Man kills engineer- partner; kills self

CALANASAN, Apayao – A lady engineer was shot dead reportedly by her spurned former partner, who also shot and killed himself here evening of Sept. 1.
The Calanasa police said that Engr. Joylin Liyaban, 27, died from gunshot wounds after she was attacked by Reden Garcia, 33 at a construction site in Barangay Poblacion here at around 6:40 p.m.
Another driver, Cleto Macklinic, was wounded when he too was shot by Garcia.
Initial investigation showed that Garcia entered Libayan’s room at the work site and shot her.
As he was stepping out of the room, he bumped into Macklinic and shot him once.
Garcia then shot himself in the head.
Investigators learned that Libayan and Garcia started a relationship in June, but the lady engineer decided to end the affair, which was resented by Garcia.


24 Cordi cops awarded for gallantry, exceptional work

CAMP BADO DANGWA, Benguet – Twenty deserving Philippine National Police personnel were awarded for gallantry and exceptional work while four dependents of police officers received benefits from the National Police Commission during kick-off celebration of 24th National Crime Prevention Week here Monday.
Speaking at the event, Napolcom vice chairman and executive officer Rogelio Casurao also led the awarding of SPO2 Noren Bandao, of the Benguet Police Provincial Office, who received “Medalya ng Kadakilaan” for stopping a robbery at Windy Hill, Buyagan, La Trinidad, Benguet last July 14.
Letter of commendation from the Napolcom chairman was presented to him.
Nine PNP personnel were also awarded “Medalya ng Kagalingan” for arresting top most wanted persons on the provincial, regional and national levels.
The awardees were Supt. Allan Guyguyon, Chief Insp. Ayson Tenenan, PO3 Florante Buhong, and PO2 Jun Lloyed Bangeng, all of the Ifugao PPO; Insp. Joel Kawapen and SPO1 Ruswayne Sanga, Supt.Romulo Talay, Jr., SPO2 Dalmacio Mangingil, and PO2 Christopher Baruzo, all of the Kalinga PPO.
Receiving the “Medalya ng Papuri,” were Chief Insp. Nicomedes Olarte III, PO2 Dave Kitongan, and SPO3 Mark Balanban, all of the Baguio City Police Office (BCPO), for the successful implementation of search warrant that led to the confiscation of illegal drugs and assorted drug paraphernalia.
Sr. Insp. Arnold Lising and SPO2 Michael Anthony Quela, also of the BCPO, were awarded for the successful neutralization of Amado Bolanosm, who was wanted for murder.
Six outstanding police personnel, on the other hand, received certificates of recognition for exhibiting their exceptional courage and gallantry in the performance of duty.
They were SPO1 Antolin Potpoten of Mountain Province; Chief Insp. Benson Macli-ing, of La Trinidad; SPO2 Noren Bandao of Atok; PO2 Heidi Juliano and PO2 Pink Pearl Kayachen, both of Baguio City; and PO1 Marlon Dela Paz.

Ground movements endanger residents in Tadian, Mt Prov; urgent relocation sought

TADIAN, Mountain Province – Families of around 30 houses in Barangay Tue in this town were warned to relocate as they are in danger of being buried by soil erosion, the Cordillera Mines and Geosciences Bureau bared saying it was closely monitoring areas in the region included in the agency’s geohazard map.
The agency concluded that the soil in the region is already saturated or has reduced its strength due to days of continuous rains ast month.
MGB-CAR Geosciences Division OIC Benigno Cesar Espejo said the entire region has become susceptible to soil erosion which endangers the lives of residents especially those whose houses are built in landslide-prone areas.
Barangay Tue in Tadian is just one of many areas in the region vulnerable to soil erosion.
Espejo said significant ground movements were recorded in the area that’s why the Philippine Institute of Vulcanology and Seismology placed the said barangay under alert level 3.
“Base po sa report nila na-validate namin (na) ang site is may maximum ground movement of some sort of half a meter. Medyo malaki ang movement doon and alert level 3 i-state na ang evacuation ng area. Anytime, mas (malaki) ang risk lalo na kapag umuulan. Anytime ang area could move, magkaka-landslide,” he explained.
Meanwhile, Barangay Upper Quarry in Baguio City is also under monitoring of the MGB. The area is landslide prone because of large spaces that are developing underground where houses are built.
“Huwag po nating bahayan ang mga talagang dadaanan ng tubig lalo na pag tagulan. Kapag di umuulan walang tubig is ok lang pero natural way po ang tubig diyan syempre iyong mga mabababang lugar, iyon ang mga pupuntahan ng tubig. Advise natin huwag magtayo ng bahay sa daanan ng tubig,” Espejo said.

Bontoc inaugurates new, elegant capitol

BONTOC, Mountain Province – With an audience of almost a thousand people, the new 4-storey elegant Bontoc which now houses the Bontoc municipal government was formally opened to the public during inauguration and blessing Wednesday.
Portraits of former mayors and incumbent municipal officials were shown including and unveiling of artworks portraying people of Bontoc and their life in olden times which were hanged on the halls and lobby. The new municipal capitol can now accommodate larger number of clients and visitors with a wider room of the executive, the legislative body, the municipal offices, a separate civil wedding room, a multi-purpose hall at the top floor, and a parking area at the ground floor. Aside from this, it is also a client-friendly building with railings and ramp, and a separate comfort rooms persons with disabilities, senior citizens and pregnant women.
Mayor Franklin Odsey cited value of giving thanks to the Almighty after a great undertaking.
He said construction of the building was an “impossible dream come true” due to collaboration of local executive and legislative branches and the support of the Bontoc community.
He thanked the contractor, AIP Construction, for its good workmanship. The mayor said the building was dubbed Municipal Capitol since it was situated in the capital town of the province and is the seat of the provincial government.
Former Mayor Louis Claver, Jr., (1980 to 1988 and 2001 to 2004), in his message delivered by son Councilor and Ex-Officio Sangguniang Panlalawigan member Alexandre Claver said he was one  one with the people of Bontoc in celebrating the occasion urging everyone to support the present administration in development of the community.
Former Mayor David Yawan (1992 to 1998) said the inauguration and blessing of the municipal capitol is more than enough for the people of Bontoc to rejoice as it is a manifestation of progress.
Former Mayor Pascual A. Sacgaca (2010 to 2013) commended Bontoc officials for the undertaking.
He added that with this new work place, it would surely motivate employees to render best public service.
Mountain Province Legislative Caretaker Allen Jesse C. Mangaoang who graced the occasion remarked that the new municipal capitol will not only cater to the people of Bontoc, but to visitors and tourists who will visit the capital town.
“Therefore, let us open the gates of this capitol not only to I-fontok or I-Montayosa but more importantly, to every client and visitor in need of our assistance and hospitality,” Mangaoang said.
As he expressed happiness that the municipal government has gotten the right people for the project, urging people of Bontoc to take part in the social responsibility of maintaining, caring and protecting it.
In closing, he commended the officials in the capital town in working together for the good of the people.
“At the end of the day, it is still human spirit that is most important. Money can improve a municipality’s physical environment, but it cannot buy the vision and passion that will ensure the continued development of Bontoc. Let us acknowledge the hard work   of our leaders and every person who was instrumental and whose goodwill and industry has helped the town flourish despite many constraints,” Mangaoang said. 
It has been almost fifty years ago since the old Bontoc town building was constructed.


Baguio open to Burnham Park takeover by DOT

BAGUIO CITY – Mayor Mauricio G. Domogan said the city government is open to takeover of  management, operation and administration of the 34-hectare Burnham Park complex by the Dept. of Tourism but things must first be placed in their proper perspective before pursuing the plan.
The mayor said DOT Sec. Berna Romulo Puyat must first evaluate the situation in the past when the city’s premier park was under the jurisdiction of the DOT through the defunct Nation Development Committee because implementation of projects by the government was criticized by local officials and people of the city due to alleged lack of consultation and improper implementation of projects among others.
“The issue on the tourism department taking over the operation, administration and management of Burnham Park is not a big thing on the part of the local government but what should be emphasized is that there should be a thorough assessment done by the DOT on prevailing situation of the park before making drastic actions on the matter,” Domogan said.
He welcomed the pronouncement of the top tourism official that she will first consult with the local government relative to the said matter before any action will be undertaken to ensure sustainable development of the city’s premier tourist attraction.
Earlier, Romulo-Puyat announced the tourism department is contemplating on taking back the management, operation and administration of Burnham Park from the local government to guarantee its preservation as a park and major attraction in the country’s Summer Capital.
Former President Fidel V. Ramos issued Executive order No. 224, series of 1995 transferring the management, operation and administration of Burnham Park from the tourism department to the local government of Baguio in response to clamor of local officials and the people of the city for a holistic implementation of development projects in the park.
Later, EO No. 695, series of 2009 was issued by former President Gloria Macapagal-Arroyo which strengthened the previous executive issuance relative to management of Burnham Park.
Domogan said he knows the tourism official to be reasonable that is why he is willing to present to her the overall situation in the local government’s operation, administration and management of the park so that she will be fully aware of the real situation on the ground saying she might have been ill-advised on the matter.
He said what is important is that the Secretary is willing to listen to issues of the local government regarding management of the park so that there will be time for local officials to correct wrong information that might have reached her.-- Dexter A. See


Man attends wake, disappears; search on in Kabayan

KABAYAN, Benguet – Cops are probing the mysterious disappearance of a man who went to attend a wake here and has not gone home since then.
The missing person was identified as Leonardo B. Carino, 32, married, farmer here of Sitio Kalaykay, Tawangan.
Melanie, 26, wife of the missing person said her husband was last seen morning of Sept. 8.
A police report said they received Monday a called from Lieda Abellera, employee of Sangguniang Bayan office around 11 a.m. saying she received a text message from a barangay resident that somebody was missing.
Interview with residents revealed Carino with a certain Patricio Alicnas attended a wake at Sitio Nanhabitan, Barangay Tawangan and left the place around 10:50 a.m. of Sept. 8 for home.
When the two were at Tawangan Proper, Carino got off the motorcycle and bought Gatorade in a store complaining he had stomach ache after which he went down to the house of a certain Miguel Molitas, around 150 meters from the road, to relieve himself.
A certain Paula Yap saw Carino entering the comfort room wearing black leather jacket, white t-shirt, gray jogging pants and black rain boots.
That evening, relatives, friends and neighbors tried to locate Carino but to date, despite continuous search, he could not be located.
The wife told police her husband had no medical problem, was not taking alcoholic beverages and had no family problem.

Baguio dads to bid members: Bare Asin power plants’ status

BAGUIO CITY – The city council approved a resolution inviting the city’s special bids and awards committee during its regular meeting on Sept. 17 to discuss bidding and privatization of the Asin minihydro power plants and shed light on why the multi-billion project has not yet been implemented despite being awarded to the supposed winning bidder.
The resolution authored by Councilor Peter Fianza stated there is a need to apprise the council on status of the multi-million privatization project and consider recommendations or alternative moves to make the power plants operational and avoid further losses considering deterioration of the power equipment installed in said plants.
Earlier, the local legislative body passed Resolution No. 219, series of 2011 approving the terms of reference and pro-forma contract for the privatization of the Asin minihydro power plants.
The city council approved Resolution No. 037, series of 2017 that confirmed the memorandum of agreement dated 30 January 2015 entered into between the local government and Kaltimex Energy Philippines, Inc. on rehabilitation, upgrading, expansion, operation and management of the power plants.
However, to this date, despite the award and the alleged issuance of the notice to proceed (NTP) to the winning bidder, the contract has not been realized to the prejudice of the local government.
Instead of earning, it has reportedly been subsidizing the preservation and maintenance of the existing facilities since Oct. 12, 2012 when the Benguet Electric Coop. decided to disconnect it from its system.
This, when the Energy Regulatory Commission issued a cease-and-desist order to the local government to temporarily stop the operation of the power plants until such time that it secures a certificate of compliance for the hydros from the regulatory body.
The local government took over the operation of the three Asin minihydro power plants after the expiration of the city’s 25-year agreement with the Aboitiz-owned Hydroelectric Development Corp. in 2006 and the local government was able to earn some P30 million annually from operation of the  plants.
Kaltimex has reportedly requested the local government several time extensions to address issues and concerns that cropped up during their supposed due diligence, but the project never pushed through for more than a year and a half after the contract was confirmed by the local legislative body.
Beneco has signified its intention to partner with the local government, the Tuba municipal government and the indigenous peoples of the host communities if only to make the renewable energy plants operational by providing quality power at cheaper cost. -- Dexter A. See


Council summons gov’t reps, contractor over BCC work

Plans changed without permission 

BAGUIO CITY – A city councilor summoned representatives of concerned government agencies, local government offices and the contractor of the ongoing rehabilitation of the city-owned Baguio Convention Center to appear during the council’s regular session on Sept. 24 to shed light on slow implementation of the project and revision of plans and specifications that did not pass through consultations with the local government.
               Councilor Maria Mylen Victoria G. Yaranon, chairperson of the City Council Committee on Public Works, said there is a need for the local government to be clarified on the revisions that were done in the earlier plans and specifications for the rehabilitation of the city’s premier convention facility, aside from reports that the project is allegedly behind schedule.
Among the personalities requested to appear during the local legislative body’s regular session include Rep. Mark Go, regional director Engr. Tiborcio Canlas of the Cordillera office of the Department of Public Works and Highways (DPWH-CAR), DPWH-CAR planning division chief Engr. Angelita Mabitasan, DPWH-CAR architect Caesar Romel P. Quindara, City Building Official Engr. Nazita F. Bañez, City Buildings and Architecture Office (CBAO) architect Homer M. Soriano, Engr. David Sanchez as the authorized managing officer of the EGB Construction Spiderone Construction Company Limited, Arch. Donna R. Tabanging of St. Louis University, Engr. Joselito Buhangin, Arch. Joseph Alabanza, Arch. Joy Pascua of the United Architects of the Philippines, Arch. Eugene Lomogdan and Engr. Bonifacio dela Peña.
Yaranon alleged that the plan being implemented for the rehabilitation of the BCC is not in line with project plans prepared earlier by the local government, which was funded in the amount of P180 million sourced from the regular infrastructure fund of the DPWH.
Mayor Mauricio G. Domogan said he is currently awaiting the report of the inspection and monitoring committee relative to the status of the project to be able to take the appropriate steps and consult with the implementing agency on how the project is being undertaken.
The local chief executive argued that if the revisions will result to the betterment of the facility then it is worthy to proceed with the project, but if it significantly deviated from the plans earlier approved by both the DPWH and the local government then it is important to raise the matter to the implementing agency for clarification.
Domogan claimed the BCC is the premier convention facility of the people, and there is a need for the implementing agency to listen to the plight of the concerned stakeholders considering the importance of being consultative on the matter.
The DPWH included in its annual budget for this year the amount of P180 million for the long overdue rehabilitation of the BCC. It was acquired by the local government from the State-owned Government Service Insurance System (GSIS) through a tripartite agreement with the State-owned Bases Conversion and Development Authority (BCDA) in 2004 but was only consummated in 2012. -- Dexter A. Sagada Pidlisan tribe rejects CHARMP watershed project

SAGADA, Mountain Province --  A proposed research project on watersheds of Sisipitan, Kaman-ingel and Mengmeng (SIKAME) of this tourist town was rejected by people of northern Sagada saying it will disturb wildlife in the watershed areas among other reasons like unresolved boundary issues with adjoining towns.
In an earlier August 11 consultation of the Cordillera Highland Agricultural Resource Management Project2 (CHARMP2) with northern barangays of Bangaan, Pide, Fidelisan, Madongo, Tanulong and Aguid, the people opposed the research saying they don’t understand what the project was all about as a prepared memorandum of agreement called for signatures from northern Sagada constituents.
Another round of community consultation shall be set following a meeting in Baguio City called by CHARMP2 with selected barangay officials and leaders of northern Sagada.
In their declaration of no-consent forwarded to the National Commission on Indigenous Peoples, the six barangay communities referred to as Pidlisan tribe through their leaders said the people of Northern Sagada don’t want any faunal assessment which will disturb wildlife in the area.
They said they didn’t want sacred places as  “apoyan”, “bito” and “kak-aadingan” in their watershed areas.
The Indigenous Peoples Rights Act (IPRA) provides rights of cultural communities to allow or reject any research and documentation with regard to right of indigenous cultural communities (ICCs) on management, development, use and utilization of their resources within their ancestral domain and ancestral lands.
CHARMP2 applied for issuance of a certification precondition in a research study entitled watershed characterization as part of an ongoing Sisipitan-Kaman-ingel Mengmeng joint integrated watershed planning to be conducted within the “shared resource area” of the ancestral domains of Lacmaan, Agawa, Gueday, Ambagiw, Tamboan of Besao; Aguid, Bangaan, Pide, Fidelisan, Tanulong and Madongo of Sagada; Mainit of Bontoc; Belwang of Sadanga and Tubo of Abra.
CHARMP wants host communities to come up with a watershed plan.
Some residents of northern Sagada said they will make their watershed plan at their own pace and when they consider that a plan is needed.
CHARMP proposes a 5% share on total gross sales should the research output be sold to the public. Nellie Bolinget, a member of the  Pidlisan tribe said in a separate interview that Pidlisan is not for sale.
Residents in their certification of non-consent also commented on the involvement of Mainit, Bontoc  and  Belwang, Sadanga who don’t have any boundaries in  the identified watershed areas.
Besides, northern Sagada has pending boundary issues with Tubo, Abra so how can the watersheds be “shared”, Kinaud  said. She added that Pidisan does not share any resource with Mainit nor Sadanga and don’t have any agreement as to an already “shared” watershed as presented by CHARMP in the proposed agreement.
In an interview, former Bangaan barangay chairman Osenio Lay-os who joined the meeting in Baguio City said CHARMP looks forward to SIKAME being declared as a protected area and to start livelihood projects with northern barangays.
Bolinget said the Pidlisan people have long protected the area including a joint ordinance that the mountains of northern Sagada are not open to any trekking and tourism activities.
Northern Sagada is a favorite site of researches done with the people including those on customary practices of the watershed protection, communal irrigation, small scale mining and issues on land privatization with government and non-government organizations.  
                CHARMP2 is now in its two year extension upscale project starting 2016 having finished its seven year contract from 2009 to 2015  funded by loans from the Asian Development Bank (ADB), IFAD ( International Fund for Agricultural Development), and the Organization of the Petroleum Exporting Countries (OPEC) Fund for International Development (OFID). CHARMP2 with lead agency Department of Agriculture is a $66.4 million project with counterpart from the Philippine government.

Couple hacked to death in Kalinga


PINUKPUK, Kalinga -- Police have launched a manhunt for a militiaman accused of hacking to death his brother and sister-in-law here in Sitio Sagongab Palong, Barangay Taggay on Thursday. 
The bodies of Basiano Madayag and his wife Irene were found stuffed in two sacks and buried in a shallow grave near their house.
The suspect was identified as Rafael Madayag, 51.
The couple’s minor son told police he saw his uncle hit his parents with a wooden chair before hacking them to death.
The boy is under the custody of social workers for stress debriefing even as investigation into the killing is ongoing.

 One dead, two hurt in mishap

TUGUEGARAO CITY — A security guard died while two others, including a police officer, were seriously wounded after their motorcycle hit a truck in Barangay Maddarulug Sur, Enrile, Cagayan late last week. 
Police identified the fatality as Elmer Millo. His brother Jayson and Police Officer 1 Carl Bryan Pagulayan were rushed to a hospital.
Reports showed that the driver of the truck, Ely Lagman, was turning left when Elmer’s motorcycle crashed into his vehicle at 5:30 a.m.

 Man arrested for murder in Abra 

PIDIGAN, Abra – A man wanted for murder and frustrated murder was nabbed here Tuesday. Arrested was Hermogenes Dela Cruz Abad, 35, here of Barangay Immuli was warrant was issued against him by judge Raphiel Alzate of RTC Branch 2, Bangued, Abra. No bail was ordered by the judge for the first offense while P200, 000 was set for the second.

9 men cornered for illegal gambling

CAMP DANGWA, La Trinidad, Benguet – Police arrested 11 persons in Benguet and Baguio City for illegal gambling and drugs last week.
                Eight were nabbed playing pusoy Monday at Purok 21 Sariling Sikap San Carlos Heights, Irisan, Baguio City after a concerned citizen reported to cops the illegal activity.
Arrested suspects were identified as Rodrigo Gallezo Cortez, 62; Ronaldo Gallezo Cortez, 46, both taxi drivers; Jefferson A. Agustin, 43; Gil Dangsi Delos Santos, 53; Emil Gorez Carreon, 44, all construction workers; Chito Dupisen Payadkeo, 63; Audie Bias Demot, 45 and Samuel Fernandez Costales, 51, welder.
Confiscated from them were bet money of P2,850 and 52 playing cards.
In Buguias, Benguet cops arrested Marco Parahas Santos, 32, of Monamon Sur, Bauko, Mt. Province and Francis Fernandez Castro, 31 on Sept. 6 at  Barangay Abatan.
Confiscated were set of playing cards, and bet money amounting to P1, 350. 

Man nabbed for shabu

TUBLAY, Benguet – A certain Rex Guinomon Labutan, 28, truck helper was nabbed here Monday at Kapungan, Caponga for selling shabu. Confiscated from him wee buy-bust money amounting to P1, 000 two sachets of shabu and cell phone.

2 motorcycle drivers hurt in collision 

LA PAZ, Abra – Two motorcycle drivers were seriously injured when their vehicles collided here Tuesday around  7:45 p.m. along the Abra-Ilocos Norte Road here at Barangay Mudeng.
The fist vehicle was driven by Rey Tadeo Borillo, without driver’s license, 45, construction worker, of Barangay Quillat, Langiden town while the other was driven by Clitton Andolay Sumangpet, 31, nurse, of  Zone 3, Bangued.
Investigation disclosed Sumangpet was going south to Bangued, Abra while V1 was at the opposite lane (north direction) going to La Paz, Abra when V1 encroached the opposite lane, he accidentally bumped a road signage that caused collision with V2. Both drivers sustained multiple injuries. They were rushed to Abra Provincial Hospital for medical treatment. The motorcycles incurred undetermined cost of damages. The two drivers allegedly under the influence of liquor.

21-year old nabbed for ‘raping’ minor

CAMP OLIVAS, Pampanga — A 21-year-old man was arrested by police on Sunday night for allegedly raping a 16-year-old epileptic and mentally-challenged girl in Barangay Sampaloc, San Rafael, Bulacan.
Chief Supt. Amador V. Corpus, Central Luzon police director, identified the suspect as Mark Bryan M. Ayoman, 25, a helper and resident of Barangay Sampaloc.
Investigators said Ayoman allegedly paid a pimp at a restaurant and bar P300 and was offered the 16-year-old girl.
Corpus said the suspect took the victim to the backyard of a house and allegedly raped her, alarming dogs that began barking and roused the homeowner, Daniel Canoza, from sleep.
Canoza spotted the two at his backyard and called police who arrested Ayoman and discovered that he allegedly forced himself upon the teenage girl. – Franco Regala


Drug surenderee shot, escapes death

BANGUED, Abra – A drug surrenderee was shot and wounded here Tuesday by a still unidentified assailant. A police repot said the incident happened around
11:55 p.m. along Washington St., Zone 4 beside Bañez Commercial Building wherein the victim was identified as Jojo Piosca Arde, 25, of Barangay Sta. Rosa.
Investigation disclosed the victim was walking when shot. He was rushed to Seares Memorial Hospital by the responding cops and later brought to the Abra Provincial Hospital for further treatment.  

Uncle rapes niece

BAGUIO CITY – A man is being hunted for allegedly raping his niece here at no. 45, East Bayan Park.    
A police report said the case was only reported to them Tuesday by the 17-year-old victim, native of Purok 1 Boulevard Street, San Lorenzo, Mexico, Pampanga and presently residing at place of incident.
The victim filed complaint against her uncle identified as Abraham Caylao Dela Cruz, 59, unemployed, of San Luis, Mexico, Pampanga. Dela Cruz was also residing in place of incident.
                The victim told police she was molested by her uncle transpired around 2 p.m. of Sept. 1. Investigation disclosed the suspect entered the room of the victim while she was lying on the bed then pulled down the victim’s pant and inserted his right hand in her underwear and touches her vagina several times. The victim pleaded to the suspect to stop but he insisted on doing so until he satisfied his lust. The suspect immediately left after the incident.

Leader of gun-for-hire group arrested

QUEZON, Nueva Ecija — An alleged notorious gun-for-hire group operating in Nueva Ecija and adjacent provinces was busted after the police arrested Sept.1 its leader and confiscated illegal guns and bullets from him.
In a report to Chief Supt. Amador V Corpus, regional director, said joint operatives of Nueva Ecija police and Regional Mobile Force 3 implemented search warrant which resulted to arrest of Douglas Javier, resident of Banana, Sta. Rita, Quezon, Nueva Ecija, of Del Rosario Criminal Group.
Said group is engaged in gun-for-hire and gunrunning activities in the province of Nueva Ecija and adjacent provinces, police said.
Confiscated during the operation were one 12 gauge shotgun, Cal. 22 rifle and several assorted ammunitions.
The successful arrest of Javier was a result of the PNP’s relentless surveillance and joint intelligence-driven operations.
Corpus lauded the operating troops for a job well done and he directed all police provincial and city offices to conduct an obstinate, efficient campaign and advocacy by implementing a wide-ranging proactive approach/strategy on their campaign against lawless elements. – Mar T. Supnad

21-year old nabbed for raping minor

CAMP OLIVAS, Pampanga — A 21-year-old man was arrested by police night of Jan. 9 for allegedly raping a 16-year-old epileptic and mentally-challenged girl in Barangay Sampaloc, San Rafael, Bulacan.
Chief Supt. Amador V. Corpus, Central Luzon police director, identified the suspect as Mark Bryan M. Ayoman, 25, a helper and resident of Barangay Sampaloc.
Investigators said Ayoman allegedly paid a pimp at a restaurant and bar P300 and was offered the 16-year-old girl.
Corpus said the suspect took the victim to the backyard of a house and allegedly raped her, alarming dogs that began barking and roused the homeowner, Daniel Canoza, from sleep.
Canoza spotted the two at his backyard and called police who arrested Ayoman and discovered that he allegedly forced himself upon the teenage girl. – Franco Regala

Police clueless on slay in Ifugao 

ALFONSO LISTA – Police are still facing a blank wall on the killing of a resident here shot dead here 8:30 p.m, on Sept. 8 at the boundary of Namillangan and Calupaan barangays.
             The victim was named as Antonio Lara Cadiente, 45, married, of Sitio Pugo, San Juan. He was found lying on the ground with blood oozing from his head. A motorcycle with plate number 020106 registered under the name of the victim was found beside him.
             No evidence was lifted from the crime scene. Dr. Laurice Guilien, municipal health officer in a report said the victim was shot on his forehead with the bullet exiting at the the back of his head. 
  

Accident: PNP on Abra drowning

TAYUM, Abra – Police ruled as an accident the drowning of a 73-yar-old farmr here who was swept by current of the Malanas River in the boundary of this town and Dolores o Sept. 8 around 8:30 a.m.
The victim was identified as Santiago Gabino Valdez, of Poblacion, Dolores. A certain Jose Zapata Villareal, 61 of Poblacion, Dolores told police witnessed the incident.  
               Around 7 a.m. earlier,  the victim together with Villareal went to the river to gather pine wood. Around 8 a.m, they decided to return home. Villareal was the first to cross the river followed by the victim. Upon reaching the side of the river, Villareal saw the victim crossing the middle of the river holding a sack of pine wood being swept away by strong current which caused him to be submerged.
              Residents and firemen F03 Jerome Peralta and F01 Johnny Waking, recovered the body of the victim in Sitio San Vicente, Bagalay, Tayum, said PO3 John Stevan B. Domingo of Tayum police station.

Cases filed vs trike riders for nearly slaying man

ALFONSO LISTA, Ifugao – Charges were filed last week against two men fat the prosecutor’s office or mauling a man here who was nearly killed for overtaking them while riding a motorcycle.
The victim was identified as Normande Tolentino Edurese, 32, married, farmer of this town while the suspects were identified as Joey Limon, Richard Limon, and Jeric Quiambao, all residents of Sinamar Norte, San Mateo, Isabela.
Investigation disclosed around 4 p.m, of Aus. 19, while the victim was driving his motorcycle on the highway of Alfonso Lista, a motorcycle with sidecar overtook and almost bumped him.
The victim overtook the said motorcycle but they followed him until they stopped at a junction and a commotion ensued between them.
Suspects sped away but minutes later, they returned and attacked the victim using stones hitting the victim’s head. They kicked and punched the victim while he was lying on the ground. The suspects only stopped and escaped towards Isabela when they saw the victim unconscious. Suspects are still at large.

Minor denied bail for rape

TABUK CITY, Kalinga – A laborer was arrested here last week for rape. Nabbed was Collin Danao Mendoza, 16, here of Purok 6, Bulanao.
                 This, after judge Nicanor PascuaL Jr., RTC, 2nd Judicial Region, Branch 25 of Bulanao, Tabuk, Kalinga issued warrant against him. The judge denied bail to the minor.

Young man nabbed for rape

PUDTOL, Apayao – A cetain Inngu Denguray Dacquil, 18, single, laborer, of Delfin Albano, Isabela was nabbed here last week for rape.
Judge Felipe Jesus Torio II of RTC, Second Judicial Region, Branch 22, Cabagan, Isabela issued warrant earlier against the suspect with no bail recommended. The accused was brought to Delfin Albano where he is now languishing in jail.

Mechanic ran over by truck; dies

BOKOD, Benguet – A mechanic was recently ran over by a truck while he was repairing the vehicle underneath here in  Logdeck, Ambangeg.
The victim was identified as Christopher Himbadan of Tawangan, Kabayan, Benguet.
Investigation disclosed, the victim went under the truck and removed the propeller shaft but the truck suddenly moved forward and ran over him. The victim was rushed to the Dennis Molintas District Hospital but he was pronounced dead due to severe injuries on his head and chest. The victim repotdly did not put a wedge on the tire before he detached the propeller shaft.

Cops nab 3 most wanted persons in Ilocos region

CAMP FLORENDO, La Union — Police operatives have arrested the three most wanted persons in separate operations, it was reported here recently.
Chief Supt. Romulo E. Sapitula of the Region 1 police office identified the suspects as Rictor Ganase Pinmiiw, 24, a resident of Sitio Mabilabil, barangay Dinwede West, Cervantes, Ilocos Sur; Ronald Rico Ylagan, 33; and Joseph Rico Ilagan, 32, both residents of Sitio Tebag, Barangay Diaz, Umingan, Pangasinan.
Sapitula said that Pinmiiw, who is a top 3 most wanted person in Bakun, Benguet was arrested by virtue of a warrant of arrest issued by Judge Mario Anacleto M. Bañez of the 1st Judicial Region, Tagudin, Ilocos Sur Branch 25, for Violation of Sec 11 of RA 9165 on September 1, 2018 in Sitio Maliteng Sinacbat, Bakun, Benguet.
The police operatives in Region 1 had earlier discovered marijuana plants in Pinmiiw’s nipa in eradication operations initiated by Police Regional Office 1.
Pinmiliw is presently under the custody of the Bakun, Benguet Municipal Police Station.
Sapitula said that Ronald Rico Ylagan and Joseph Rico Ilagan, who are the top 3 and 4 most wanted persons in San Luis, Batangas, were arrested in barangay Poblacion West, Umingan, Pangasinan, on Sept. 4 by virtue of a warrant of arrest issued by Eutiquio L. Quitain, presiding judge of RTC Branch 5 in Lemery, Batangas without a recommended bail.
He said the suspects were charged for the crime of robbery with homicide.
The suspects were brought to the Umingan Police Station after undergoing medical examination and were properly turned over to the San Luis Municipal Police Station, San Luis, Batangas. -- Freddie Lazaro

Farmer jailed for robbery, frustrated homicide

TABUK CITY, Kalinga – A farmer was arrested here Monday for robbery with frustrated homicide. Nabbed was Lagasi Bon-as Bocad, 33 here of Barangay Nambaran.  Judge Bernabe Mendoza of RTC, 2nd Judicial Region, Branch 23, Roxas, Isabela earlier issued warrant for his arrest with bail set at P100,000.


Burnham Park pushed as national heritage site

BAGUIO CITY — The city government supports the proposed declaration of the 34-hectare Burnham Park complex as a national heritage site provided that the corresponding duties and responsibilities of concerned government agencies and the local government will be appropriately delineated to avoid overlapping of functions just like what had been happening in the past.
Mayor Mauricio Domogan said the city does not object to the proposed declaration of Burnham Park as a national heritage site, but the law to be crafted for the purpose shall clearly define the duties and responsibilities of the concerned government agencies and the local government who have a stake on the management, operation and administration of the city’s premier park.
The 34-hectare Burnham Park complex is titled under the name of the Department of Tourism (DOT) but its management, administration, and operation was conveyed to the local government by virtue of Executive Order No. 224, Series of 1995 issued by former President Fidel V. Ramos and enhanced by EO No. 695,
Series of 2009 issued by former President and now House Speaker Gloria Macapagal-Arroyo.
He claimed that the law to be crafted relative to the park being declared as a national heritage site must clearly outline the specific duties and responsibilities of the DOT, the National Commission on Culture and the Arts (NCCA), the National Historical Commission of the Philippines (NHCP) among others, and the local government on how the affairs of the park will be effectively and efficiently managed for the overall development of the facilities within the area covered by the park.

Chinese mid-autumn festival slated Sept. 24

BAGUIO CITY – The Baguio Filipino-Chinese community and Baguio Museum will hold the 1st Baguio Chinese Mid-Autumn Festival on Sept. 22, 5-9 p.m. at the Baguio Museum, Gov. Pack Road.
The Mid-Autumn Festival, also known as the harvest and moon festival celebrated in most East Asian countries, is considered as the second most important festival in China next to Chinese New Year which means family reunion and peace.
Baguio Museum executive director Stella Maria De Guia said they intend to make the festival an institutionalized celebration in the tradition of the Tanabata Festival.
The event was made part of the Baguio Day calendar of activities.
The opening ceremonies will begin at 2 p.m. with a Lion Dance presentation.
              This will be followed by the inauguration of the “Full Moon Rising” art exhibit by Norman Chow and Chino Chow to be officiated by People’s Republic of China Ambassador Zhao Jianhua, Mayor Mauricio Domogan, Rep. Mark Go, Baguio Museum President Fred Bagbagen and Board of Trustee Peter Ng and heads of the Fil-Chinese organizations.
Domogan, Go and Ambassador Zhao Jianhua will deliver inspirational speeches during the opening program.
After the program, the festival will feature cultural presentations and Chinese painting demonstration, wushu and taichi exhibitions, lighting of torches and film showing.
A dinner will cap the activity.

BAGUIO CITY – Candidates vying for the Ms. Baguio 2018 title came out strong during recent press presentation here at Café Will as the pageant enters the crucial part before the grand coronation night on Sept. 29.
Organizer Sonny David Ticwala of Sonny T. Productions said the press conference where the 20 hopefuls showcased their wit and grace amid the pressure of answering questions on various issues from local media practitioners will be the basis in the selection of the Darling of the Press, one of the special awards in the tilt.
This was only the candidates’ second public exposure after giving the public a glimpse of their beauty and poise during the Baguio Day program and parade last Sept. 1.
Before the coronation night, the aspirants will undertake fashion pictorials and video shoot with photographer Eros Goze on Sept. 9 and lecture on Baguio City history at the Baguio Tourism Office on Sept. 16.
They will showcase their talents during the talent competition on Sept. 16 1-5 p.m. at the Baguio City Multi-Purpose Hall.
                The pageant night will feature a fashion show before the show proper where the contenders will compete in the swimsuit, gown and Q and A competitions.
As in the past years, the candidates will vie for the three major titles – Miss Baguio 2017, Miss Baguio Tourism and Miss Baguio Liga ng mga Barangay.  Four runners-up will also be picked from the pool of beauties.
The other special awards will be the Best in Swimsuit, Best in Evening Gown, Best and Casual Wear, Miss Photogenic and Glamour Girl.
Prizes at stake are P50,000 for the Miss Baguio 2018, P30,000 for Ms. Tourism and P20,000 for Ms. Liga ng mga Barangay.

Equal sharing of IRA over disputed CAR areas pushed

BOKOD, Benguet – The Cordillera Regional Development Council and Regional Peace and Order Council passed a resolution requesting the Department of budget and Management to equally release the corresponding Internal Revenue Allotment (IRA) covering areas subject of boundary disputes by local governments in the different parts of the region.
The adoption of the resolution was an offshoot of the issue raised by Gov. Crescencio C. Pacalso regarding the failure of the DBM to release the IRA of the area being disputed by municipalities that also result to the non-release of the IRA due to the provincial government in relation to the said contested areas.
RDC-CAR and RPOC-CAR chairman and Baguio city mayor Mauricio G. Domogan proposed that instead of the DBM withholding the IRA covering the disputed areas of municipalities, cities and provinces involved in boundary disputes, the funds must first be equally divided between the contending local governments so that the share of the province could also be released and used for the implementation of priority development projects and to improve the delivery of basic services to the people.
Pacalso said there are a number of municipalities that have inter-municipality disputes with their neighboring towns inside and outside the province, thus, the said local governments are deprived of the IRA covering the disputed areas that also result to the non-release of the share of the province thereby depriving the people the projects and delivery of basic services that they deserve to have.
Both bodies also adopted Domogan’s proposal for the concerned municipal councils to pass the needed resolutions that will allow the proposed equal sharing of the IRA covering the disputed areas on a temporary basis while waiting the resolution of the boundary dispute to allow the involved local governments to benefit from the utilization of the supposed idle funds being kept by the national government.
He said the same arrangement will also be applicable to municipalities from two separate provinces or two provinces involved in boundary disputes so that whatever mounts due to the local coffers from the IRA covering the disputed areas will be downloaded for the use of the concerned local governments in the implementation of their priority development projects beneficial to the welfare of the people in their areas of jurisdiction.
Pacalso noted that boundary disputes involving different local governments inside and outside the province have not been settled for decades now, thus, millions of pesos in IRA covering the disputed areas have not been released to the said municipalities and provinces that deprived them of additional sources of funds for development projects and enhance the delivery of basic services to the people in their places, thus, it is now high time that a definite action must be done to compel concerned government agencies to act on the matter to help in advancing rural development.
The approved resolution will be transmitted by both bodies to the DBM for appropriate action of concerned authorities with the hope that positive action will be taken on the matter.


P11.6-M marijuana destroyed in Kalinga

BAGUIO CITY -- Some P11.6-million worth of marijuana plants was destroyed by anti-narcotic agents in a two-day operation this week in Tinglayan town, Kalinga province, the Philippine Drug Enforcement Agency Cordillera reported. 
PDEA-Cordillera information officer Joseph Frederick Calulut said anti-narcotics agents from the PDEA-Cordillera, local police, and the Philippine Army in Barangays Buscalan and Butbut in Tinglayan, Kalinga jointly implemented the "Oplan Linis Barangay IV" of the PDEA and the Tinglayan Municipal Police Station's "Oplan NON-Buds."
Calulut said the operatives destroyed 33,700 pieces of fully grown marijuana plants worth P6.74 million on the first day of operation on Aug. 29. The illegal grasses were cultivated on eight planting sites, with a total land area of 4,250 square meters in Barangay Buscalan.
The second day led to the destruction of 11,800 pieces of fully grown marijuana and 20,000 grams of marijuana stalks worth P4.86 million.
The weeds were grown on three sites with a total land area of 2,900 square meters in Barangay Butbut.
Calulut said the PDEA-Cordillera named its operation "Oplan Linis Barangay IV," as it was the fourth wave of major marijuana eradication operations in Tinglayan, Kalinga.
He said while there was no cultivator arrested during the two-day operation, government troops are continuously monitoring the area and will not allow the illegal activity of growing the prohibited plant. -- PNA


Back to work for honest security guard, Baguio’s most outstanding citizen

BAGUIO CITY – It is back to normal duties for a security guard who led this year’s Outstanding Citizens of Baguio awardees, the highlight of the 109th Baguio Charter Day celebration on Sept. 1.
Guillermo Battad Cortes was nominated by the owner of a McDonald’s food chain branch within the Insular Life compound in the city, where he works.
Lawyer Betty Lourdes Tabanda, head of the search committee of the Society of Outstanding Citizens of Baguio (SOCOB), said Cortes' honesty and dedication to service was the reason for his bagging the city’s top award for 2018.
Tabanda said the security guard was chosen “for his exemplary behavior in the exercise of his profession."
"He returned a bag containing P1 million, which was left in Maharlika, when he was still a guard there. It was not the only one. He was consistent in returning items left by the public in his workplace,” Tabanda noted.
Tabanda related that during the screening process, Cortes was asked: “Why do you treat people nicely, very respectful?"
She said his answer, in the Ilocano dialect, was: "Because I want people to respect me. I respect people so that people will respect me. I will not be able to get that respect if I don’t treat them the same way.”
Tabanda said Cortes clearly practices the Golden Rule. "Respect begets respect,” she said further describing Cortes as "an ordinary guy who makes you feel special.”
Tabanda went on to relate that Cortes had told the panel of judges in his interview that a "lowly" security guard like him could earn the people's respect by respecting others.
Baguio City Mayor Mauricio Domogan announced the names of the other awardees as: Dr. Ester Litilit for education, Bonifacio dela Peña for professional distinction, Jose Bugayong Jr. for community service, Rosalynd Camat for education, Generosa Boado for community service, Jane Cosalan for community service, Teresita Marcelo for culture and arts, Jose Ong Tajan for community service, and Rolando Villanueva for business.
The 10 underwent different stages of judging: nomination, screening, background investigation, judging, and panel interview.
The screening committees are composed of former awardees of the city’s Outstanding Citizens Award, who were chosen by the city mayor through an Administrative Order.
Dr. Elma Donaal, SOCOB president, was among this year’s judges. She said the PHP1 million returned by security guard Cortes is an exemplary act, which must be recognized, pointing out that he did it not just once but on several occasions.
“Imagine naman na milyon na yan. Hindi siya nasilaw kahit na maliit lang sweldo niya at isauli pa ang mga naiiwan lalo na yung isang milyon na yan (Imagine that is already a million and he was not tempted despite his meager salary)," Donaal said.
There were 22 nominations submitted to the SOCOB since the search began in February. The number was trimmed down to 16, and 10 were recommended to the city government, whose names were conferred by the city and announced as this year’s awardees.
The search for outstanding citizens of Baguio is the most coveted award in this mountain resort city. It is the highest award the local government confers to a Baguio resident, who receives the accolade only once. (PNA)

Teen survives slay try in Sablan, 2 suspects nabbed slay of teen in Sablan

SAN FERNANDO CITY, La Union — Two women were arrested on Tuesday in connection with the murder attempt on a 16-year-old girl in Sitio Pitpitan, Barangay Bayabas, Sablan, Benguet on Sept. 9.
Thalia Galvan, 18, and Dianne Saranquin, 20, were arrested based on a warrant issued by Benguet Regional Trial Court Judge Marieta Cualing.   The suspects were positively identified by the victim through their Facebook accounts.
A manhunt for two other suspects is underway.
The victim, a resident of Barangay Sevilla, San Fernando, La Union, told police that she was invited by her two female friends for a night out on Jan. 8.  
The next day, she said they were joined by two men for a joyride in Baguio City.
Upon reaching this town, the victim said her friends and their male companions hit her head with a stone, brought her out of the vehicle and then threw her into the ravine. 
She said she crawled her way up to the highway when she regained consciousness and sought help from a resident, who brought her to the Baguio General Hospital.

Man nabbed for raping drinking buddy’s wife

CAMP OLIVAS, Pampanga — Police have arrested a 40-year-old man for allegedly raping the wife of his drinking buddy in Barangay Malamig, Bustos, Bulacan.
Chief Supt. Amador V. Corpus, Police Regional Office 3 director, identified the arrested as Rodel Mayor, 40, of Purok 7, Barangay San Pedro in Bustos Bulacan.
The complainant in the case was identified by Corpus as a certain “Elvie,” 41, who is also from the same barangay.
Senior Supt. Chito Bersaluna, Bulacan acting director, said the suspect, the victim and her husband were having a drinking session at a neighborhood store Monday night when the victim decided to go home ahead of the two at 11 p.m.
But instead of going straight home, she took a nap in the nipa hut beside their house.
Unknown to the victim and her husband, Mayor allegedly followed her to the nipa hut around midnight and found her asleep, said Bersaluna. It was then that the alleged rape happened, he added.
After her ordeal, Elvie reported the incident to barangay authorities and village watchmen picked up Mayor, then turned him over to the Bustos Municipal Police Station.

BAGUIO CITY – The Police Regional Office Cordillera recently transmitted to Mayor Mauricio G. Domogan list of qualified senior police commissioned officers who are the aspirants for the position of city police director about to be vacated after lapse of 2-year tour of duty of the incumbent chief.
                Included in the transmitted to the local government by regional police director Chief Supt. Rolando Z. Nana were Ifugao police head Senior Supt. David K. Peredo, Senior Supt. Agustin Juan Telllo, Senior Supt. Giovani C. Maines, regional police intelligence chief Senior Supt. Elmer Ragay and former city police director Senior supt. George Daskeo.
The mayo is given a maximum of 10 days to select from the list who will succeed outgoing city police director Senior Supt. Ramil L. Saculles.
Domogan said selection of the local chief of police is quite unique in the city for the past several years because a local screening committee composed of city department heads and private sector representatives will be tasked to screen the applicants and subsequently vote on who will be their choice to become the next chief of police.
 Among criteria set by the local screening committee in the selection process include availability, performance, programs, results of interview and other aspects of being a well-rounded police officer.
Under the screening process, all the applicants will be required to undergo interview of the panel members and present their programs on how to sustain the anti-criminality, anti-terrorism and peacekeeping efforts that will make the city a better place to study, work, live and do business.
Domogan said one of the challenges that will confront the incoming local police chief is how to sustain the recent achievement of BCPO that made Baguio city the 6th Safest Cities in Southeast Asia based on the perception of visitors through an online database.
Under Republic Act 6975 or law that created the Department of the Interior and Local government and the Philippine National Police, the PNP is mandated to submit to the local chief executive concerned a shortlist of qualified senior police commissioned officers duly screened by the Senior Officers Placement Board from where the local police chief will be chosen from.
The tour of duty of an officer-in-charge who will be assigned to head a local police force will only be 30 days to give a chance for the concerned local chief executive to select the chief of police of his or her police office.

Barangay chairman shot dead in Rosario, La Union

ROSARIO, La Union -- Police are still clueless on identity of men who shot to death a re-elected barangay chairman here of Barangay San Jose on Sept. 7..
Senior Insp. Nestor C. Juanbe, Pugo chief of police identified the victim as barangay chairman Ruben Orpilla Genetiano, 63, married of San Jose. Probers said around 1:20 that Friday afternoon, while Genetiano was talking to carpenters who were then working in front of his in-laws’ residence in Barangay Maoasoas Norte, Pugo, town, when unidentified armed men on board a Honda CRV fired several gunshots against
him.
The Police Regional Office 1 reported the victim was listed as a drug surrenderee in Rosario and classified high-value target with pending cases for violation of RA 9165 and RA 10591 at RTC Branch 31 in Agoo.
Senior Supt. Ricardo G. Layug, Jr, La Union provincial police director ordered neighboring police stations to conduct dragnet operations for possible apprehension of the gunmen.


Nueva Vizcaya trader shot dead

SANTIAGO CITY — An unidentified assailant gunned down a businessman in Bayombong, Nueva Vizcaya on Monday.
Antonio Lim, 73, a resident of Barangay Quirino, Solano, was in his car parked along the road in Barangay La Torre South when he was shot at around 5:30 a.m.
He suffered gunshot wounds in the head and arm.
