 for temporary storage.
    “We are still waiting for the approval of  disposal in Capas, Tarlac,” Abella said.
 


 Fisherfolks find plastic container with 10 kilos of suspected shabu

INFANTA, Pangasinan -- Police here has reported the discovery of a white plastic container containing liquid and white crystalline substance suspected to be methamphetamine hydrochloride locally known as shabu worth P25 million.
    A report from the Police Regional Police Office showed the container, with an estimated weight of 10 kilos, was first recovered at about 7:56 a.m. on Nov. 15, by fisher folks with the help of Jaime Barnachea, 33, boat captain and resident of Barangay Cato.
    The boat captain said they were fishing about 100 nautical miles of the West Philippine Sea when they discovered the container.
    They turned it over to the Infanta Police Station.

 

Over P1.6-million marijuana bricks found in Benguet

BOKOD, Benguet --The Police Regional Office Cordillera recovered more than P1.6-million worth of marijuana found abandoned in a van here headed to Tabuk City early Nov. 19.
    PRO Cordillera director Brig. Gen. R’win Pagkalinawan said the Benguet Provincial Police Office recovered 14 kilos of marijuana bricks in a van driven by Genaro Lamsis in Adonot, Ambuklao, Bokod, Benguet.
    Investigation by Bokod Municipal Police showed Lamsis was conducting routine inspection of pieces of baggage loaded into his van when he noticed a suspicious-looking carton, which did not bear any marking.
    This prompted him to look into the box, and discovered the marijuana bricks.
    Pagkalinawan has already ordered the setting up of checkpoints in entrance and exit points in the province.
Narcotics detection dogs have also been deployed at the checkpoints.
    Meanwhile, the Benguet PPO reported the arrest of regional Top 10 drug personality, identified as Joseph De Vera Igama32, a resident of Camp 7, Kennon Road, Baguio City, in Sumbrero, Ambuklao, Bokod afternoon of Nov. 18.
    The operatives confiscated from him two transparent plastic sachets containing suspected shabu worth P37,400, P1,000 boodle money, cellular phone and P5,000 cash.
 

La Union logs 40 new Covid cases

SAN FERNANDO CITY – Forty new Covid-19 positive cases were recorded in La Union province on Nov. 22. 
    Among these newly recorded infections, 15 were from the City of San Fernando, 10 are from Bauang, eight from Luna, three from San Juan, two from San Gabriel, and one each from the municipalities of Bacnotan and Bagulin. 
    In San Fernando City, six of them were residents of Barangay Pagdalagan, three from Lingsat, and one each for villages of Ilocanos Sur, Sevilla, Sagayad, Cadaclan, Camansi, and Biday.
    These patients were all asymptomatic. 
    They were housed at the city’s isolation facilities, except for the patient from Ilocanos Sur who was confined at the Ilocos Training and Regional Medical Center (ITRMC) and that from Camansi who is now at the Lorma Medical Center. 
    In Bauang, seven were logged in  Payocpoc Sur and one each for villages of Baccuit Sur, Dili, and Acao. 
    All of them were asymptomatic, and seeking medications at various hospitals. 
    While in the municipality of Luna, five infections are from Alcala and three are from Salcedo.
     All of them are asymptomatic except for one who is manifesting symptoms.
    They were all confined at the ITRMC. 
     The three new cases in San Juan were from barangays Ili Sur, Catdungan, and Legleg.
     These patients were all asymptomatic and admitted at the La Union Medical Center in Agoo. 
Infections in San Gabriel were both asymptomatic and from Poblacion. 
     The newly-recorded case in Bagulin was a symptomatic patient from Alinbangsay village while the case in Bacnotan was another symptomatic patient from Barangay Cabaroan.
     These two were both confined at the La Union Medical Center. 
     These newly-recorded infections brought total number of 110 active cases in the province.
     Concerned local government units put residential compounds of the patients under lockdown for the next 14 days for disinfection and contact tracing. 
    Gov. Francisco Emmanuel Ortega III said the provincial government was closely monitoring the situation and providing necessary support to concerned LGUs. 
     “The Provincial Government is working with the respective local chief executives of the concerned LGUs. Necessary measures are ongoing such as the Covid-19 data analysis, intensified contact tracing, isolation procedures, and monitoring of hospital capacities,” Ortega said in a statement. -- PIA La Union
 
 
 
 
 

MGB-2 to LGUs: Relocate residents in high-risk areas

    The Mines and Geosciences Bureau in Region 2 (MGB-2) urged local government units to check their respective comprehensive land use, and disaster risk reduction and management plans.
    The appeal was made by MGB-2 chief geologist Felicitas Piligan after the series of landslides and floods experienced in the Cagayan Valley region due to successive typhoons which hit the country recently.
    Piligan noted several areas in region were assessed and identified as high risk.
    She urged residents or settlers in these areas be immediately relocated.
    Among the high risk areas identified by MGB-2 were those in Nueva Vizcaya, Quirino and Cagayan provinces where deadly landslides occurred.
    Piligan said she was hoping local government units will consider their recommendations to avoid another tragic incidence.
    “One of the reasons for the landslides was the over saturation of the soils caused by the series of heavy downpour,” she said.

92nd Malasakit Center opened in Benguet

LA TRINIDAD, Benguet -- Sen. Bong Go attended the virtual launch of the country’s 92nd Malasakit Center here on Nov. 20.
    The Malasakit Center at the Benguet General Hospital is the third in the Cordillera and second in the province.
    The second center is located at the Baguio General Hospital and Medical Center in Baguio City.
    In his speech, Go cited commitment of the Duterte administration to advance the right of every Filipino to quality health services through universal health coverage.
    He added the administration was still implementing measures against corruption and need to cleanse the ranks of the Philippine Health Insurance Corp. to improve its services.
    To improve the access to quality and affordable healthcare, Go authored and sponsored the passage of a bill that eventually became Republic Act 11463 or the Malasakit Centers Act of 2019.
    The measure, signed by Duterte on Dec. 3, brings under one roof all government agencies – Department of Health, Department of Social Welfare and Development, PhilHealth and Philippine Charity Sweepstakes Office - from which Filipinos can seek medical assistance.
    The one-stop shop aims to reduce to the lowest amount possible the balance of the hospital bills of the poor.
    It covers patient services and expenses such as laboratory examinations, medicine and surgery.
    The Malasakit Centers Act of 2019 mandates all government-run hospitals including the Philippine General Hospital to establish their own Malasakit Centers.
    All hospitals managed by local government units and other public hospitals may also establish their own Malasakit Centers, provided they meet the criteria set to ensure the center’s operations.
    “I am appealing to Dr. Meliarazon Dulay and to the hospital staff to prioritize the poor,” Go said, referring to the head of the Benguet General Hospital and its management.
    Go also recognized government officials and national agencies that continue serving their constituents amid the pandemic.
